    Full-time position available with the Civil Rights & Equal Opportunity Department, Economic Equality and Inclusion Division located at 414 East 12th Street
    Salary Range: $27.25-$40.88/hour
    Normal Work Days/Hours: Monday-Friday, 8:00 a.m.-5:00 p.m.

    Responsibilities

    • Works closely with the Senior Civil Rights Specialist(s) for the Economic Equity & Inclusion Division.
    • Assists in evaluating applications from businesses seeking certification from the City as Minority-owned and Women-owned Business Enterprises (MBE/WBE), Disadvantaged Business Enterprises (DBE) and other diversity supplier certification programs (SLBE, ACDBE, SBE).
    • Assists in monitoring certified businesses for compliance with contract requirements and applicable municipal, state and federal laws.
    • Applies analytical skills in the evaluation of application information and supporting documentation (e.g., tax returns, financial records) relating to the ownership, financial status and control of business enterprises to assess accuracy and completeness of applications.
    • Contacts applicants to clarify information, obtains missing information and requests additional supporting documents.
    • Conducts site visits to assist in auditing vendors' operations to verify business operations.
    • Makes initial determinations of whether businesses meet certification eligibility requirements and prepares written assessments and application summaries recommending approval or denial by the EE&I Division Manager or the Department Director.
    • Assists in conducting workshops to explain the application process and certification requirements.
    • Participates in meeting with contractors and city personnel to explain M/W/DBE contract compliance and reporting requirements and penalties for non-compliance.
    • Collaborates with Contract Compliance & Labor Standards staff regarding site visits of construction projects to monitor contract compliance with MBE/WBE requirements and other federal, state, and local requirements.
    • Assists in conducting close-out audits, including Good Faith Effort reviews, to evaluate compliance with M/W/DBE programs.
    • Uses Microsoft Excel to maintain records of work activities, application reviews and other assignments.
    • Prepares detailed narrative and statistical work reports.
    • Drafts correspondence and maintains contract related files.
    • Performs related duties as assigned.



    Qualifications

    REQUIRES an accredited Bachelor's degree and 1 year of professional experience in contract or code review and compliance; government programs analysis; human relations; civil rights; personnel administration, investigations or grievances; or equal employment claims and investigations.

    Positions requiring a high school diploma/GED certificate must be obtained from a school/program accredited by the Department of Education and recognized by the U.S. Secretary of Education.

    The minimum education requirement for positions that allow for experience equivalency for an accredited degree is a high school diploma. Unless otherwise specified, an accredited degree must be obtained from a college or university listed with the U.S. Department of Education and recognized by the U.S. Secretary of Education.
    For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained.
    Successful completion of a pre-employment criminal history/background check is required for all positions. Some positions require a post offer drug screen and/or physical.

    If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
