    DEFINITION:
    Responsible for Quality Assurance programs, to include risk prevention and mitigation, safety and emergency preparedness programs and leads risk management activities at Partnership Health Center (PHC). Leads all compliance oversight activities. Acts as the lead liaison with Missoula County Risk Management Department.

    Representative Examples of Work

    Develops, maintains and oversees use of systems to monitor, detect, prevent, measure, investigate, report, and manage patient adverse events, malpractice claims, incident reports, and other indicators of potential patient and staff risk.

    Evaluates areas of organizational risk as the lead PHC liaison with the County Risk Manager, based on internal assessment and external benchmarking; devises systems and processes to monitor validity of risk modeling outputs. Reports results, patterns and trends, identifies problem-prone areas.

    Develops and oversees systems which help identify opportunities to improve. Implements strategies to promote patient and staff safety. Facilitates prevention initiatives and interventions to mitigate risk using industry standard frameworks for regular inspection and evaluation of all clinical and organizational physical environments.

    Oversees and monitors the Electronic Incident Reporting program and interprets aggregate data on Serious Adverse Incidents, patient complaints and all other incident reports. Provides detailed reports on incidents, claims, and risk-related issues. Coaches Sr. Leaders and Managers on compliance, risk and safety prevention and mitigation. Develops and oversees training of staff on the occurrence reporting process.

    In collaboration with PHC Leadership and County Risk Manager, directs the investigation and reporting of all potentially compensable events (preventable adverse events); and leads the review and analysis of serious occurrences. Disseminates lessons learned and process improvement plans to PHC departments and leadership.

    Oversee and responds to serious occurrences or complaints of actual or potential patient, visitor, or employee injury. Documents occurrences and complaints and takes action to correct deficiencies and ensure compliance. Maintains close communication with the County Risk Manager and coordinates claims investigations under their direction.

    Keeps current on state and federal regulations and statutes related to ambulatory care clinics and patient care. Ensures compliance with all HRSA 330 Requirements, ensures PHC is prepared for Operational Site Reviews. Oversees PHC’s policy and procedure systems, ensuring access and accuracy. Reviews and evaluates policies and procedures and recommends revisions and new policies as needed.

    Oversees and ensures compliance with HRSA and healthcare related accreditations, recognitions and certificates such as Federal Tort Claims Act Deeming/Re-deeming, Patient Centered Medical Home, and others.

    Coordinates emergency preparedness activities and actively participates in committees as assigned. Attends Missoula County and other Community Safety Committee meetings.

    OTHER DUTIES:
    Performs related work as required or directed.

    SUPERVISION RECEIVED : Works under the general supervision of the Chief Operating Officer or designee.
    SUPERVISION EXERCISED: Provides supervision to Quality Assurance support staff members.
    WORKING RELATIONSHIPS: Is a member of the Senior Leadership Team. Has frequent contact with all PHC medical clinic staff, other PHC employees, Missoula County Risk Manager and staff, the public seeking medical care, vendors of clinical products, local hospitals, Missoula City-County Health Department employees, community physicians and volunteers. Work contacts are to coordinate efforts with Missoula County Risk Management, to ensure cooperation and compliance with PHC standards and policies, to conduct investigations and to prevent and effectively mitigate PHC risk through patient adverse events.

    REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
    KNOWLEDGE : Thorough knowledge of medical office practices, procedures and techniques. Considerable knowledge of risk information management systems (RIMS). Considerable knowledge of charting practices and electronic health records. Considerable knowledge of Montana Safety Culture Act and best practices in organizational safety. Considerable knowledge of medical terminology, and CLIA and OSHA regulations. Working knowledge of the Federal Tort Claims Act. Working knowledge of the principles and practices of HIPAA compliance. Working knowledge of patient centered medical home delivery system. Working knowledge of the PHC Corporate Compliance Guidelines.

    SKILLS: Skill in the use of electronic medical records programs, incident reporting software and Microsoft Office computer applications (Word, Excel). Use of other risk management and compliance platforms for training and education.

    ABILITIES: Ability to analyze data and form sound conclusions. Ability to exercise effective interpersonal communication, and to remain calm and tactful in stressful situations. Ability to train employees and to facilitate a team work environment. Ability to lead staff and participate in continuous efforts to improve clinic safety and foster a culture of safety. Ability to respect and maintain confidentiality. Ability to communicate effectively in the English language, orally and in writing. Ability to establish and maintain effective working relationships with individuals from diverse backgrounds. Ability to function independently and efficiently in a stressful and dynamic work environment.

    Minimum Qualifications

    An equivalent combination of education and experience may be considered.

    EDUCATION: Bachelor’s Degree is required. Degrees best suited to this position are Occupational Safety or Risk Management, business administration, engineering, public health, or other health-related fields.

    EXPERIENCE: Requires two years of experience in organizational safety or risk management, compliance, emergency preparedness. Supervisory experience desired. Experience in a health care setting is desired.

    SPECIAL REQUIREMENTS: Requires immunizations or proof of immunity to certain infectious diseases and a TB test. New employees will be asked to volunteer vaccination status for required vaccines upon hire and will be offered assistance during hiring to receive necessary immunizations. Employees who have not received the vaccines required for their positions or who are unwilling to voluntarily provide vaccination status for required vaccines will receive a reasonable accommodation where such accommodation does not require an undue hardship or endanger the health or safely of any person.

    Physical/Environmental Demands

    Work is commonly performed in the PHC clinic and office settings. The work may require medium range lifting (up to 30#). Requires ability to work flexible hours and to participate in meetings which may require overnight travel. Work may require exposure to patients with communicable diseases.

    Excellent Medical Health Benefits– Group health benefits, including dental and vision coverage, are available to eligible County employees. The medical health benefits premium is covered for full-time employees. The County contribution is pro-rated on hours paid for part-time employees. The employee pays the premium portion for dependent coverage. Family health benefits coverage is $258.00 per pay period.

    Medical deductible is $500 for an individual and $1,000 for a family.

    Sheriffs' Retirement System (SRS)– A public pension plan for all Montana Sheriffs hired after July 1, 1974 and Detention Officers hired after July 1, 2005.

    Sick Leave– Full-time employees accrue 7.38hours per month and are eligible to use sick leave once you have been an employee for 90 days.The accrual is pro-rated for part-time employees.

    Vacation Leave– Full-time employees accrue 9.24 hours per month and are eligible to use leave after continuous employment for a period of 6 full months. The accrual is pro-rated for part-time employees.

    Holidays– The County observes eleven legal holidays in even numbered years and ten legal holidays in odd numbered years.

    Paid Parental Leave (PPL)-In recognition of the importance of bonding and care of a newborn child or a child placed for adoption, Missoula County 6 continuous weeks of PPL to eligible full-time employees that have been with the county for 180 days. The hours are pro-rated for part-time employees.
