  • Job Description

    This position is responsible for the continuous operation of the WTE Plant’s equipment, the supervision of the WTE Plant’s Maintenance crews, and performs hands on maintenance as needed.

    • Directs the work of and manages the assigned staff. Assist with interviewing and selection of new employees. Provides training and instructions and ongoing training needs. Assigns tasks, reviews work and prepares performance evaluations. Provides staff coaching/counseling. Provides assistance and answers questions, gives advice and recommendations to staff.
    • Maintains training records and ensures all staff are up to date on required training.
    • Provides leadership and management to all assigned staff.
    • Implements and oversees the organization and scheduling of a total preventative maintenance program. Inspects all preventative maintenance performed. Oversees the repair or replacement of operational equipment.
    • Maintains an active and accurate inventory of all spare parts/supplies in stock, parts needed, ordered and/or received.
    • Ensures adequate supplies of all liquid stocks such as motor fuel/oils, hydraulic fluid, brake fluid, greases, etc.
    • Leads trouble shooting operations of machinery and electrical control problems.
    • Regularly perform hands on equipment repair and/or replacement.
    • Performs accurate record keeping of work activities into appropriate maintenance documentation forms.
    • Inspects daily shift reports and maintain a close inspection of the plant and operations.
    • Meet regularly with Assistant Plant Manager, Plant Manager and other personnel to share current status of plant operations, coordination of future maintenance schedule, and make recommendations and/or share concerns.
    • Complies with and assists with the implementation and maintenance of the safety program.
    • Assists with performing maintenance repairs as necessary due to mechanical failure, damage, etc.
    • Assists with boiler cleaning activities.
    • Assists the Supervisor with other tasks and/or assist in any areas of the plant operations requiring additional assistance.
    • Keeps plant and maintenance areas clean and orderly.
    • Ensures all activities are carried out in a safe manner; adheres to all County safety regulations; assists co-workers in the safe handling of equipment; ensures equipment is safely operated and driving laws are obeyed; ensures all regulations pertaining to the safe use of equipment are understood and followed.
    • Reports all accidents to the appropriate authority. Follows all policies for reporting, investigating, and follow-up of equipment incidents, or personal injuries.
    • Other duties as assigned.


    • Associates degree in a mechanical trade
    • Minimum of five (5) years’ experience in plant operations or maintenance experience.
    • Current WI DNR Incinerator Operator Certification.
    • Must have previous crew leader or foreman experience.
    • Must possess valid Driver’s License.


    • Knowledge of mechanical functionality and ability to diagnose and repair.
    • Possess comprehensive knowledge of mechanical systems, incinerator operations, electronic control systems, boiler mechanics, power generation, etc.
    • Knowledge of boilers (safety procedures, proper shut down), chemicals (proper usage), electrical systems (110 volt switches, outlets, fixtures, etc.), and plumbing (flush meters, valves, repair).
    • Ability to operate assigned machinery and equipment skillfully and safely in close proximity to moving parts, vehicular/truck traffic, debris, laborers/etc.
    • Knowledge of operation and maintenance of assigned equipment and machinery.
    • Knowledge of industry safety rules and ability to utilize Personal Protective Equipment.
    • Ability to maintain a professional demeanor when dealing with the public.
    • Ability to take control of situations in a responsible manner.
    • Ability to work as a member of a team and establish and maintain effective working relationships.
    • Ability to comprehend, retain and apply County, State, and Federal policies and legislation, i.e. local ordinances, procedure manuals, SDS sheets, safety manuals and warning labels.
    • Ability to maintain accurate and complete records and understand and carry out instructions received in writing or verbally.
    • Ability to take control of situations, dictating subordinate activities in a responsible manner.
    • Ability to instruct and train in methods and procedures.
    • Ability to make employment recommendations.
    • Ability to prepare performance evaluations and make recommendations regarding unsatisfactory employees.
    • Ability to assign work, add or delete; plan work, establish priorities.
    • Ability to maintain regular, reliable, prompt and predictable on-site job attendance.
    • Ability to work allocated hours which may include evenings, nights, weekends and holidays.
    • Ability to lawfully operate designated equipment/vehicles at all times duties are performed.
    • Ability to think quickly, maintain self-control, and adapt to stressful situations.
    • Knowledge of computer software including word processing, spreadsheet and database applications consistent for this position.
    • Ability to perform mathematical calculations required of this position.
    • Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
    • Ability to understand and effectively carry out verbal and written instructions.
    • Ability to apply sound judgment and discretion in performing duties, resolving problems and interpreting policies and regulations.
    • Ability to communicate detailed and often sensitive information effectively and concisely, both orally and in writing.
    • Ability to handle sensitive interpersonal situations calmly and tactfully.
    • Ability to maintain effective working relationships with individuals within and outside the organization.
    • Ability to work the allocated hours of the position and respond after hours as needed.
