THE OPPORTUNITY Auditor-Appraiser II is a fully qualified professional role responsible for business property valuation including trade fixtures and personal property, leased equipment, marine vessels, and aircraft. This position conducts property tax compliance audits for a variety of taxpayers and industries requiring an understanding and the application of the appropriate legal authorities, procedures, and methodologies. This position is expected to perform with a greater degree of autonomy and proficiency than an Auditor-Appraiser I as the audits and valuations are generally more complex and challenging compared to those handled at the Auditor-Appraiser I level. This position is also expected to professionally handle interactions with stakeholders including taxpayers, agents, government officials and employees, and their co-workers.
QUALIFICATION REQUIREMENTS The ideal candidate must either:
Have two years of experience as an Auditor-Appraiser performing valuations and/or audits of business and personal property working within the Assessor Department. Experience as an Auditor with a public accounting firm or governmental agency may substitute up to two (2) years of experience on a year-for-year basis.
AndHold a four-year degree with a specialization in accounting from a recognized institution of higher education (accredited). A degree with a specialization in accounting consists of either:
- 18 semester units (or quarter equivalents) of accounting and/or auditing courses from a recognized institution of higher education. Business law and economic classes may not contribute toward the 18 units; or
- 19 semester units (or quarter equivalents), 16 of which must be accounting and/or auditing courses from a recognized institution of higher education, and 3 semester units may be either business law or economic classes.
OrPossess a Certified Public Accountant certificate issued by the California State Board of Accountancy.
In addition, the ideal candidate will possess extensive professional work experience and/or knowledge in the following core competencies:
TECHNICAL EXPERIENCE | TECHNICAL KNOWLEDGE - Identifying economic, environmental, and other factors that determine or affect property values.
- Applying principles and procedures of accounting, auditing, property valuation, and assessment.
- Understanding of building materials, equipment, fixtures, workmanship, and construction quality across all building types, including understanding of cost and replacement data sources and factors influencing depreciation for property appraisals.
- Understanding California State Revenue and Taxation Code and laws, rules, regulations, and court decisions affecting/pertaining to assessment, valuation, and appraisal of business and personal property.
- Using, understanding, and navigating the assessor's assessment tax system (ATS) and other computerized programs used for research, reporting, and roll corrections.
PROBLEM SOLVING | ANALYTICAL SKILLS- Applying appraisal principles and techniques in the valuation of business and personal property.
- Reading and interpreting financial records, contracts and legal documents, and permit information.
- Keeping accurate and detailed records.
- Writing clear, concise, and complete correspondence and narratives.
INTERPERSONAL SKILLS | TEAMWORK- Training and instructing small groups of assigned staff.
- Working with diverse populations while representing the department with professionalism and confidence.
- Establishing and maintaining cooperative working relationships with those contacted in the course of work and being able to explain auditing and appraisal methods.
LICENSE REQUIRED / CERTIFICATE REQUIRED - A current Appraisal Certificate or ability to obtain a Temporary Appraiser Certificate issued and required by the California State Board of Equalization
- A permanent Appraiser Certificate must be attained within one year of employment.
- Possession of a valid California Driver’s License, Class C or higher

Only the most successful candidates will be placed on the eligible list.
Based on the Department's needs, the selection procedures listed above may be modified.All candidates will be notified of any changes in the selection procedures. Eligible ListOnce the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
