    Position Information

    This recruitment is to fill one future vacancy in the Community Development Department.

    ****************4.5% General Salary Increase Scheduled for January 2025************

    Under direction, designs, plans, and produces geographic information using automated Geographic Information System (GIS) mapping systems; organizes and administers the City's GIS projects and activities, including field data collection, web-based GIS applications, and database analysis in a manner consistent with City policy; provides training to other employees in GIS software use; collaborates with internal staff in the planning, development, testing, and implementation of GIS applications; provides GIS services to other City departments and outside agencies; performs complex analysis of GIS related computer applications; and performs related duties as assigned.

    Receives direction from assigned supervisory or management personnel. Exercises no direct supervision over staff.

    This journey level classification is responsible for independently performing professional duties relating to the development, implementation, and support of computer mapping, graphics, and relational database applications, and the information technology structure on which these applications run. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.

    Job Description

    Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations where appropriate so qualified employees can perform the essential functions of the job.
    • Designs, updates, implements, and maintains GIS software applications and databases; coordinates with other City departments to determine their mapping needs; defines and analyzes user systems requirements and outputs; analyzes problems and evaluates alternative solutions to meet user demands.
    • Queries data to provide answers to staff and the public; corrects inaccurate or missing information as it is discovered; analyzes, queries, and compiles information for decision making.
    • Creates geocoding services, monitors the processing steps, and performs quality control of those services; writes programs using development tools and programming languages; develops and implements queries, scripts, and instructions of moderate difficulty.
    • Inputs and manages City infrastructure and projects into GIS layers from engineering drawings, recorded maps, aerial imagery, and AutoCAD files; updates and performs quality control of GIS data; updates City information including recorded maps.
    • Serves as a technical resource for City staff in the set up and implementation of a wide-range of GIS-related projects; leads a team for training or mentorship in GIS functionality, as directed.
    • Prepares maps, spreadsheets, documents, and display images as required; creates highly customized maps and web-based applications to share spatial information; writes reports suitable for both technical and non-technical audiences.
    • Manages project timelines and reports status of tasks to supervisors to ensure task completion within established timeframes; attends meetings to discuss project goals, database design, and outcomes desired from creating a new GIS project or layer; attends follow up or project status meetings to show progress or problems.
    • Stays abreast of new trends and innovations in GIS; research emerging products and enhancements and their applicability to City needs.
    • Observes and complies with City and mandated safety rules, regulations, and protocols.
    • Performs other duties as assigned.


    Qualifications

    Knowledge of:
    • Geographic information standards and principles;
    • GIS databases, spreadsheets, and related software;
    • Data editing, analysis, and querying within GIS software;
    • Principles, practices, and techniques of geography, cartography, mapping, and map projections;
    • GIS applications, scripts, and utilities using applicable program knowledge, tools, and hardware;
    • Data editing, analysis, querying, and conversion within GIS software;
    • Technology, hardware, software, and platforms related to GIS systems;
    • Programming languages such as Python, Arcade, C++, and .NET;
    • Principles and practices of programming and software debugging;
    • Principles and practices of relational database design and administration;
    • Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility;
    • City and mandated safety rules, regulations, and protocols;
    • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff;
    • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed;
    • The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.

    Ability to:
    • Produce accurate maps, displays, spreadsheets, and reports;
    • Read and interpret engineering drawings;
    • View, interpret, and analyze spatial data such as assessor parcel records, addresses, land uses, sewer and storm drain infrastructure, and other City-maintained datasets;
    • Research and correct problems with geographic data using spatial and logical analysis;
    • Provide technical advice and consultation in the use of GIS software and solutions;
    • Promote a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff;
    • Develop and maintain departmental and City-wide geographic data;
    • Store, maintain, and retrieve geographic information in an enterprise setting;
    • Translate and convert mapping data from outside agencies or alternative platforms;
    • Prepare clear, accurate, and concise reports, records, and documentation;
    • Work collaboratively with City staff to identify and implement GIS technology solutions;
    • Use programming skills via ARC/GIS or equivalent software;
    • Use tact, initiative, prudence, and independent judgment within general policy and procedural guidelines;
    • Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments;
    • Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks;
    • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax;
    • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

    Education and Experience:

    Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

    Education :
    • Equivalent to a bachelor’s degree from an accredited college or university with major coursework in geographic information systems, computer science, civil engineering, or a related field.

    Experience:
    • Two (2) years of increasingly responsible experience working in the design, development, and implementation of geographic information systems or related experience.

    Licenses and Certifications:
    • Possession of a valid California Driver’s License, to be maintained throughout employment.


    Additional Information

    Physical Demands:

    Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various City sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.

    Environmental Conditions:

    Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
