The Missouri Department of Mental Health (DMH), Division of Developmental Disabilities (DD) seeks a Director of Federal Programs Unit (FPU) to be located in Jefferson City, Missouri. This position is within the Division of DD.

Job duties: FPU operates applicable federal programs to ensure all federal regulations and requirements are met. The FPU works closely with the state Medicaid authority, MO HealthNet, regarding implementation of Division of DD Targeted Case Management (TCM) and Home and Community Based Waiver Services (HCBS) and the DD Health Home Program. Responsibilities of this position includes:
- Supervise the Federal Programs Unit. Ensure efficient workflows, provide for staff development and effective team building.
- Direct all tasks related to Medicaid Waiver renewals and amendments and inform policy discussion in the Division of DD related to Medicaid programs.
- Work with Division of DD program leads to align program policies with Medicaid Waiver application.
- Ensure that the state has properly filed all of the requisite application forms with the federal government and has made the assurances that are required by federal law in relation to operation of the Waivers.
- Direct all tasks related to State Plan Medicaid applications and amendments.
- Serve as Division lead on new Federal initiatives where appropriate. Provide technical expertise, conduct research, and collaborate with stakeholders as needed for a variety of purposes, including but not limited to grant initiatives, special projects, and department/divisional assignments.
- Assist with statewide trainings and special assignments as requested.
Knowledge, Skills & Abilities: The position requires excellent verbal and written communication skills, the ability to organize and schedule multiple tasks and projects, to work closely with peers, providers, and other stakeholders, and well-developed analytical, time management and observation skills.
Qualifications: Bachelor’s Degree and five or more years of professional experience in a program providing mental health, social, substance use, educational, intellectual disability/developmental disability, Medicaid, or public health services, and/or abuse/neglect investigations with responsibility for statewide, regional, and/or large-scale program planning, development, coordination or implementation. A combination of education and experience may substitute for the stated qualifications.
