THE OPPORTUNITY The Maintenance Operations Manager position is essential for overseeing and optimizing maintenance capacity contracts that support internal trade shops. This role is responsible for the administration of maintenance capacity contracts, ensuring that they align with organizational goals and compliance standards. Additionally, the Maintenance Operations Manager will oversee shop planning staff, coordinate their activities, and ensure that planning processes are streamlined and efficient. This position will also serve as the designated safety representative for the area, ensuring that all safety protocols are followed and that a culture of safety is maintained across all operations. Furthermore, the incumbent will oversee the administration of the Computerized Maintenance Management System (CMMS), ensuring that Preventive Maintenance (PM) standards are upheld, asset data is accurately collected, and capital replacement schedules are effectively managed.
The job duties include but are not limited to:
- Contract Management:
- Oversee the negotiation, implementation, and management of maintenance capacity contracts
- Ensure compliance with contractual obligations and performance metrics
- Evaluate vendor performance and manage relationships with third-party contractors
- Collaborate with Procurement and Administrative Services departments to complete Agenda Staff Reports (ASR) documents & requirements as needed
- Collaborate with Vendors and Procurement to review & resolve contract billing issues
CMMS Development and Upkeep:
- Lead the development, implementation, and ongoing management of the CMMS
- Ensure that the system accurately captures maintenance activities, work orders, and asset inventory management
- Analyze data from the CMMS to identify trends and areas for improvement in maintenance processes
Planning and Scheduling:
- Coordinate with shop planners to develop and optimize maintenance schedules
- Prioritize work orders based on urgency, resource availability, and operational impact
- Implement processes to ensure effective communication between maintenance teams and other departments
- Lead maintenance projects using internal and/or external resources
Compliance and Safety:
- Ensure that all maintenance activities comply with regulatory requirements and industry standards
- Promote safety best practices within the maintenance department
DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES The ideal candidate will possess one (1) or more years of experience in contracts administration and supervising a team of maintenance and/or administrative staff. Also, a background in safety and project management is highly desirable.
In addition, the ideal candidate will demonstrate extensive knowledge and experience in the following core competencies:
Technical Experience & Knowledge - Demonstrates a broad knowledge of the methods, materials, and equipment used in the maintenance and repair of County commercial facilities
- Ability to implement modern methods of public and business administration including organization, fiscal management, budgetary preparation and control along with personnel management
- Demonstrates a broad knowledge of the methods, processes, and systems used in the management of County contracts
- Ability to use County software platforms such as C ountywide A ccounting and P ersonnel S ystem (CAPS+) and Expediter
- Highly proficient in Microsoft Office applications such as Excel, Word, Outlook, and PowerPoint
- Principles and practices of coordinating operations and maintenance services such as maintenance shop management, facilities maintenance, parks maintenance, fleet and equipment maintenance & management; infrastructure maintenance; and parking operations
- Principles and practices of facility management and planning
- Principles and practices of safety and emergency planning
- Applicable federal, state, and local laws, codes, and regulations
- Modern office technology and operational specific business systems, equipment, and applications relevant to the area of assignment
Leadership- Ability to identify section needs, develop, and design objectives, align resources, and implement strategies to achieve measurable results
- Ability to develop effective teams that exercise collaboration and customer focus
- Ability to make decisions in a fair and consistent manner that fosters a supportive working environment that reflects the agency's values
- Demonstrates experience managing and/or supervising support functions in a public works organization, preferably in facilities operations which includes utility/energy plant maintenance, facilities maintenance and repair services, and capital and maintenance project management services.
Strategic Planning- Ability to set project goals and objectives aligned with departmental and/or County priorities
- Demonstrates cost consciousness and conserving of resources
- Ability to assign work to project team members, establish expectations, and monitor activities
Communication- Ability to communicate professionally with a wide range of stakeholders, including executive management, county employees, tradespeople, contractors, vendors and the public
- Communicate technical and complex information in a clear and concise manner to a wide variety of audiences
- Ability to facilitate inter-agency process improvement initiatives and development of work relationships across County agencies
