    The Position

    Bargaining Unit: Local 21 - Supervisory Management

    The Contra Costa County Public Works Department (CCCPWD) is responsible for the maintenance and operation of over 650 miles of roads, 79 miles of streams and channels, and over 150 County buildings. CCCPWD services include parks and recreation, sandbag distribution, flood control, road and facilities maintenance, and storm water management.

    CCCPWD operates two airports; Buchanan Field Airport in Concord, and Byron Airport in Byron. CCCPWD strives for continuous improvement to deliver cost effective, safe, reliable and sustainable projects, programs, and quality services.

    The Contra Costa County Public Works Department (CCCPWD) is seeking to hire one (1) Senior Watershed Management Planning Specialist (WMPS).

    The Clean Water Program works with the County’s 19 incorporated cities and towns, unincorporated Contra Costa County, and the Contra Costa County Flood Control and Water Conservation District to reduce or eliminate pollutants from entering the municipal storm drain systems in compliance with our NPDES (National Pollutant Discharge Elimination System) Permits.

    We are looking for someone who:
    • Can synthesize their understanding of stormwater and environmental policy, principles, and objectives with the overall goal of the Municipal Regional Stormwater permit and the Clean Water Program
    • Communicates openly and clearly using both written and verbal modalities, actively listens, and can negotiate conflicting and/or competing interests
    • Is skillful in budget development and management, as well as contract negotiation and administration
    • Supports the work environment and customer service goals of the Public Works Department
    • Leads by example, develops and coaches subordinate staff, and builds effective, working relationships
    • Is politically savvy and knowledgeable of local, state, and federal stormwater and environmental laws and regulations
    What you will typically be responsible for:
    • Managing various types of projects and supervising a diverse workgroup
    • Researching and analyzing urban stormwater pollution, identifying sources and possible mitigation strategies
    • Preparing and producing clear, concise written reports and presentations
    • Planning and coordinating the work of staff, delegating duties and responsibilities
    • Collaborating with different agencies and stakeholders, and understanding the ramifications of certain actions or inaction
    • Interpreting complex federal, state, and local regulatory rules and regulations necessary to identify conditions related to urban runoff pollution
    • Advising the Division Manager of stormwater pollution reduction events, trends, and technological developments
    • Acting for the Division Manager in their absence

    The eligible list established from this recruitment may remain in effect for six (6) months.

    The employment list established as a result of this examination may be used to fill vacancies for the Watershed Management Planning Specialist classification ( $90,328.44 - $109,794.84 Annually) .     Typical Tasks

    • Researches and analyzes work related to urban storm water pollution, including the identification of sources and possible mitigation strategies
    • Assists Division Manager in the development of goals, objectives, and timelines for activities related to the countywide (CCCWP) activities or Flood Control Division
    • Plans, assigns and coordinates the work of staff, and consultants within the (CCCWP) or (FCD); delegates duties and responsibilities; monitors project progress, and ensures adherence to timeline and objectives
    • Reviews and monitors staff performance for quality and compliance with regulatory standards within the CCCWP or FCD; provides constructive feedback, identifies areas of professional development, and arranges training opportunities
    • Prepares and ensures that staff produces clear, concise and complete written reports and communications that meet regulatory and organizational standards
    • Makes informed decisions and anticipates the consequences of recommendations or actions
    • Keeps senior staff and/or interested stakeholders and groups informed of events, trends and technological developments in the fields of stormwater water management or flood control reductions
    • May act as the Division Manager’s representative, conferring with representatives of federal, state, and local regulatory agencies to ensure compliance with regulations and advance the goals of the Division
    • Interprets complex federal, state and local regulations relevant to the (CCCWP) or the (FCD) and informs senior staff of any regulatory impacts and necessary adjustments.
    • Serves as an advisor to County Departments and municipalities in the design of projects to reduce adverse impacts from urban runoff pollution; may act on behalf of the (CCCWP) or the (FCD) Division Manager as necessary
    • Disseminates relevant Division information to appropriate departments, agencies, individuals and/or special interest groups
    • Facilitates public meetings and delivers oral presentations to stakeholders as necessary


    Minimum Qualifications

    License Required: Possession of a Valid California Motor Vehicle Operator’s License. Out of State valid motor vehicle operator’s license will be accepted during the application process.

    Education: Possession of a Bachelor degree from an accredited college or university with a major in urban or regional planning, environmental studies/science, business, geography, engineering or a closely related field.

    Experience: Four (4) years of full-time or its equivalent professional experience in land use planning, environmental compliance or other closely related activity.

    Substitution: A master’s degree from an accredited college or university in urban or regional planning, environmental studies/science or a closely related field may be substituted for one (1) year of the required experienced.

    Desirable Qualifications:
    • Project management and supervisory experience
    • Familiarization with Bay Area stormwater pollution permits, regulations, and compliance
    • Experience managing grants and securing funding
    • Experience working with database and/or GIS system
    Applicants who have attended a foreign or non-U.S. accredited university, or college may be required to provide proof of education evaluation completed by an educational evaluation service affiliated with the National Association of Credentials Evaluation Services (NACES) or Association of International Credentials Evaluators (AICE) or American Association of College Registrars and Admission Officers (AACRAO), upon request by the hiring department.

    Selection Process

    1. Application Filing and Evaluation: Applicants will be required to complete a supplemental questionnaire at the time of application, applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.

    2. Virtual Oral Interview: Candidates who possess the minimum qualifications will be invited via email to complete a HireVue On Demand video interview. The assessment will measure candidates' competencies as they relate to the Senior Watershed Management Planning Specialist classification. These may include, but are not limited to: Leadership, Project Management, Decision Making, and Critical Thinking. (Weighted 100%)
    • The Senior Watershed Management Planning Specialist interview is tentatively scheduled to take place via computer (remotely): TBD
    • The virtual oral interview will be administered remotely using a computer or mobile device such as a tablet. You will need access to a reliable internet connection to take the assessment, as well as computer or mobile device with a camera.
    3. Departmental Interviews: TBD
