ABOUT THE POSITIONThe Clark County Department of Aviation is seeking qualified candidates to apply for the Airport Contract Specialist position. This position plays a key role within the Aviation Affairs team by planning, organizing, and administering airline lease agreements, operating permits, and various contracts to ensure the efficient and effective operation of Harry Reid International Airport and the general aviation airports within the Department of Aviation system. Further, this position focuses on maintaining strong partnerships with airlines, tenants, and stakeholders while contributing to air service development, optimizing space utilization, and managing key agreements that support both commercial and general aviation activities.
This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

MINIMUM REQUIREMENTSEducation and Experience:Bachelor's Degree in business administration, finance, public administration or closely related field, and one year of experience performing professional level work in contract administration. Administrative experience in contract administration may be substituted on a year-for- year basis for up to two years of required education. Experience in a public agency or an airport setting is desirable. Qualifying education and experience must be clearly documented in the “Education” and “Work Experience” sections of the application. Licensing and Certification: Specified positions may require possession of a valid Nevada Class C Driver's License at time of hire.
Working Conditions: Attend meetings outside of normal working hours.
Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.
Residency Requirement: Permanent employees must maintain a principal place of residency within the boundaries of Clark County and provide proof of compliance with Nevada motor vehicle registration and drivers' license laws within 90 days of employment.
Citizenship: Candidates must be legally authorized to work in the United States.

Background Check: Employment with the Department of Aviation is contingent upon completion of an education/experience background investigation, a fingerprint-based criminal history record check processed by the FBI, and upon the ability to be granted a security badge as mandated by the Transportation Security Administration. Customs and Border Protection Security Seal Program: Employment with the Department of Aviation in this job title is contingent upon a ten year employment and five year residency history record check and the ability to present original identity based documentation in order to meet the requirements for a Security Seal.

EXAMPLES OF DUTIESPrepares bid specification and conducts Requests for Qualifications (RFQs) and Requests for Proposals (RFPs); reviews and analyzes submissions. Develops routine to complex contract formats and composes contracts, agreements, amendments, cooperative agreements, interlocal agreements, and other related documents, assuring that all contracts are prepared and administered in conformance with local, County, state and federal requirements. Participates in planning and negotiating sessions with vendors and tenants; negotiates and administers a variety of agreements and service contracts. Ensures contracts meet insurance requirements. Reviews, standardizes, and clarifies contract terminology, documentation, and administrative procedures. Supervises the preparation of the correspondence, memoranda and reports relating to the contracts. Writes agenda items as necessary; reviews and comments on other agenda items. Tracks projects from inception to completion. Conducts research and analyzes problems in procedure; makes recommendations relating to policies and procedures. Performs statistical analyses of complex data and prepares reports on same. Attends conferences and meetings involving Department of Aviation contracts and agreements; confers with staff from other County departments, representative of governmental, community, business, professional and public agencies and the public; and acts as department liaison with tenants and vendors. Maintains accurate project records and contract files. Prepares final summaries of projects and closes files. Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team. Directs the work of professional, technical or office support staff on a project or day-to-day basis. Uses standard office equipment including a computer, in the course of the work; may drive a County or personal motor vehicle or be able to arrange for appropriate transportation in order to attend off-site meetings and visit various work sites.
