OC WASTE & RECYCLING OC Waste & Recycling (OCWR) is an organization dedicated to providing waste management services, protecting the environment, and promoting resource recovery to preserve the life of our landfills and ensure a safe and healthy community for current and future generations. OCWR operates three active regional landfills (North, Central, South), four household hazardous waste collection centers, material recovery (metal, mattresses, green waste), three compost facilities, monitors 20 closed landfills, and administers municipal solid waste collection, recycling, and planning for County unincorporated areas. THE OPPORTUNITY A hybrid work schedule may be available for this position. This may revert to a regular on-site schedule depending on business needs.
OCWR has a need for an experienced safety professional to serve as a Voluntary Protection Program (VPP) Administrator (Research, Policy, and Quality Assurance Administrator) within the safety culture division to oversee the agency's safety management system. This position will serve as a key leader within OCWR reporting directly to the Senior Risk Manager. Additionally, the position will work directly with OCWR management and staff at all levels, other County agencies, jurisdictions, and state agencies including Cal/OSHA in the development, implementation, and management of safety policies and systems that achieve county and agency safety goals.
The VPP Administrator will have the authority and responsibility for the success of the VPP Safety Management system and will be required to develop and implement policies, procedures, and audits necessary to achieve and maintain compliance with VPP standards. The successful candidate will have the ability to translate rules and regulations into programs that not only effectively prevent and control occupational hazards but also go beyond minimal Cal/OSHA standards and provide the best feasible protection for employees, contractors, and customers at OCWR facilities. This position will exercise responsibility over professional services or industrial hygiene contractors.
The VPP Administrator's duties include but are not limited to the following:
- Serving as the department VPP Administrator and liaison directly with Cal/OSHA during VPP applications, reporting, and recertification.
- Planning, coordinating, and facilitating successful completion and on-time submittal of VPP Annual Self Evaluation(s) for multiple facilities across the agency.
- Planning, coordinating, and facilitating successful completion of triennial VPP recertification(s) for multiple facilities across the agency.
- Building effective internal and external partnerships with agency, county, and external agencies to support the success of the VPP safety management system.
- Conducting VPP site inspections and audits to evaluate the effectiveness of facility-driven VPP efforts as well as verifying compliance with standard operating procedures, codes, and practices.
- Administering ongoing daily operations to maintain an effective safety management system and meet County and Agency Safety goals; including training, inspection, and conducting follow-up to corrective action items as needed.
- Compiling, maintaining, and communicating all VPP inspection reports and disseminating inspection findings; working directly with OCWR management to achieve timely closure of any gaps or corrective actions.
- Scheduling and conducting annual review of agency Policies & Procedures, Standard Operating Procedures relevant to the VPP safety management system.
- Ensuring a healthy and safe work environment; and ensuring compliance with applicable regulations, policies, and procedures.
- Performing other duties of a similar nature and level as assigned.
DESIRABLE QUALIFICATIONS Although highly desirable, but not required, the ideal candidate will have professional VPP experience. Possession of a bachelor’s or master’s degree in health and safety, biology, environmental science, health science, chemistry, or industrial hygiene is highly desirable.
In addition, the ideal candidate will have a thorough knowledge of and experience in the following:
Technical Expertise - Knowledge of federal, state, and local occupational safety rules, regulations, standards, and guidelines (e.g. Occupational Safety and Health Administration [OSHA], National Fire Protection Association [NFPA], American National Standards Institute [ANSI], National Institute for Occupational Safety and Health [NIOSH]).
- Knowledge of complex or sophisticated safety principles in one or more high hazard industry subjects (such as earthmoving, heavy equipment, lock-out/tag-out, confined space entry, machine guarding, and other high hazard industry subjects).
- Accident investigation techniques, such as root cause analysis (RCA) and local/state safety recordkeeping requirements.
- Using current technologies to create graphics, present ideas and arguments, and data to support recommendations.
SPECIAL REQUIREMENT: Possession of a valid California Driver's license, Class C or higher may be required by the date of appointment and maintained while employed.
