    Job Description and Duties

    Under the general direction of the Assistant Chief Counsel, the Attorney III independently provides legal advice and performs the more complex and sensitive legal assignments (including those related to the Workgroup) in connection with the variety of unique housing programs administered by the Department’s divisions, with an emphasis on various of California’s multifamily and other loan programs, as well as grant programs, offered by the Department’s Division of State Financial Assistance and the Division of Federal Financial Assistance.

    This position will require the ability to work cooperatively with Department team members and others to enable the Department to provide the highest level of service possible In addition to generally handling matters related a variety of Department-specific loan, grant and other funding programs, part of the duties of this position will be to assist the Department in forming an Affordable Housing Finance Workgroup related to multifamily housing as contemplated by Chapter 10 (commencing with Section 50300) to Part 1 of Division 31 of the Health and Safety Code (the “Workgroup”). The Workgroup will be comprised of the Department, other State Agencies, affordable housing developers, local and tribal governments and other stakeholders. Among other things, this will require assisting the Department in: (i) assessing existing multifamily Departmental program loan, grant and other affordable housing funding sources, and whether or to what extent the same are compatible with and can be integrated into a consolidated application and review process along with the multifamily affordable housing funding, bonds and tax credits administered by certain other specified State Agencies, and (ii) developing recommendations and reports with respect thereto for delivery to the Legislature and certain Committees thereof within the express timelines set forth in applicable statute. Creativity, ingenuity and ability to assess the Department’s funding programs for compatibility with such a consolidated application and review approach will be important.     Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.

    This limited term position may be up to 12 months and may be extended to 24 months or become permanent at a later date.

    • Well-developed and demonstrated skills in legal research, writing, analysis, negotiation, and advocacy desired.
