    Position Description

    This position will support the City’s efforts to prevent, prepare for, and respond to persons who are experiencing unsheltered homelessness through the planning, coordination, and execution of various strategies.

    Job Duties and Responsibilities

    Prepare communications related to the City’s homeless response activities, prepare, and maintain reports. Perform street outreach work, including interacting with persons experiencing unsheltered homelessness, making referrals to housing and shelter. Assist in the management of contracts related to homelessness response strategies including sanitation services, security services and others. Provide logistical and financial support for delivery of street outreach services (water and sanitation services) and prepare reimbursement forms.Represent the City in meetings about unsheltered homelessness with key stakeholders, including elected officials, staff from partner organizations, community members, and people with lived experience of homelessness.Coordinate the response to unsheltered homelessness among city departments, including Health, CPED, MPD, Public Works and others that have a role in the City’s homeless response system to identify and coordinate services that the City can directly provide to persons experiencing unsheltered homelessness, including outreach, health services and sanitation services.Coordinate work of all street outreach teams - City of Minneapolis, Hennepin County and the County’s contracted partners - to ensure outreach teams are covering different geographies, demographic population needs and meeting housing goals.Work with Hennepin County, Minneapolis Parks and Recreation Board, MNDOT, Metro Transit, social services providers, and other regional partners on unsheltered homeless response, to inform outreach coordination and outreach activities.Collect and analyze data on homelessness, maintain dashboards, street outreach activities and outcomes. Prepare and present information related to data on unsheltered homelessness and street outreach outcomes.Community engagement: attending community events pertaining to unsheltered homelessness.Provide guidance and oversight for complex situations to ensure unsheltered individuals who want assistance are connected to resources and options for stable housing.Respond to requests for information and queries from the public, media outlets, Mayor's Office, City Council, Residents, and community organizations.Meet and educate community leaders on homelessness and encampments with regard to standard operation procedures of how the City is addressing the issue of homelessness in the City of Minneapolis. WORKING CONDITIONS:
    Office setting and in the field visiting encampments.

    Required Qualifications

    MINIMUM EDUCATION:
    Bachelor's degree in social work, human services, mental health services, affordable housing, public policy or related field.

    MINIMUM EXPERIENCE:
    Three to five years of experience working in homeless services or with people encountering homelessness.

    Selection Process
    The selection process will consist of one or more of the following steps: a rating of relevant education and experience and an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

    Background Check
    The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

    Eligible List Statement
    The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire six (6) months after it has been established.

    Interview Selection
    The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

    Knowledge, Skills and Abilities

    Strong verbal and written communication skills.Proficient in computer literacy, mobile devices and its associated applications pertaining to scope of work.Ability to coordinate work of multiple city departments and external partners.Ability to work in a dynamic and changing environment.Culturally agile - the ability to work respectfully with clients, coworkers, and key stakeholders who are diverse with respect to race, ethnicity, gender identity, sexual orientation, socio-economic status, religion, and disability status.Ability to navigate complicated interpersonal dynamics and complex situations.Conflict management and de-escalation skills.Experience or training in trauma-informed service.Ability to work both indoors and outdoors in a variety of settings.
