    Physical Security Specialist II

    (Information Technologist II)

    In addition to performance-based merit increases, this position is scheduled to receive salary range increase on the following date:

    Effective June 27, 2025 - 4.00% increase

    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    This recruitment will establish an open eligible list that will be used to fill current and future Information Technologist II positions. The eligible list established may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

    THE OPPORTUNITY
    Orange County Information Technology (OCIT) has an exciting opportunity for a detail-oriented, technically skilled specialist experienced in deploying enterprise physical security systems. The individual will work as part of a team to administer a robust integrated security system consisting of 2,500 readers, surveillance cameras and various intercom, intrusion and duress systems installed in over 120 facilities throughout Orange County. The systems are centrally managed and are comprised of multiple manufacturers: Genetec video surveillance and various other video surveillance systems, Axis Cameras, Bosch intrusion, Zenitel and Aiphone intercoms and various other security control platforms.

    The duties and responsibilities will be including but not limited to the following:

    • Manages physical security projects, coordinates with clients to define needs, design systems, specifies network requirements, create proposals and supervises vendor installations and maintenance
    • Manages server environments, monitoring for high uptime and efficiency, conducts storage capacity planning and upgrades, implements hardware / software upgrade, patches, security and backup/recovery
    • Configures and administers diverse system components, network controllers and panels, smart card encryption, surveillance cameras, and related security hardware
    • Conducts monthly health check on building systems, ensuring operational efficiency, performs updates, repairs, changes and training as required.
    • Conducts quarterly system audits to maintain up-to-date firmware/software, ensuring system security and integrity, applies updates as required
    • Conducts quarterly audits, ensures agency user credentials for physical security systems are current, adjusting role base access as needed and conducts user training sessions.

    DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
    In addition to the minimum qualifications, the ideal candidate will have at least two (2) years of experience in enterprise physical security systems, information technology systems administration, project management, and possess specialized security certifications from Genetec or other security-related software. Although not required, Microsoft certifications, such as Microsoft Specialist or Microsoft Technology Associate (MTA), are a highly desirable. In addition, the ideal candidate will possess extensive knowledge and/or experience in the following core competencies:

    TECHNICAL EXPERTISE
    • Developing detailed physical security system specifications and supporting documentation of technology requirements including network design, firewall requirements, server and storage infrastructure and application requirements.
    • Analyzing, developing and administering enterprise software systems to secure facilities.
    • Configuring and administering various system components, such as IP-based intelligent controllers, reader panels, readers, alarm panels, encrypted smart card technology, IP-based enterprise power management systems, surveillance cameras and other related security hardware.
    • Administering Windows server and workstation operating system dependencies, application user permissions and privileged groups.
    • Working with systems development life cycle to plan, create, test and deploy technology systems.
    • Understanding relational database structure, managing application database segments and customizing user-defined fields on database forms.
    • Administering Microsoft SQL server including user access permissions and privileges, archiving, backup and recovery, understanding triggers and preparing views to generate record sets and reports.
    • Designing and developing specifications per project requirements.
    • Experience with project management, including overseeing contract provisions and vendor performance.
    ANALYSIS AND PROBLEM SOLVING
    • Recognizing application problems, system/network-related issues, analyzes system error logs and recommends solutions to address or prevent the issue.
    • Interpreting, comprehending and applying the specific needs and requirements for each project.
    • Monitoring and maintaining system health of database and application servers.
    PLANNING AND ORGANIZATION
    • Organizing communication plans with project stakeholders at all levels.
    • Working independently to plan, organize, prioritize and process work to meet projected deadlines.
    • Exercising thoroughness, accuracy and attention to detail in the tasks and processes performed.
    • Strategizing long-term technology solutions.
    WRITTEN AND VERBAL COMMUNICATION SKILLS
    • Documenting technology systems and procedures, system architecture and parameters, database design and network topology.
    • Presenting recommendations in a clear, logical and concise manner.
    • Preparing user manuals to communicate the functions of application software and technical processes and conducts user and/or peer training to provide technical information on system functions.

    RECRUITMENT PROCESS

    Structured Oral Interview (Weighted 100%)
    Applicants will be interviewed and rated by an oral interview panel of job knowledge experts. Each applicant's rating will be based on responses to a series of structured questions designed to elicit the applicant's qualifications for the job. Only the most successful candidates will be placed on the eligible list.

    Eligible List
    Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies. Based on the County's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.
