    Sonoma Public Infrastructure (SPI) seeks an experienced professional!

    Starting salary up to $53.95/hour ($112,600/year) and a competitive total compensation package!*

    About the Position

    Reporting to the Engineering Division Manager, the Public Infrastructure Grants Analyst works closely with the unit's Senior Engineer overseeing daily direction and work priorities. They work independently, recognizing when to consult with the Senior Engineer and management team. The position works as part of a team to apply for grant funding, develop project documents, and communicate with the public and various stakeholders on the status of projects. This time-limited position is currently funded through June 30, 2029.

    Responsibilities for this position include:

    • Assisting and performing project initiation and scoping
    • Writing funding grants, applying for Caltrans funds, and preparing all required Caltrans project paperwork
    • Preparing and submitting project closeout paperwork per Caltrans regulations
    • Researching operational and funding requirements for grant proposals
    • Preparing grant applications and follow up documentation
    • Participating in meetings and presenting data to assist managers in making operational and administrative decisions
    • Providing project updates to stakeholders, including public or agency presentations
    • Researching and reviewing applicable State/Federal regulations
    • Drafting, reviewing, and updating a variety of documents related to projects
    • Preparing and attending public outreach meetings
    • Engaging with key stakeholders both internally and externally to build relationships as a trusted and authentic source of information and support
    • Supporting the senior management team with strategic communication plans and content in connection with key initiatives and projects

    Currently, this position has a hybrid schedule opportunity. The selected individual can telework and work in the office one day per week, or more depending on the work requirements. Occasional nights and/or weekends may be required to attend community/interest group meetings and outreach.

    The individual selected for this position will have an interest in and ability to research information to write grant applications and secure grant funding. They will be passionate about Public Infrastructure projects and understand that all levels are important in the process from project initiation, project scope, obtaining project funding, and project delivery. In addition, they will be flexible, collaborative, patient and possess many of the following:

    • Strong analytical and problem-solving skills
    • Experience researching, tracking, analyzing, and interpreting data
    • The ability to present complex project concepts to a variety of audiences
    • Strong writing, editing, presenting, and community engagement skills
    • Excellent organizational skills, including the ability to follow complex policies and procedures while juggling multiple deadlines
    • High functioning customer service skills, in order to effectively handle inquiries, coordinate services for various internal and external stakeholders, and maintain collaborative working relationships
    • The ability to handle frequent interruptions and thrive in a fast-paced environment
    • Project management experience related to balancing multiple projects with competing deadlines
    • Experience researching information and drafting funding grants
    • The ability to present complex project concepts to a variety of audiences
    • Some previous public project and grant writing experience is desirable

    Sonoma Public Infrastructure (SPI) plans, builds, manages, and maintains the County of Sonoma's investment in critical services and quality infrastructure. SPI's multiple Divisions are dedicated to providing construction and maintenance services throughout the community, including:

    • Administration
    • Airport - operates and maintains airfield facilities for general and commercial services as well as corporate, recreational, law enforcement, emergency medical transport, and firefighting aircraft
    • Integrated Waste (Refuse) - provides ecologically sound solid waste disposal, natural gas recovery, recycling, community hazardous waste disposal, and composting programs to the County
    • Roads - performs design, construction, and maintenance of all roads, bridges, and minor drainage systems within the County road system, and keeps roads open and safely passable for the public
    • Transit - delivers cost effective public transportation services to meet the public's transit needs
    • Water Systems - operates, maintains, and improves the Fitch Mountain, Salmon Creek, Freestone, and Jenner water systems

    Sonoma Public Infrastructure is recruiting to fill a Public Infrastructure Grants Analyst - Time-Limited position. This employment list may also be used to fill future full-time, part-time, or extra-help (temporary) positions as they occur during the active status of the list.     Minimum Qualifications

    Experience: Work experience which would provide an opportunity to acquire the knowledge and abilities listed. Normally, one year of full-time professional level staff experience related to general administration, accounting, budgetary analysis, or human resources work including research, analysis, and preparation of written reports and recommendations would provide such an opportunity.

    Education: Any combination of course work and training which would provide an opportunity to acquire the knowledge and abilities listed. Normally, academic course work in public administration, business administration, management, accounting, political science, economics, statistics, English composition, psychology or closely related courses would provide such an opportunity.

    License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.

    Knowledge, Skills, and Abilities

    Working knowledge of: principles and practices of business and public administration as pertinent to area of assignment; principles, practices and political implications of decisions regarding budgeting, fiscal management, human resources and contract management; principles and methods of work planning, staffing analysis and project management; techniques and practices of research methodology, data collection, and analysis; report writing; application and use of basic statistics; the use of electronic information equipment and specific systems as used within the department.

    Knowledge of: operations and functions of county government and the structure and function of the assigned department; modern supervisory management and human resources practice; modern office methods and procedures.

    Ability to: plan, organize, and conduct research, analysis and statistical studies related to the various aspects of administration, budget and general management matters; collect, compile and analyze qualitative and quantitative data; review and implement changes in work methods, systems and procedures; understand, interpret and explain laws, regulations and policies governing program operations; prepare budgets, grant applications, service contracts and complex narrative and statistical reports; communicate effectively orally and in writing, and present conclusions and recommendations before advisory and policy bodies; establish and maintain effective working relationships with management, employees, clients, and the public in carrying out sound management policies; understand program objectives in relation to departmental goals and procedures; organize and prioritize work assignments; persuade, examine, and project consequences of decisions and/or recommendations; analyze administrative problems and budget requests; use of electronic information equipment and specific systems as used within the department; effectively supervise the work of technical and office support staff.
