The Strategy & Innovation Department of the City of Temple is organized into three specialized divisions: Performance & Analytics, Process Improvement & Innovation, and Legislative Engagement. The department operates with five budgeted employees and an annual budget of approximately $652,200.
Under the guidance of the Director of Strategy & Innovation, the Data Performance and Analytics Division Director manages all aspects of the City’s strategic planning cycle, including development, implementation, and progress monitoring and reporting. Responsible for overseeing and coordinating the City’s performance management initiatives and analytics programs, this position will support departments through consulting, measurement selection, data analysis, performance reporting, training, and coaching. It will also direct and manage the implementation of a performance measurement and dashboarding system that allows the City to benchmark organizational performance and provide transparent performance reporting to the public. While this is a division of two for now, the City plans to grow it to five employees.
The City of Temple is seeking a forward-thinking, data-driven leader passionate about using analytics to drive organizational success and enhance city services to serve as its new Data Performance and Analytics Division Director. The successful candidate will play a leading role in developing, coordinating, and executing innovative strategies that enhance organizational effectiveness and sustainability. Those applying should have a deep knowledge of performance management systems and advanced business analytics, with the ability to apply both quantitative and qualitative research methods. Expertise in study and survey design, coupled with the ability to use data analysis platforms and data visualization software effectively, will also be critical to success in this role.
This position requires a bachelor’s degree from an accredited four-year college or university with a degree in accounting, finance, business, public administration or a related field, with a master’s degree preferred. Candidates should also have at least three (3) years of experience in a leadership role, including one (1) year of supervisory responsibility.
