    THE POSITION

    The City of Ventura Water Department is looking for a Water Distribution Supervisor to join the team. We are seeking candidates who enjoy leading a team and are ready to take a primary role in supervising a work crew in a complex, D5 water system environment.

    WHAT YOU’LL DO

    Reporting to the Water Distribution Manager, the Water Distribution Supervisor commands a team of 4 Leads and 12 Water Distribution Operators in troubleshooting and maintaining the water distribution system including pipelines, valves, fire hydrants, meters, and other associated equipment. This Supervisor performs at a high level of technical expertise, establishing procedures and monitoring preventative and corrective maintenance, inspecting progress of work, conducting staff technique and technology training, reviews and responds to citizen inquiries and assumes the role of Chief Operator of distribution facilities in the absence of the Water Distribution Manager.

    The City of Ventura currently relies on 100% local water sources - the Ventura River, Lake Casitas, and local groundwater wells, as well as, providing reclaimed water from the Ventura Water Reclamation Facility to two municipal golf courses, the Ventura Marina area, and private customers for landscape irrigation. The Water Distribution Supervisor is responsible for overall distribution operations, maintenance of the water distribution system to ensure compliance with the California Department of Water Resources Division of Drinking Water, Environmental Management and City Operating Policies and Procedures, utilizing applicable American Water Works standards, the City’s Risk Management Plan, NPDES (National Pollutant Discharge Elimination System) and DDW (Division of Drinking Water) regulations.

    • demonstrate expertise of State Water Resources Control Board Drinking Water rules and regulations, State Title 17 and 22 Code of Regulations
    • lay out work in an organized and well-planned manner, communicating clear directions,
    • lead a team to sustain coordinated efforts recognizing each contributors’ strengths,
    • demonstrate sound judgement while handling multiple high impact issues simultaneously,
    • familiarity with Lucidity to determine the priority of work to be performed using Lucity AMMS,
    • familiarity with SCADA software systems,
    • tactfully interface with other City employees and consultants in resolving issues,
    • respond on a callback basis as needed, living within a 30-minute response time

    THE SCHEDULE

    • January 3, 2024 - Candidates will be notified of the outcome of the interview by this date.

    SALARY AND BENEFITS

    The City offers a total compensation package that includes both a generous salary and other benefits!

    • SALARY: $46.87 - $62.81 Hourly DOQ

    POSITION QUALIFICATIONS

    WHAT DOES IT TAKE TO QUALIFY

    A combination of education, training, and experience equivalent to completion of high school and three years of experience in the construction, repair, and maintenance of water pipelines and related facilities comparable to a California State Water Resources Control Board, Division of Drinking Water D4 system, including at least one year of experience as a lead worker or supervisor which would provide the required knowledge, skills, and abilities. Experience in a D5 water system is desirable.

    License: Possession of a valid California Class C driver’ license is required.

    Certificates: Possession of a Grade IV Water Distribution Operator Certificate issued by the California State Water Resources Control Board, Division of Drinking Water at time of hire.

    A Grade V Water Distribution Operator Certification is required with 12 months.

    A Grade II Water Treatment Operator Certificate issued by the California State Water Resources Control Board, Division of Drinking Water is highly desirable.

    Employment Information:

    Right to Work : Before employment, candidates must submit documentation verifying their legal right to work in the United States.

    Background Check : A pre-employment verification of background, references, and medical examination will be conducted. A drug screening may be required for some positions. Applicants for positions using a City vehicle may be required to submit a DMV report.

    Probationary Period : Six months

    Deferred Compensation: The City contributes $168 per year to a 457 plan and will match $1,650 per year contributed by the employee, for a total benefit of $1,818 per year.

    Medical & Dental Insurance: Up to $665 monthly towards a selection of plans. Medical and dental insurance is effective the first of the second month after date of hire.

    Optional Benefits: $495 monthly, which may be applied toward medical insurance premiums. Cash-out option is not available.

    Vision Insurance: City paid coverage provided for employees and dependents. Vision insurance is effective the first of the second month after date of hire.

    Life Insurance: City paid term life insurance equal to the employee's annual salary, and dependent life insurance of $2,000 per dependent.

    Disability Insurance: City paid short and long-term disability coverage.

    Retirement:

    Tier I - 2% @ 55/Single Highest Year of Compensation for Classic CalPERS members who worked for the City prior to December 31, 2012 and are returning to City employment. Employees make a 7% member contribution, and may be subject to compensation limits per Section 401(a)(17) of the IRC.

    Tier II - 2% @ 60/3-Year Final Compensation Period for Classic CalPERS members with less than a six-month break in service from another CalPERS or CalPERS'-reciprocal agency. Employees make a 7% member contribution, and may be subject to compensation limits per Section 401(a)(17) of the IRC.

    Tier III - 2% at 62/3-Year Final Compensation Period for New CalPERS members. Employees make a 6.25% member contribution, and are subject to compensation limits per Government Code Section 7522.10. Additional details regarding the City's retirement plan will be provided to candidates during the job offer process.

    Social Security: CalPERS members do not participate in Social Security retirement so there is no payroll deduction. Receiving a CalPERS benefit may affect your Social Security upon retirement. For further information contact a Social Security office or www.socialsecurity.gov/form1945 .

    Medicare: Employees participate only in the Medicare portion of Social Security. There is a 1.45% payroll deduction for this benefit.

    Vacation: 2.5 weeks, increasing to 4 weeks per year, after 10 years service. Employees may use vacation after successful completion of probation.

    Personal Leave: 27 hours per calendar year.

    Holidays: 12 paid holidays per year.

    Winter Holiday Break:18 hours of Winter Holiday time. City Hall closure December 25th to January 1st.

    Sick Leave: 96-hour bank upon employment and additional accruals of 2 hours semi-monthly after 6 months of employment.

    Tuition Reimbursement: $2,500 per year for tuition and books for courses taken at accredited institution after completion of probation.

    Student Loan Forgiveness: The City currently qualifies as an eligible employer for the federal Public Service Loan Forgiveness program.

    Direct Deposit: Paychecks are automatically deposited to employee accounts.

    Flexible Workweek: A 9/80 workweek is available for some positions.

    Wellness Program: A comprehensive program is available, including on-site gym, exercise classes, downtown/beach-walking routes, weight loss, and tips on nutrition and healthy lifestyle.
