THE POSITION:
This recruitment is being conducted to fill a new position in the Economic Development Division. Reporting to the Deputy Director – Economic Development, the Administrative Analyst will provide professional and analytical support to the Economic Development program and the implementation of its approved 5-year Strategic Plan. This is a great opportunity to help implement, analyze and evaluate the success of programs that aim to enhance and sustain the economic vibrancy of the Santa Rosa community. The Economic Development Division focuses on three key pillars: Business Growth, Economic Vibrancy and Resiliency, and Community Investment. With the recent adoption of a five-year strategic plan, the Division is charged with implementing strategies in support of City Council’s economic and community vibrancy goal of creating a diverse and thriving economy that benefits Santa Rosa residents and businesses. While the main focus revolves around welcoming new and innovative businesses, workforce retention, and expansion; its objectives include community investment, infrastructure, and opportunity access. The strategic plan is rooted in sustainable, economic resiliency and encompasses a community engagement perspective and local and regional economic development alignment. The Division supports and assists local businesses through a variety of programs and activities which aim to enhance and sustain economic vibrancy for the Santa Rosa community. In addition, the Division is the primary liaison with local and regional Chambers of Commerce and other regional business groups and manages the Santa Rosa Tourism Business Improvement Area assessment ordinance and Special Event and Public Art programs, which celebrate the unique and vibrant culture Santa Rosa has to offer.

THE SELECTION PROCESS:
The first step in the selection process will consist of a review of each applicant's employment application and supplemental questionnaire for minimum qualifications. The next step is anticipated to include a thorough evaluation of training and experience as presented on the applications and responses to supplemental questions. Applicants scoring highest in this process will be placed on an eligible list and invited to interviews.

Administrative Analysts duties vary depending on assignment. Typical duties of the classification include:
Knowledge of: Principles and practices of public administration; principles, methods, and practices of municipal finance, budgeting and accounting, grants and/or contract administration, personnel administration, state and federal funding sources, programs, and procedures; management and research techniques, and procedures and methods of report presentation; modern principles of supervision and employee engagement; and computer software applications related to the work.
Ability to: Communicate clearly and concisely, orally, and in writing; build and maintain positive, productive, working relationships with co-workers and others contacted in the course of performing the work; review and analyze organizational, administrative, and fiscal issues, and recommend and implement effective courses of action; properly interpret and make decisions in accordance with laws, regulations and policies; work effectively with community groups and organizations, members of governing bodies and committees, regulatory agencies, City staff, and the general public; coordinate complex projects and meet established deadlines; effectively manage conflicting priorities. Experience and Education: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience – Sufficient years of progressively responsible technical, analytical, or administrative level experience, preferably in a local government or similar setting; Education - Equivalent to a Bachelor's degree from an accredited college or university with major work in public or business administration or a closely related field.
