    Job Location:

    The Missouri Division of Behavioral Health - East Region seeks a Human Resources Director to oversee internal HR operations for St. Louis Forensic Treatment Center in St. Louis City, and Hawthorn Children’s Psychiatric Hospital in St. Louis County. This position will provide regional management and oversight for both facility HR departments. Both facilities employ approximately 1000 employees at 3 sites.

    • Lead and supervise a team of 10 HR professionals while collaborating with HR teams across the Department of Mental Health.
    • Ensure discipline best practices are followed through review of proposed recommendations and accompanying supporting documentation.
    • Participates in committees and meetings, including leadership, management, staff utilization, and shared leave.
    • Oversees all aspects of three HR offices, including maintenance of employee files, processing and tracking of employee actions, FMLA, workers compensation, Temporary Modified Duty, ADA, recruitment, monthly performance measures, monthly vacancy reporting, hiring and terminations.
    • Facilitates coordination of employee misconduct reviews and workplace harassment inquiries in conjunction with the regional investigator.
    • Reviews current regional policies on a triannual basis pertaining to employee expectations; drafts proposed revisions and new regional policies; assists in policy review for other departments.
    • Advise and counsel management regarding disciplinary measures, policy, employee relation matters, compensation, organizational structure and other complex human resources issues.
    • Assure department compliance with federal and state laws.
    • Conduct salary reviews and provide direction related to compensatory practices across the department.


    Minimum Qualifications:

    • Ability to provide excellent customer service to both internal and external stakeholders.
    • Ability to maintain discretion and the highest ethical and professional standards while managing confidential information.
    • Excellent people management skills, with the ability to motivate and develop a team.
    • Knowledge of the principles and practices of personnel administration, specifically with regard to classification and pay, employee evaluation, recruitment, selection, training, and labor relations.
    • Working knowledge of office equipment and procedures.
    • Knowledge of applicable employment laws and best practices.
    • Knowledge of the basic principles and techniques of supervision.
    • Ability to investigate and resolve complex problems in the areas of employee relations, disciplinary procedures, salary administration, employee evaluation, etc.
    • Ability to communicate and articulate information thoroughly with a wide audience, both orally and in writing.


    Required Qualifications:

    • Minimum five (5) years of professional experience in Human Resources, Business or Public Administration, Management or closely related area.
    • Bachelor's or advanced degree in Behavioral Health, Healthcare, Human Resources, Public Administration, Hospital Administration or related field is preferred
    • Expertise in Microsoft Office Suite is required.
