OC San is currently looking to fill the role of a
Maintenance Manager (Collection Systems). Under general direction, the Maintenance Manager directs, manages, supervises, and coordinates the activities and operations of the Collections Division within the Operations and Maintenance Department. Assumes management responsibility for services and activities of the Collections Maintenance Division; provides proactive leadership and analyzes proposed internal and external regulations, codes, laws, and proposed legislative bills that affect current and future operational programs; ensures compliance with all federal, state and local laws, rules, and regulations regarding water, air, solids, safety, and human factors, and facilities’ design conditions and standards.
The Maintenance Manager will:
- Assume management and leadership responsibility for assigned staff, services and activities to ensure the 24-hour safe, compliant and efficient operations of collection systems for both routine and emergency situations;
- Plan and review all maintenance activities to ensure compliance with regulatory requirements including safety, water, land, and air issues;
- Ensure all services are provided in a reliable, timely and cost effective manner while maximizing customer satisfaction;
- Coordinate assigned activities with other divisions, departments, and outside agencies; and
- Provide highly responsible and complex administrative support to the Director of Operations and Maintenance.
This individual will participate in the development and administration of the department's budget. In addition, this person will be responsible for directing work in a planned and scheduled maintenance environment; and ensuring compliance with federal, state and local laws, rules, and regulations regarding water, air, solids, safety and human factors.
The Maintenance Manager will plan, direct, integrate, and review all aspects of collection system programs; review the work plan for assigned staff; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; and develop and participate in planning for assigned business units and with other divisions and departments.
The Maintenance Manager will also review and approve plans, designs, and specifications as necessary; represent OC San in dealing with other governmental agencies and entities; and negotiate and resolve sensitive issues.
Other responsibilities assigned to this position include: managing and implementing priorities, goals, and objectives for the Collections Division in alignment with OC San's Strategic Plan; staying abreast of developments in regulatory requirements and technology improvements, and incorporating that knowledge into the Division's program as appropriate; providing leadership and support in a planned and scheduled maintenance program through the administration of assigned maintenance management group efforts; supporting District-wide efforts within the Asset Management Council; and developing metrics and key performance indicators to evaluate program effectiveness.
The Maintenance Manager will also be responsible for the training, evaluating and mentoring of assigned staff; providing policy oversight and technical assistance to staff; working with employees to correct deficiencies and implementing discipline and termination procedures; participating in the development and administration of the division's budget; evaluating service delivery methods, recommending appropriate service and staffing levels; serving on a variety of boards and committees; attending and participating in professional group meetings; keeping abreast of new trends, laws and regulations; preparing and presenting clear and concise reports and other documents relating to area of responsibility; and other related duties as assigned.
Qualifications & Requirements Required: The successful candidate will possess the equivalent of a Bachelor’s degree from a college or university accredited by the U.S. Department of Education, with major coursework in engineering, maintenance management, construction management, or a related field. Additionally, a minimum of eight (8) years of increasingly responsible work experience in pipes and plant facilities, wastewater collection systems, mechanical equipment, electrical distribution or instrumentation systems, including four (4) years of progressively more responsible experience as project or technical lead or supervisory experience.Possession of a valid California Class C Driver’s License. In lieu of a Bachelor’s degree, OC San will consider a minimum of sixteen (16) years of increasingly responsible work experience in pipes and plant facilities, wastewater collections, mechanical equipment, electrical distribution or instrumentation systems, including four (4) years of progressively more responsible experience as project or technical lead or supervisory experience.
Desired: - A valid Grade IV CWEA Collection System Maintenance certification
- A valid Grade IV CWEA Mechanical Technology certification
- A Certified Maintenance Reliability Professional certification

The Maintenance Manager will be skilled at evaluating, recommending and implementing solutions to complex issues and problems; and will also be a strong leader with demonstrated proficiency in helping staff to set priorities, produce quality work, and meet critical deadlines. This person will mentor staff while holding them accountable; and be credible, trustworthy, and hands-on. Additional requirements for this position include excellent verbal and written communication skills, with the ability to synthesize technical materials and effectively communicate with all levels of the organization.
The Maintenance Manager will possess in depth knowledge of the Statewide Sanitary Sewer Systems General Order, including experience in oversight of the Sewer System Management Plan (SSMP). This individual will have knowledge of traffic control principles, ability to use ArcGIS and other mapping tools, knowledge of odor control systems at pump stations and South Coast Air Quality Management District (SCAQMD) and California Air Resources Board (CARB) regulations.
The Maintenance Manager will ensure good communication amongst all the affected partnering agencies, addressing and leading/assisting the Water Discharge Requirements (WDR) Group and to know and maintain mutual aid provisions with other agencies.
The Maintenance Manager will have a strong commitment and track record of working cooperatively with those contacted in the course of work and will be a self-assured individual with the ability to exercise a high degree of common sense, sound judgment, and be comfortable with making frequent public presentations.

Hiring Salary Range: $187,179.20 - $206,835.20/Year (starting salary will be within this range based upon qualifications)
Supplemental Information PHYSICAL DEMANDS - Mobility to work in a standard office setting and use standard office equipment, including a computer; this is primarily a sedentary office classification although standing in work areas and walking between work areas may be required; operate a motor vehicle to travel to various OC San sites, projects, and/or meetings; occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information; ability to lift, carry, push, and pull materials and objects up to 35 pounds.

ENVIRONMENTAL ELEMENTS - Office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.

DISASTER SERVICE WORKERS All OC San employees are designated Disaster Service Workers through state law (California Government Code Section 3100-3109). Employment with the OC San requires the affirmation of a loyalty oath to this effect. Employees are required to complete all related training as assigned, and to return to work as ordered in the event of an emergency.
OTHER REQUIREMENTS - Probationary Period: All OC San employees, except classifications considered “at-will”, are subject to the probationary period provisions as specified in the applicable Memorandum of Understanding, policies, and/or resolutions. Employees who have not yet successfully completed their initial probationary period serve “at-will” and may be released from employment without cause or recourse to any appeal or grievance procedures.
