    THE POSITION

    The Transportation Telecommunication Engineer position resides in the Public Works department, Transportation Division. The position works with the City's traffic signal infrastructure and advance traffic management system. The position includes engineering work in the planning, design, investigation, maintenance and construction of traffic signals, outside plant communication, communication networks, and intelligent transportation systems (ITS). This position investigates and responds to traffic signal related customer concerns and works with contractors and maintenance staff on signal related projects.

    IDEAL CANDIDATE STATEMENT

    The ideal candidate should be team oriented, collaborative, adaptive, and be able to work independently in a high stress environment. They should have knowledge of traffic signal designs, traffic engineering, fiber optics, and intelligent transportation systems (ITS). The ideal candidate should be able to read, review, and produce complex plans and schematics. They should have field work experience including installation of equipment, wiring electrical devices, pulling wire in conduits, programming field devices, testing and troubleshooting. Experience working in bucket truck is desirable. Knowledge of Transportation Systems Management and Operations (TSMO), Virtual Local Area Network Systems (VLANS), Transmission Control /Internet Protocol (TCIP), traffic signal controllers, and programmable logic controllers is desirable.

    To perform professional telecommunications work of considerable difficulty in planning, design, construction, operation, maintenance and management of the citywide telecommunications systems, networks and associated electronic facilities. Incumbents may be assigned to generalist Telecommunications Engineer duties or to any one or more of the following specialties:

    Radio Engineer
    Outside Plant Engineer
    Structured Cabling Engineer
    Systems Engineer
    Equipment Engineer

    DISTINGUISHING CHARACTERISTICS

    This is the advanced journey-level class in the telecommunications engineering series. Positions in this class are flexibly staffed and are normally filled by advancement from the lower class of Telecommunications Engineer I, or, when filled from the outside, require prior advanced professional telecommunications engineering work experience. A Telecommunications Engineer II works under general supervision and is expected to complete complex telecommunications engineering assignments requiring the use of judgment and initiative in developing solutions to problems, interpreting general policies, and determining work assignments. Work in this class is distinguished from that of the Telecommunications Engineer I class by the greater complexity of the assignments received and by the greater independence with which an incumbent is expected to operate.

    SUPERVISION RECEIVED AND EXERCISED

    General supervision is provided by a higher-level position. Responsibilities may include the direct and indirect supervision of lower-level personnel.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Depending upon assignment, duties may include, but are not limited to, the following:

    - Design and prepare plans and develop specifications for current and future City communications systems and networks, including computer-assisted communications systems and control systems
    - Prepare preliminary and long-range plans, estimates, and budgets
    - Prepare and review detailed final construction plans for specifications, special conditions, agreements, and instructions
    - Design radio simplex and repeater stations including microwave
    - Design outside plant and structured cabling systems
    - Conduct communication surveys and prepare reports as assigned
    - Review final plans, specifications, and special agreements, and coordinate and inspect the work of contractors and crews
    - Recommend contract change orders and payments
    - Advise, assist, and instruct operating and maintenance personnel in matters pertaining to all phases of wireless and wired communications systems
    - Ascertain that Federal Communication Commission requirements are met in regard to licensing, operating, and the technical performance of wireless communications equipment
    - Design and manage effective telecommunications systems and networks that comply with (FCC) Part 15, 22 and 68 Rules
    - Evaluate and design telephone systems and networks to meet departmental needs, including telephone system and network traffic analysis
    - Prepare Federal Communication Commission license applications
    - Participate in the development of division policy
    - Participate in the preparation of the division budget
    - Prepare, maintain, and review reports of work completed and schedules of work
    - Supervise, assign, train and evaluate subordinates
    - Perform related duties as assigned

    QUALIFICATIONS

    Knowledge of:

    - Principles, practices, methods, terminology and trends in the wireless and wired telecommunications fields, including trunked and simulcast radio systems and/or outside plant and structured cabling systems
    - Principal practices and methods of radio frequency measurements, including field strength, power deviation, path loss and interference resolution
    - Design, evaluation, installation and maintenance of fiber optical cable systems
    - Basic communications engineering math theory and engineering economics
    - Federal Communication Commission rules and regulations, and other laws, rules and regulations governing wireless, and wired communications systems and equipment
    - Theory and operations of computer telephone and teletype systems, including traffic handling procedures
    - Familiar with EIA/TIA codes and standards and BICSI (or equivalent) Telecommunications Distribution Methods Manual guidelines
    - Methods of planning, installing and maintaining electronic equipment and facilities
    - Principles and techniques of project management, cable management and technical report writing
    - Principles and practices of supervision and training
    - Practices and methods of design, planning, installation and maintenance of complex wireless and wired networks, and related electronics equipment
    - Principles of budget estimating and preparation
    - Radio frequency coordination and Federal Communication Commission licensing process
    - Systems and equipment used in the City of Sacramento

    Ability to:

    - Read, draw and interpret schematic electronic diagrams
    - Interpret and ensure compliance with laws, rules and regulations governing wireless and wired communications systems and equipment
    - Plan, assign and supervise the work of lower-level personnel
    - Prepare reports, analyze situations accurately, and adopt an effective course of action
    - Communicate effectively, orally and in writing
    - Establish and maintain effective working relationships
    - Administer telecommunications engineering work
    - Prepare and evaluate engineering plans, programs and specifications for communications systems
    - Investigate and analyze communications operations and problems, and effect improved procedures and solutions

    EXPERIENCE AND EDUCATION:

    Any combination of education and experience that would likely provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:

    Two years of experience as an Telecommunications Engineer I in the City of Sacramento.

    OR

    Three years of progressively responsible experience in the design, development, installation, maintenance and repair of wireless and/or wired telecommunications networks, equipment and systems.

    AND

    A Bachelor's Degree from an accredited college or university in electronics, electrical engineering or communications engineering or related field. Additional qualifying experience may be used as a substitution for the education requirement on a year-for-year basis.

    PROOF OF EDUCATION

    Should education be used to qualify for this position, then proof of education such as, but not limited to, university/college transcripts and degrees should be submitted with your application and will be required at the time of appointment . Unofficial documents and/or copies are acceptable.

    An applicant with a college degree obtained outside the United States must have education records evaluated by a credentials evaluation service. Evaluation of education records will be due at time of appointment.

    Other Licenses and Certificates:

    Possession of a current Federal Communication Commission (FCC) general class radiotelephone license or Registered Communications Distribution Designer (RCDD) or equivalent at the time of appointment.

    OR

    Certification as technically qualified to perform transmitter installation, operation, maintenance and repair by either the National Association of Business and Education Radio or the Associated Public Safety Communications Officers or possession of a Certificate of Registration as a Professional Engineer.

    PROBATIONARY PERIOD

    Employees must successfully complete twelve (12) months of probation at a satisfactory performance level prior to gaining permanent status.

    3. Eligibility : Candidates who pass the Training and Experience Test will be placed on the eligible list. The hiring department may contact candidates for interview at any time during the life of the one-year list. Candidate’s eligibility expires one year from the date of notification of a passing score for the Telecommunications Engineer II examination.

    4. Screening Committee : (Pass/Fail)- All candidates that pass the examination and are in one of the top three ranks will have their application forwarded to the hiring department for review. The hiring department will select the most competitive applications for further consideration. Human Resources will only evaluate employment applications for the minimum qualifications, as stated on the job announcement, for applications selected by the hiring department.

    5. Conditional Hire: Upon receipt of a conditional offer, the selected candidate must complete and pass Live Scan/fingerprinting.
