    ABOUT THE POSITION

    Clark County is seeking qualified candidates to apply for the Family Services Assistant position.

    The Department of Family Services offers various programs to ensure safety, coordination of care, permanency and sustainability for youth, families, adults and seniors. T his position performs a variety of duties for clients currently receiving services such as transportation to appointments, intervention, and rehabilitation services.

    In the Department of Juvenile Justice Services, Truancy Intervention and Prevention Services (Truancy Prevention Outreach Program), works with children, youth, and families to promote healthy and productive outcomes related to their emotional, behavioral well-being, social and educational progress. The program assists in overcoming barriers to consistent school attendance and academic achievement through intensive comprehensive strengths-based programming, which will help prevent entry into the Child Welfare and Juvenile Justice systems. The candidate will complete assessments and develop case plans that provide comprehensive, intensive, early intervention services for children and youth exhibiting chronic absenteeism and truancy behaviors. This includes completing referrals for various community-based services to bridge the gap between home, school, and the community.

    This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

    In order to work at the Department of Family Services, employees must not have any qualifying offense that violates the standards required by NRS 432B.198 and/or NRS 432B.199.

    MINIMUM REQUIREMENTS

    Education and Experience: Equivalent to graduation from high school and one year full-time experience working with and caring for youth, families, adults and/or seniors in a human service program setting. Thirty (30) semester units of college level course work in child development, nursing or behavioral science may be substituted for 6 months of the required experience.

    Qualifying education and experience must be clearly documented in the “Education” and “Work Experience” sections of the application. Do not substitute a resume for your application or write "see attached resume" on your application.

    Working Conditions: Work in a variety of homes and living situations. Some positions may require possession of a personal vehicle, which may be used for work purposes.

    Licensing and Certification: Must possess a valid Nevada Class C Driver's License at time of appointment.

    Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

    Citizenship: Candidates must be legally authorized to work in the United States. Please note, Clark County does not provide H1B visa sponsorships or transfers for any employment positions.

    Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug test.

    EXAMPLES OF DUTIES

    General Family Services Tasks Performed in All Positions
    Drives a County or personal motor vehicle to transport children and/or family members, make home visits and other in-person contacts and to attend meetings; Participates on various multi-disciplinary teams regarding clients; Contributes to the efficiency and effectiveness of the department's service to its clients by offering suggestions and directing or participating as an active member of a work team. Works in a typical human services, detention, or public safety setting. Uses standard office equipment, reads printed materials and a computer screen, completes case notes, court reports and other written materials documenting the safety, permanency and wellbeing of youth, families, adults and/or seniors. Communicates in person or over the telephone; Understands techniques for dealing with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, often where relations may be confrontational or strained; Interprets, applies, and explains applicable laws, codes, regulations to both clients and the general public; Uses critical thinking skills to evaluate complex problems and alternatives; Employs sound judgment consistent with various social work principles and practices when appropriate; Works with the justice system and testifies in court.

    In the Department of Family Services (DFS) , the Family Services Assistant functions as a support position to each unit in which it is assigned. Due to the diverse utilization of the position, incumbents in this classification may be assigned to any of the following units.

    Permanency Case Management (Out of Home, In-Home and Adoptions)
    Observes client behavior and environment and identifies deterioration or improvement in the client's lifestyle as well as evidence of abuse, neglect, exploitation, or isolation; reports observations to the supervisor; Transports clients to and from a appointments related to their case plan; Processes referrals for clients to community agencies for services; Assists clients in completing applications for various community-based services; Works with Social Service and Family Services personnel to assist families in which children have been neglected, abused, or disabled; Assists in reunification cases by providing various in-home services.

    Resource Development and Support
    Provides on-going physical care, emotional nurturing and daily supervision of abused, neglected, abandoned and medically fragile children, ages three days to eighteen years, in a treatment shelter home; Receives incoming children and inventory and inspects personal belongings; Performs initial assessment when admitting you to Child Haven in order to determine any risk to themselves or others; Prepares children for release from Child Haven; Conducts and records bed checks; Responds to emergency calls from other cottages on Child Haven; Intervenes when children are out of control, using authorized strategies and restraint techniques.

    Child Receiving/Placement and Medical Case Management
    Maintains a caseload specific to children in need of respite placement; Calls foster parents to secure respite placements for foster children; Completes various case management documentation regarding child placements; Maintains tracking logs and databases to document placement attempts; Completes foster parent questionnaires regarding placement availability and needs; Transports children for routine pediatric medical services; May facilitate the process of obtaining medical Passport information for children ages infancy to 18 years of age; Obtain medical records and birth certificate information for clients.

    Independent Living
    Interacts with youth, ages 14-20, who are in foster care, in order to guide them to independence; Maintain a caseload of assigned youth, keeping track of appointments and deadlines, meeting all required deadlines; Seek community resources for youth in foster care and who are aging out of foster care; Works with the youth to complete the Youth Plan for Independent Living and update the plan every six months; Work with the youth and professionals to assist youth in creating the 90 day transitional living plan prior to aging out of foster care; Assist with the development and implementation of events in the community that support youth as they age out of foster care or to gain independent living skills.

    In the Social Service Department the Family Services Assistant conducts casework interviews with clients, family members, service providers, employers and others to obtain information for formulating program/service eligibility and case status. Identifies available community resources. Provides basic life skills education to clients. Supports the Intensive Case Manager's rehabilitative interventions reducing cognitive and behavioral impairments. Prepares complete and accurate case notes; writes correspondence and other written materials. Explains agency and program rules, regulations and procedures; assists clients in completing required forms and in gathering necessary documentation. Maintains a caseload of assigned clients, keeping track of appointments, meetings, and all required deadlines; seeks community resources for clients. Confers with supervisors and other departmental professionals regarding cases and scheduling to coordinate activities; attends and participates in in-service training. Continues working with clients to help them maintain stable housing and self-sufficiency.

    PHYSICAL DEMANDS

    Strength and mobility to work in a typical home or office setting to include standing and/or walking for an extended period of time, and strength to restrain and/or eject individuals; drives a motor vehicle for travel to client residences, appointments, and to run errands; vision to read printed materials; and hearing and speech to communicate in person or over the telephone.
