The County of Orange . THE OPPORTUNITY OC Public Works has an excellent opportunity for a Service Contracts Specialist (Staff Specialist) in our Facilities & Maintenance service area. This position provides moderately complex administrative support for the Contracts section.
The Contracts section is responsible for obtaining, maintaining and monitoring all service contracts necessary for the maintenance and/or repair of County-owned facilities. The Staff Specialist supports this effort by reading and interpreting standard maintenance contract language, estimating the time required to perform standard building maintenance tasks, preparing inspection reports, records and other documents as required, evaluating adequacy of work performed by contractors with respect to quantity, quality and timing and determining whether work has been performed in accordance with contract requirements by inspecting buildings and grounds. The Staff Specialist may also interact with building managers for meetings, gathering feedback on contractor performance, and for other maintenance contract related business.
Further, the Staff Specialist is responsible for moderately complex administrative duties, including preparing, Request for Qualifications (RFQs), Request for Proposals (RFPs), Purchase Orders (POs), requisitions, scopes of work and contractual agreements and other duties as necessary to support business objectives.
DESIRABLE QUALIFICATIONS The ideal candidate possesses at least 3 years of experience related to contracts, contract management, maintenance management and/or inspection, as well as moderately complex administrative tasks. A bachelor's degree, certificate and/or coursework in project management, business administration, public administration, building inspection, construction inspection or a related field is highly desirable.
In addition to the minimum qualifications, the ideal candidate will possess the following core competencies:
Technical Knowledge | Experience- Comprehensive knowledge of standard building maintenance activities such as custodial, landscaping, elevator maintenance, lighting maintenance and the costs and timelines required to complete them
- Knowledge and understanding of standard contract language
- Familiarity with maintenance management software and computerized maintenance management systems (CMMS)
- Thorough knowledge of and experience performing building and grounds inspections
- Experience with invoicing and cost estimating
- Experience in writing and logging inspection reports
- Ability to use Microsoft Office programs such as Word, Excel, and Outlook
Analytical and Problem Solving Skills- Ability to identify problems needing immediate attention and follow through on those problems.
- Ability to integrate new ideas and contemporary approaches into problem solving. Ability to use sound reasoning and logical judgment to arrive at conclusions and find alternative solutions to complex problems.
- Ability to research, evaluate, estimate, accurately interpret, and apply technical data and policy information.
- Ability to review cost estimates for completeness, accuracy, and conformance with policy. Ability to analyze and review contract specifications, invoices and other documents
Organizational Skills- Ability to think logically and organize thoughts and work priorities to accomplish work efficiently.
- Ability to manage multiple projects and a willingness to make program modifications based on client preferences while keeping projects on schedule.
- Ability to handle multiple interruptions.
- Ability to handle emergency situations while maintaining composure and respect to all parties involved.
Communication Skills- Ability to effectively communicate with peers, management, vendors, public, and city or county staff to achieve business objectives and foster effective working relationships. Proven history of demonstrating a positive attitude and eagerness to learn.
- Ability to use diplomacy when dealing with challenging situations and/or people.
- Ability to effectively present thoughts, ideas, information, and messages clearly, concisely, logically and persuasively both orally and in writing with correct punctuation and spelling. Ability to provide excellent customer service to external and internal stakeholders, such as County agencies/departments, management, consultants, contractors, and the general public.
Leadership Skills- Ability to foster a collaborative approach that supports compliance and quality improvement efforts.
- Ability to provide information necessary for decision making and engages all levels of participants.
- Ability to lead the work of interns, staff, and/or consultants on individual assignments or projects.
- Demonstrate initiative and the ability to take on an assignment and work independently while understanding appropriate situations to consult with his/her manager.
