    Job Description:

    Overview

    To facilitate the goals and objectives of the City’s sustainability initiatives, environmental programs, and energy use policies and practices for both the internal City operations and the greater Community. Initiatives may include preparing, promoting, coordinating, planning and auditing the practices associated with the City’s sustainability, recycling, energy and environmental policies, procedures and ordinances. Coordinate, manage and monitor the City’s Greenhouse Gas Emission inventory. Act as the City’s liaison with other entities and organizations regarding Sustainability/Environmental matters that will impact the City’s initiatives and programs.

    Essential Functions
    • Creates and maintains a structural framework for a City-wide climate change response suited to the City’s unique character and direction.
    • Attends public meetings of various boards, commissions and committees, presenting reports on assigned projects and activities; Represents the City at committee events and speaking engagements on sustainability issues.
    • Informs, educates and monitors business owners and community groups, (including schools, neighborhood associations and non-profits) on the importance of recycling and the recycling policies within the city.
    • Plans, designs and implements specialized informational and outreach programs related to the City’s Sustainability program. Topics to include renewable energy, energy efficiency, biking, climate change, community composting.
    • Works with departments to accomplish targets related to greenhouse gas emission reduction, adaption to climate change impacts, pollution prevention and waste reduction, energy, water, land and other natural resource conservation, renewable energy utilization, environmentally preferable purchasing, green building, etc.
    • Takes initiative to identify needed sustainability programs, to create these programs, and establish protocols for continued success of such programs.
    • Identifies and pursues grants to achieve sustainability outcomes, once received, monitor grant activities.
    • Leads city wide green building program and internal feasibility assessments for energy efficiency and renewable energy projects.
    • Performs a variety of research work relating to sustainability planning, including the collection and analysis of various data.
    • Facilitates intra-departmental and inter-departmental coordination to support City sustainability efforts.
    • Plans and implements periodic city-wide, community waste cleanup events.
    • Develops and reviews appropriate policies to guide sustainability initiatives.
    • Ensures customer request are acted upon within agreed upon timeframes.
    • Assigned as a staff liaison, as needed, with a specific board, commission or committee, providing technical advice and assistance.
    • Manages and maintains the continued development of the City’s sustainability web site.
    • Knowledge of technical issues and practices in multiples areas related to green purchasing, energy conservation, performance measurement, environmental management systems implementation, solid waste recycling, resource and water conservation, green building, low impact development, pollution prevention, greenhouse gas reduction, climate change, renewable resources, and the legislative process.
    • Coordinates with businesses in the community and with other public agencies in the region that are involved in sustainability initiatives to explore opportunities for synergism and partnerships.
    • The intent of this class description is to provide a representative summary of the types of duties and responsibilities that will be required of classifications given this title and shall not be construed as a declaration of the specific duties and responsibilities of any particular position. Incumbent may be required to perform job-related tasks other than those specifically presented in this job description.


    Minimum Qualifications
    • Bachelor Degree from an accredited college or university in sustainability, environmental science, energy, urban planning, architecture, geography, public administration or a field related to sustainability.
    • Three (3) years of progressively responsible experience in sustainable development, energy or resource conservation, solid waste management, and/or environmental policy development.
    • Possess and maintain a valid State of Florida Driver’s License is required.

    • Ability to work independently and as a member of multi-disciplinary teams, exercise sound judgment, and handle sensitive public relations issues and information with tract and diplomacy.
    • Develops and helps to implement sustainable energy recommendations and plans for City facilities.
    • Ability to facilitate inter-departmental team of City employee that provides regular input, direction, review and communication on sustainability issues across the organization and that hosts occasional events to inform and inspire co-workers on issues related to this initiative.
    • Lead sustainability initiatives to ensure sustainability is addressed as part of a cultural change through the organization.
    • Research and maintain a working knowledge of best practices with regards to sustainability being implemented in other public and private organizations.
    • Identify and support applications for government and non-government grants to support piloting of sustainable approaches to accomplishing critical municipal functions and participate in grant administration and management as appropriate.
    • Ability to communicate effectively as a team leader in developing and sustaining an entrepreneurial business-like approach to the management of sustainability activities, while maintaining a strong focus on customer service.
    • Ability to analyze and prioritize programmatic requirements and activities, so as to ensure continuity of essential functions and efficient use of available resources.
    • Ability to communicate effectively and clearly, both orally and in writing.
    • Ability to establish and maintain effective working relationships with other City Officials/ Departments, consultants, vendors, contractors, and the general public.
    • Ability to respond courteously, tactfully and effectively to public concerns and complaints.


    Responsibility

    Under the direction of and responsible to the Department Head or designated representative. As assigned by the Department Head. May assign and direct the work of a small group of community service workers assigned to a specific task.

    Physical Requirements

    This is office work, usually requiring limited physical exertion. However, the work requires occasional light physical activity, especially when touring or inspecting facilities for which the incumbent has management responsibility. In this context, some lifting, reaching, stooping, pulling, grasping, balancing, climbing, kneeling, standing, crouching or similar activity may be required. Stringent adherence to safety precautions is required in some facilities, on job sites or in other situations. Visual acuity is required, primarily for reviewing computer and written files and other documents, as well as reviewing the work of others. Incumbent is required to have sufficient hearing ability to perceive information at normal spoken levels.

    Public Contact

    Contacts are an essential component of this position. The incumbent interacts frequently with the City Commission, City officials, employees of other City and County departments, vendors, contractors, media, and members of the general public. Substantial diplomatic skill is required to deal credibly and effectively with public contacts from time to time to explain the operation and functioning of the City’s programs and activities.
