    DESCRIPTION:

    The Office of Councilmember Kristina Duggan is seeking a proactive and community-oriented individual to join the team as a Field Deputy (Legislative Assistant). This position requires strong communication skills, a commitment to the residents of the 3rd District, and the ability to engage effectively with diverse community members, neighborhood associations, business owners, and local organizations.

    As a Field Deputy (Legislative Assistant), you will serve as the primary point of contact between the Councilmember’s office and the community. You will attend local meetings, work with residents on neighborhood concerns, assist with organizing and attending events, and ensure the 3rd District's priorities are communicated clearly and effectively in the field.

    Councilmember Kristina Duggan was elected to the Long Beach City Council in November 2022 as the 3rd District representative. A long-time business owner and community leader in the 3rd District, Councilmember Duggan is passionate about our neighborhoods, community service, educating youth, public safety, and maintaining the vibrancy of Long Beach’s business community. Her top priorities include improving public safety, addressing homelessness, and investing in the district’s infrastructure to ensure a stronger, more resilient future for all residents.

    EXAMPLES OF DUTIES

    • Community Engagement: Serve as the Councilmember's representative at community events, neighborhood meetings, and public forums. Engage with constituents to understand their needs and concerns.
    • Constituent Services: Address resident concerns and casework related to city services, public safety, and community improvement.
    • Event Coordination: Assist with planning, organizing, and executing district-wide events, town halls, and public safety meetings.
    • Fieldwork: Conduct field visits to assess community issues such as street repairs, public safety concerns, and local business needs. Report findings back to the Council Office.
    • Communication: Liaise between community members, local businesses, and city departments to ensure concerns are addressed. Maintain strong relationships with key stakeholders.
    • Newsletter Management: Responsible for creating and distributing the weekly 3rd District newsletter, ensuring it is sent out every Saturday morning.
    • Administrative Support: Provide support for office operations when needed, such as preparing reports, managing constituent databases, and answering phone calls.
    • Oversee Interns and Volunteers: Coordinate interns and volunteers to assist with casework, office tasks, and support community initiatives.
    • Social Media Support: Capture photos and create content for the Councilmember’s social media platforms to engage with the community.
    • Attend Briefings and Take Notes: Attend briefings and meetings on behalf of the Councilmember and provide updates and summaries to the team.
    • Other Duties: Attend evening and weekend events as necessary and take on additional responsibilities as assigned by the Councilmember or Chief of Staff.

    • High school diploma or equivalency is required
    • Excellent communication and interpersonal skills to interact effectively with diverse groups.
    • Strong organizational skills and attention to detail.
    • Strong writing and editorial skills, particularly for managing the weekly newsletter.
    • Must have flexibility to work weekends and evenings as required by community events or office needs.
    • A valid driver's license and the ability to travel within the district.

    • Excellent Communication Skills: Strong verbal and written communication for engaging with community members, stakeholders, and producing clear, concise reports and newsletters.
    • Problem-Solving Ability: Quick, thoughtful responses to community concerns and effective coordination with city departments to resolve issues.
    • Commitment to Public Service: Passion for improving the quality of life in the 3rd District and addressing resident and business concerns.
    • Experience in Fieldwork and Events: Ability to represent the Councilmember at events, conduct field assessments, and assist in organizing district-wide meetings.
    • Strong Organizational Skills: Able to manage multiple tasks, prioritize competing demands, and meet deadlines with attention to detail.
    • Teamwork and Independence: Collaborative mindset with the ability to work autonomously in the field while maintaining communication with the office.

    Employee Benefits

    The City of Long Beach offers its employees opportunities to grow personally and professionally.As a permanent employee, you are eligible to receive fringe benefits that include:

    • Retirement: California Public Employees' Retirement System (PERS) defined benefit retirement plan, which is coordinated with Social Security. The benefit is 2.5% @55 for "Classic" members and 2%@62 for new members as defined by PEPRA. Subject to employee contribution. Both the City and the employee contributes toward CalPERS retirement contributions. The city also participates in Social Security.
    • Health and Dental Insurance: The City offers the choice of HMO and PPO plans. The city pays major portion of the premium for employee and dependents depending on the health/ dental plan selected.
    • Life Insurance: City-paid term life insurance policy equal to three (3) times annual salary to a maximum of $500,000.
    • Disability Insurance: City-paid short-term and long-term disability insurance.
    • Management Physical: Annual City-paid physical examination.
    • Vacation: Twelve (12) vacation days after the first year of service; 15 days after four years, six months of service; 20 days after 19 years, six months of service.
    • Executive Leave: Forty (40) hours Executive Leave per year. The City Manager has discretion to grant an additional 40 hours each year.
    • Sick Leave: One day earned per month; unlimited accumulation; conversion upon retirement to cash credit toward health and/or dental insurance premiums, or to pension credits.
    • Holidays: Eleven (11) designated holidays per year, plus four personal holidays to be used at the employee's discretion.
    • Transportation Allowance: $450 per month.
    • Deferred Compensation Plan: Optional for employee contribution to a supplementary retirement savings program available through Mission Square Retirement formerly ICMA-RC Retirement Corporation). City contributes 1% of employee's base pay to the employee's 401(a) plan; effective September 30, 2022, the City will contribute 2% of employee's base pay to the employee's 401(a) account. Employees may opt to contribute up to the IRS annual limits as well.
    • Flexible Spending Account (FSA): Optional election for employees to reduce taxable income for payment of allowable childcare or medical expenses.
    • Flexible/Hybrid Work Schedule: Available (subject to City Manager approval).
    • Paid Parental Leave: After six (6) months of City employment; up to 30 calendar days (160 hours) of PPL, taken in full-day increments, in connection with the birth, adoption, or foster placement of a child, up to the age of seventeen (17).
