    The MO HealthNet Division has an opening for a Senior Program Specialist serving as Senior System Modifications Analyst within the Information Services Unit - Business Systems Section located in Cole County.

    Semi-monthly salary: $2,580.83

    Job Location: This position is located at the Howerton State Office Building; 615 Howerton Court, Jefferson City, MO.

This is a responsible and independent position that will be responsible for coordinating system changes needed for ongoing maintenance and operations of the Medicaid Management Information Services (MMIS) and other Medicaid Enterprise modules system related functions between vendor and policy staff.

    • Serve as a Senior System Modifications Analyst:
      • Facilitate change requests through the Requirement, Design, Testing and Implementation Phases of the System Development Lifecycle (SDLC).
      • Facilitate change request related meetings, record meeting minutes, manage action items through completion, report statuses, key risks and issues to leadership, and facilitate decision making and resolution of issues.
      • Create change request deliverables for review and approval.
      • Review and comment on vendor created deliverables.
      • Coordinate stakeholder review of vendor created deliverables through approval.
      • As a senior analyst, serve as mentor for unit staff and assist with the more complex system change requests.
    • Serve on the Vendor Management Team:
      • Assist with vendor management and contract requirement adherence.
      • Help identify and track system change request impact across MMIS and Medicaid Enterprise module vendors.
    • Maintain a thorough knowledge of all contracts managed by the Information Services Business Systems Unit and ensure vendors are adhering to contractual requirements.
    • Work independently meeting with management to discuss direction of change requests and/or receive general administrative direction.
    • Learn and adhere to agency administrative policies and procedures.
    • Acquire and maintain a thorough knowledge of available resources for research.
    • Effectively communicate system related issues and resolution with division and vendor staff.
    • Attend and actively participate in required meetings.
    • Develop and maintain unit process manuals.
    • Assist supervisor and with special projects as assigned.


    Minimum Qualifications:

    Bachelor’s degree and 3-5 years of relevant experience. (Substitutions may be allowed.)

    Preferred Qualifications:

    • Working knowledge of principles and approaches to managing system changes.
    • Working knowledge of the agency’s functions and their interrelationships.
    • Expert ability to coordinate projects involving multiple organizations and/or groups.
    • Expert written and oral communication skills.
    • Expert ability to establish and maintain effective working relationships with stakeholders from all levels within multiple public and private organizations.
