    Description

    Charleston County Government is seeking a highly qualified Senior Project Manager / Design & Construction Manager II to assist the Director of Capital Projects in the planning, management, and execution of large-scale capital construction projects as part of the Capital Improvement Program (CIP). You will oversee the development and implementation of key projects, ensuring successful delivery in accordance with county directives, budgets, and timelines.

    The ideal candidate will have extensive experience in project management, particularly in overseeing complex design and construction projects, managing contracts, and coordinating across multiple stakeholders. You will ensure compliance with regulatory requirements and provide critical support in the areas of procurement, quality control, stakeholder management, financial management, and risk mitigation.

    HIRING SALARY RANGE: $95,804 - $125,465 (Estimated Annual Salary - Dependent upon experience)

    Duties and Responsibilities

    • Project Management:
      • Manage the full lifecycle of capital construction projects, including planning, development, and closeout phases.
      • Coordinate with local jurisdictions, Board of Architectural Review (BAR), Technical Review Committee (TRC), historic preservation groups, property owners, A&E firms, construction contractors, and senior County personnel to ensure projects align with county objectives.
      • Evaluate project management elements such as financials, risk, scope, schedule, staffing, and ROI, and identify areas that require further definition or attention.
      • Identify areas that need further definition or are not being sufficiently managed.
      • Ensure the project is adequately staffed, utilizing internal and external resources.
      • Ensure quality and timeliness of project completion.
    Contract Administration:
    • Follow comprehensive processes and procedures related to procurement, financial management, operations, security, human resources, and project approvals.
    • Review and approve drawings, specifications, change orders, and construction deliverables, ensuring compliance with project goals.
    • Ensure adherence to procurement laws, regulatory requirements, and industry standards, including LEED and Green Globes certifications.
    Stakeholder Coordination:
    • Serve as the primary representative of Charleston County in communications with local jurisdictions, external agencies, contractors, and consultants.
    • Develop and maintain effective working relationships with various departments, agencies, consultants and contractors.
    • Conduct regular project update meetings with stakeholders and leadership.
    • You may be required to speak and present project updates in public forums, to county council members, state leaders, or other stakeholders.
    Risk Management & Compliance:
    • Develop and implement strategies for managing project risk, including budget overruns, delays, and unforeseen challenges.
    • Ensure that all projects comply with local, state, and federal regulations, including environmental reviews and safety standards.
    • Oversee the inspection and quality control processes to ensure project completion on time and within budget.


    Minimum Qualifications

    Minimum Qualifications (Required)
    • Bachelor's Degree in Engineering, Architecture, Construction Management, or a related field.
    • A minimum of 15 years or more of experience in design and construction management, program management, project management, or facility operations is required. However, candidates with the following credentials may substitute part of the experience requirement:
    • Licensed Architect, Licensed Professional Engineer, or Certified Construction Manager (CCM): May substitute up to 5 years of the required experience, provided they have a minimum of 10 years of direct project management experience.
    • Project Management Professional (PMP) or similar certification: May substitute up to 3 years of experience, with a minimum of 12 years of direct project management experience required.
    • Preference will be given to candidates holding licensure as an Architect, Professional Engineer, or Certified Construction Manager, especially those with at least 10 years of hands-on experience managing large-scale capital projects.
    • Extensive experience managing large, complex capital construction projects valued at $30M - $200M+ with demonstrated skills in project resource management, budget control, risk management, and stakeholder communication.
    • Proficiency in Microsoft Word, Excel, PowerPoint, Adobe Acrobat, and Bluebeam.
    • Valid SC Driver's License or ability to obtain one within 90 days of employment.
    Preferred Qualifications:
    • Master’s Degree in Engineering, Architecture, Construction Management, or a related field from an accredited institution.
    • Professional licensure as an Architect, Engineer, or Certified Construction Manager (CM) is highly desirable. Licensure ensures the candidate is recognized as having the formal authority and expertise to design, manage, and oversee complex construction projects.
    • Project Management Professional (PMP) certification or similar project management certifications to demonstrate advanced project management skills and knowledge of industry best practices.
    • Experience in the public sector, with an in-depth understanding of government procurement processes, regulatory requirements, and budgeting constraints, particularly in capital improvement or infrastructure projects.
    • LEED Accredited Professional or Green Globes Professional certification, demonstrating knowledge and expertise in sustainable building practices and environmentally responsible project design.
    • Experience with Building Information Modeling (BIM) software and Project Management Information Systems (PMIS), such as Autodesk Build, or similar, to efficiently manage project workflows, documentation, and communication across teams.
    • Certified Facility Manager (CFM) or Certified Construction Project Manager (CCPM) certification to indicate experience in managing the operational aspects of facilities, including ongoing maintenance, repairs, and renovations.
    • Proven track record of mentoring and developing junior staff, including fostering leadership skills and technical competencies in multi-disciplinary project teams.
    • Knowledge of local and state building codes, safety regulations, and environmental standards, ensuring compliance across all aspects of project delivery.
    Skills and Competencies:
    • Leadership & Communication: Strong leadership and delegation skills, with the ability to make strategic decisions and communicate effectively across diverse audiences, including County Council, community groups, contractors, and public officials.
    • Project Oversight: Ability to oversee every aspect of capital project delivery, ensuring compliance with scope, budget, and schedule while maintaining high-quality standards.
    • Problem-Solving & Strategic Thinking: Ability to address and resolve complex project challenges related to construction, design, and financial management.
    • Emergency Management: Required to perform a senior emergency management role during activation and remain in this role until the situation is resolved.
