OverviewLarimer County Economic and Workforce Development (LCEWD) is hiring an Associate Director of Economic Development!
The Associate Director offers leadership and strategic oversight for economic development and business programs and services with a focus on supporting the local and regional business ecosystem. Key responsibilities include driving efforts to attract, retain, and expand new and existing businesses at all stages, while acting as a regional partner across a network of economic development entities and contributors. Additionally, the position will collaborate with industry leaders to aid in their pursuit of securing a skilled and diverse workforce, effectively communicating these needs to various parties responsible for the development of our immediate and future workforce.
The Associate Director also leads a high-performing team, ensuring their work integrates seamlessly with LCEWD's broader menu of services, and aligns with a wide and diverse set of partnerships throughout the region. The typical schedule for this position is Monday through Friday, from 8 AM to 4:30 PM. Please note that it will be office-based, with expectations for local and regional travel.

ResponsibilitiesSpecifically this position:
- Provides direct and indirect supervision through subordinate managers/supervisors for all economic development-related positions, employees, and functions/services within the department.
- Guides a team with the goal of integrating their work into the LCEWD internal network that includes the Public Workforce System, Veteran’s Service Office, etc.
- Builds strong and collaborative partnerships both internal to Larimer County and across a variety of external partners to achieve short-term and long-term goals and objectives; identifies opportunities to advance upward mobility, wealth generation, and economic inclusion for all members of our community.
- Leads the development and implementation of the collection, analysis, and reporting of key performance data; transforms metrics into actionable insights and success stories that highlight the impact of economic development and business services initiatives on business growth and community development.
- Directs the Larimer County Enterprise Zone Program and provides leadership and direction for business incentive opportunities to promote economic health.
- Provides information and makes presentations to supervisors, boards, commissions, civic groups, businesses, individuals, and the public on economic development and issues pertaining to business programs, plans, and services.
- Oversees the negotiation and management of business incentive contracts and other economic development agreements from inception to completion.
- Serves as the primary contact for Larimer County; collaborates closely with regional and statewide economic development partners on business attraction, expansion and retention initiatives.

- Understand the scope and application of laws and regulations pertaining to State and Federal employment programs.
- Possess strong leadership, strategic development, and management skills.
- Be familiar with State and Federal government and private grant funding resources and programs.
- Provide professional customer service to clients and the public.
- Identify potential funding opportunities; may write, review and/or implement and monitor grants; assists staff with grant writing and administration.
- Supervise and mentor professionals and support staff in a productive and positive manner.
- Leverage business acumen while effectively balancing government compliance mandates.
- Oversee all aspects of economic development and business programs, including talent development and workforce initiatives, while mediating and facilitating connections between businesses and partners who offer solutions.
- Act as representative of economic and business services for Larimer County, serving as a key liaison and building relationships with employers of all sizes, from large corporations to small businesses and solopreneurs.
- Possess experience and knowledge working with diverse municipalities and can effectively apply these skills across Larimer County.
QualificationsAll candidates will be screened for the following required minimum qualifications. Any candidate who does not meet all of the qualifications listed as required will be eliminated from the process.
- Bachelor's Degree in economic development, business, economics, marketing, urban planning, public policy or an equivalent combination of education, training, and expertise required.
- Five (5) years of experience in economic, business or community development, business support or consulting in a related field required.
- Three (3) years of management and leadership experience with primary responsibility over strategy, programs, budgets and personnel required.
