    TPWD MISSION

    To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

    GENERAL DESCRIPTION:

    This position operates within the Minor Repair Program and is responsible for providing guidance on improvements to accessibility, gathering data on completed repairs, and tracking all accessibility initiatives in State Parks. This role involves researching new outdoor activities and equipment to enhance accessibility, ensuring that State Parks are inclusive and accessible to all visitors.

    Under the Minor Repair Program Manager within the Facilities Management Program in the State Parks Division, this position performs moderately complex (journey-level) consultative services and accessibility work. Work involves planning, scheduling, and overseeing activities that contribute to TPWD's compliance with the Americans with Disabilities Act (ADA), Sections 503 and 504 of the Rehabilitation Act of 1973, and all other federal, state, and local laws and regulations pertaining to persons with disabilities. Activities may include assessing the needs of persons with a disability, creating an accommodation plan, implementing the plan, and documenting the effectiveness of the plan. Conducts and collects self-evaluation data as defined under the ADA Title II through staff and through hired consultants, and aids in the development and monitoring of the agency transition plan. Maintains the assessment information for each TPWD site in a software database system. Tracks and coordinates accessibility assessments at all 89 park sites. Works directly with agency ADA coordinator to ensure that compliance in State Parks. Point of contact for tracking US Fish and Wildlife Service, ADA tracking reports, assessments, and repairs. May provide guidance to others. May provide consultative services and technical assistance to program staff, governmental agencies, community organizations, and/or the general public. Performs additional duties as assigned. Works under general supervision, with limited latitude for the use of initiative and independent judgment. Complies with all Agency, Division and Branch rules, regulations, and procedures.


    Qualifications:

    MINIMUM QUALIFICATIONS:

    Education:

    Graduation from an accredited college or university bachelor's degree or higher with major coursework in disability studies (ADA), recreational therapy, recreation administration, kinesiology, special education,

    or a related field.

    Experience:

    One year experience in rehabilitation therapy or recreational activities;

    One year experience in performing duties related to the Americans with Disability Act (ADA);

    One year experience working with people with qualifying disabilities.

    Experience in adaptive recreation/ sports, community inclusion, geriatrics, pediatrics, or physical rehabilitation.

    NOTE: Experience may have occurred concurrently.

    Licensure:

    Applicant must possess or be able to obtain, within 30 days of employment, a valid class "C" Texas driver's license.

    NOTE: Retention of position contingent upon obtaining and maintaining required license.

    KNOWLEDGE, SKILLS, AND ABILITIES

    Knowledge of the American's with Disabilities Act (ADA) in the realm of state and federal government application;

    Knowledge of the rules, regulations, and methods related to a wide variety of recreational programs;

    Knowledge of teaching and instruction methods for individuals and groups;

    Knowledge of local, state, and federal laws related to accessibility and public accommodation;

    Knowledge of budget process;

    Knowledge of public administration and management techniques;

    Skill in using MS Word, Excel and Outlook;

    Skill in effective verbal and written communication;

    Skill in conducting accessibility site-evaluations;

    Skill in assessing, planning, implementing, evaluating, and documenting accommodations for people with a disability;

    Skill in evidence-based practice;

    Skill in identifying measures or indicators of program performance;

    Skill in the use of a computer and applicable software;

    Skill in problem solving, identifying, researching, locating, assembling, and disseminating information to accomplish tasks;

    Skill in organizing large amounts of information and multiple tasks;

    Skill in working with personnel at all levels of the organization and building effective working relationships;

    Skill in planning, assigning and/or supervising the work of others;

    Skill in training others;

    Ability to advise and consult on the implementation of accessible recreation programs;

    Ability to oversee the maintenance of adaptive recreational and athletic equipment;

    Ability to prepare reports;

    Ability to work independently with little or no supervision;

    Ability to work as a member of a team;

    Ability to conduct work activities in accordance with TPWD safety program.

    WORKING CONDITIONS:

    Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;

    Required to work on holidays, weekends and hours other than 8:00 a.m. to 5:00 p.m. as necessary;

    Required to work overtime as necessary;

    Required to travel 25% with possible overnight stays;

    Required to operate a State vehicle;

    Must conform to TPWD dress and grooming standards, work rules and safety standards;

    Non-smoking environment in State buildings and vehicles.
