    ABOUT THE POSITION

    The Clark County Department of Aviation is seeking accomplished candidates to apply for the Airport Senior Employee Services Analyst position. The Employee Services division is responsible, in part, for on-boarding, full cycle recruitment, employee/labor relations, payroll functions, worker’s compensation, Family Medical Leave Act (FMLA), and employee training and engagement for the Department of Aviation.

    This position will be assigned to Employee/Labor Relations and will:

    • Perform a variety of complex employee/labor relations functions including representing the Department of Aviation handling grievance and disciplinary hearings.
    • Conduct workplace investigations from beginning to end and provide a summary and recommendation to leadership.
    • Interpret collective bargaining agreements and other authority related to employment.
    • Provide advice and technical expertise regarding complex employee labor relations issues.
    • Assist the Clark County Office of Diversity and other County entities in facilitating employee/labor relations matters.
    • Provide clear explanations of sound decision making.
    • Perform other duties related to employee/labor relations.


    This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

    This position is confidential and excluded from membership in the union. This classification is designated exempt under the Fair Labor Standards Act (FLSA), and is therefore, not eligible for overtime.

    MINIMUM REQUIREMENTS

    Bachelor’s degree in Human Resources, Public Administration, Business Administration, or a related field; AND four (4) years of full-time professional experience in human resources with major emphasis on functional area related to specific job assignment Professional level experience and/or education that has provided the skills and knowledge necessary to perform all job functions at this level may be substituted on a year-for-year basis up to two (2) years. Experience in more than one functional area of human resources and/or experience in a public agency setting are desirable.

    Working Conditions: Works in a typical office setting and mayattend meetings outside of normal working hours.

    Licensing and Certification: Specified positions may require possession of a valid Nevada Class C Driver's License at time of hire.

    Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.

    Residency Requirement: Permanent employees must maintain a principal place of residency within the boundaries of Clark County and provide proof of compliance with Nevada motor vehicle registration and drivers' license laws within 90 days of employment.

    Citizenship: Candidates must be legally authorized to work in the United States. Please note, Clark County does not provide H1B visa sponsorships or transfers for any employment positions.

    Background Check: Employment with the Department of Aviation is contingent upon completion of an education/experience background investigation, a fingerprint-based criminal history record check processed by the FBI, and upon the ability to be granted a security badge as mandated by the Transportation Security Administration. Note: all prospective hires must present two original government issued ID's upon acceptance of job offer. Examples of acceptable ID's include a Passport, Driver's License or DMV issued ID, birth certificate, Social Security card, Voter Registration card, school issued ID with picture, etc.

    Customs and Border Protection Security Seal Program: Employment with the Department of Aviation in this job title is contingent upon a ten year employment and five year residency history record check and the ability to present original identity based documentation in order to meet the requirements for a Security Seal.

    PHYSICAL DEMANDS

    Mobility to work in a typical office setting, use standard office equipment, and be capable of driving a motor vehicle or arranging for transportation in order to attend off-site meetings and visit various work sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone.     EXAMPLES OF DUTIES

    • Performs a variety of senior-level professional level Employee Services duties related to one or more functional areas within the airport employee services system; serves as a technical specialist project leader or team leader in the functional area(s) to which assigned.
    • Conducts job analyses to support recruitment activities; designs and implements recruitment programs to obtain qualified candidates; prepares job announcements, advertisements, and other recruitment materials.
    • Coordinates, designs and administers job-related selection procedures, including, but not limited to, application reviews, written and performance tests, and interviews and assessment techniques; screens applications for qualifications; provides for the establishment of employment lists.
    • Conducts organizational and classification studies and audits and prepares reports, recommendations and class descriptions for the Department of Aviation; performs job evaluations as required.
    • Collects compensation and benefit data and prepares analyses and reports; provides classification, compensation, benefits and other information to other agencies for the Department of Aviation.
    • May develop employee engagement and recognition programs to support airport initiatives.
    • Provides training as a subject matter expert related to assigned area of expertise.
    • Provides expertise and advice to management regarding the handling of employee/labor relations issues; interprets collective bargaining agreements for the Department of Aviation.
    • Conducts research and collects various information in support of labor negotiations; may serve on the negotiating team with employee organizations and/or for grievance proceedings; conducts grievance and disciplinary investigations; makes recommendations and provides related professional support.
    • Confers with and interprets policies, procedures and regulations to airport staff and the public.
    • Assists in the development and implementation of computerized Human Resources systems (HRIS); provides information to information systems staff and may instruct others in system application.
    • Analyzes procedures and practices and recommends improvements through consolidation, teamwork or automation.
    • Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.
    • Prepares reports, correspondences and a variety of written materials; prepares and maintains accurate records and documentation of activities.
    • Uses standard office equipment, including a computer, in the course of the work.
    • May be required to drive a county vehicle or be able to arrange for appropriate transportation to and from other facilities in order to attend.
