    T he City of Milpitas is recruiting for a Senior Public Works Lead in the Utilities - Water Division!
    This is a great opportunity for an established public works professional experienced in operations and maintenance of water distribution systems. This position is responsible for planning, scheduling, and monitoring various distribution and operations activities including SCADA, construction, maintenance, service and repair, and installation of water and fire services; supervising crews engaged in performing water utility projects, water utility trench excavation, pipeline repair work, and service installations; training, instructing, evaluating, and correcting the work of assigned crews in the performance of specific tasks; assisting in the design, planning, scheduling, and construction management of projects; assisting in the gathering and compiling of data and preparation and review of designs, plans, estimates, specifications, and reports for the construction, alteration, and maintenance of water utility systems.     In addition to the benefits as outlined in the Benefits tab of this job announcement, employees may be eligible for a 4% base salary increase when possessing an authorized license or certificate as outlined in the Incentive Pay section of the Milpitas Employees Association (MEA) MOU . The selected candidate will be scheduled to work 4, 10-hour days per week, which can allow for a generous work/life balance.

    This posting is written notice of a permanent, vacant position. Internal applications will be reviewed on 10/18/2024, which is 10 working days after the recruitment is posted.     Examples of Duties

    This vacancy will be assigned to the Utilities Section : duties may include, but are not limited to, leading section(s) related to the operations and maintenance of water distribution system, sewer and/or storm collections systems.

    Examples of duties may include but are not limited to:
    • Lead assigned section to ensure balanced work distribution, cross-training, and maximum work efficiencies.
    • Ensure that all state and federal mandates are followed and implemented in day to day activities within respective section(s); ensure that safety measures and practices are utilized at all times.
    • Provide guidance and mentorship to section members in all aspects of job performance; work with employees to correct deficient areas, which may include providing and coordinating training.
    • Oversee and participate in the performance of section duties; perform heavy manual labor, operate construction and maintenance equipment such as trucks, tractors, sweepers, bucket truck/cherry picker, and skip loaders for a variety of construction and maintenance operations involving the maintenance of either streets, fleet, facilities, utilities, parks, and/or street landscape.
    • Develop schedule and methods to complete assignments, check work of assigned section members, and ensure work is completed in a timely and efficient manner.
    • Resolve on-the-job problems as they occur; troubleshoot complex operations and maintenance issues and develop solutions or make recommendations.
    • Stay abreast of latest materials, methods, and technology that apply to section needs.


    Typical Qualifications

    Knowledge of:
    • Operations, services, and activities of assigned public works section.
    • Principles of lead supervision and training.
    • City policies and procedures, including those related to assigned section.
    • Oral, written & interpersonal communication skills.
    • Methods, materials, tools and equipment involved in the assigned section(s).
    • Regulations and standards governing operations and maintenance practices within assigned section(s).
    • Principles and practices of work planning, direction, and evaluation of work performed by public works staff and/or contractors.
    • Occupational hazards and standard safety practices for operations and maintenance work.
    • Industry standard recordkeeping and reporting practices associated with assigned section(s).
    • Basic computer skills, including but not limited to: email, calendar, spreadsheets, and other common office programs.

    Ability to:
    • Plan, organize, schedule, assign and review the daily operations of crew(s) within assigned section(s).
    • Provide lead guidance and training to less experienced personnel.
    • Troubleshoot problems and determine materials and supplies required for efficient operations and maintenance; which includes repairs and other projects.
    • Maintain neat and accurate records, which includes preparing reports as it relates to the assigned section(s).
    • Interpret, explain, and enforce department policies and procedures.
    • Work independently in the absence of supervision.
    • Make independent judgments and sound decisions.
    • Read and interpret maps, plans, specifications, and/or manuals as it relates to the assigned section(s).
    • Perform skilled maintenance, construction, and repair work, in assigned area of responsibility.
    • Operate a variety of vehicles and equipment in a safe and effective manner.
    • Use and operate required hand tools, mechanical equipment, and power tools in a safe and efficient manner.
    • Work safely and adhere to principles of safety when working near traffic or in other environments.
    • Understand, follow, and provide oral and written instructions.
    • Communicate clearly and concisely, both orally and in writing.
    • Establish and maintain effective working relationships with those contacted in the course of work.
    EDUCATION AND EXPERIENCE
    Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

    Education:
    Equivalent to the completion of the twelfth grade, supplemented by professional development activities. Training classes or specialized programs related to Public Works is preferred.

    Experience:
    Five years of increasingly responsible experience in the operations and maintenance of public works facilities including the areas of streets, facilities, utilities, fleet, parks and/or street landscape, with at least two years at a level similar to that to that of an Equipment Maintenance Worker II/III; Assistant/Water Systems Operator; Fleet Maintenance Worker II/III; or Maintenance Worker III within the City of Milpitas. Experience leading a crew is preferred.

    LICENSE OR CERTIFICATE
    Possession of, and ability to maintain, a valid California Class B Commercial Driver's License; tanker endorsement and Class A license required within 11 months of hire.

    When assigned to the Utilities Division:
    • Water Utility Section: possession of, and ability to maintain, a State of California Water Distribution Operator Certificate Grade V; or other certification appropriate to the requirements the state imposes on the City of Milpitas.
    • Storm/Sewer Section: Must hold a Wastewater Collection System Maintenance Certificate, Grade I or Mechanical Technologist Certificate, Grade I from the California Water Environment Association (CWEA).
    • Must obtain a California Water Environment Association (CWEA) Collections Systems Maintenance Grade II or CWEA Mechanical Technologist Grade II within 12 months of entry into this Classification.
    • Possession of higher grade certifications are desired.

    OTHER REQUIREMENTS:
    • May be subject to random drug and alcohol testing as mandated by federal or state regulations.
    • Visual Requirements: Ability to discern colors
    • Auditory Requirements: 100-decibel hearing Work is mainly performed outdoors.
    Physical exam, and drug and alcohol screening will be required prior to hire. Ability to stand, walk, sit, climb, balance, squat, kneel, crawl, bend, and stoop at any given time; ability to lift, carry, push, and pull up to 75 pounds of weight throughout the day and occasionally up to 90 pounds; exposure to outdoor elements in all weather conditions throughout the year; confined spaces, hazardous waste, sewage, chemicals, herbicides and pesticides; walk on uneven surfaces; ability to travel to various locations within and outside the City of Milpitas.

    Supplemental Information

    SUPERVISION RECEIVED AND EXERCISED
    • Receives direction from assigned Public Works Manager.
    • Exercises functional and technical oversight over assigned section personnel.
    The Oral Board for this position is tentatively scheduled for the week of November 14, 2024.

    SELECTION PROCESS:
    The selection process will consist of an evaluation of the applicant's training and experience based on the application and responses to the Supplemental Questionnaire. Only the candidates whose backgrounds best match the position will be invited to proceed in the selection process. Additional phases of the selection process will consist of one or more interviews.

    RETIREMENT
    Membership in CalPERS (2% at 60 or 2% at 62 with three year average salary). City of Milpitas employees do not participate in Social Security, but do contribute to Medicare.Additionally, members pay $2.40/per hour to the LIUNA pension fund.

    MEDICAL INSURANCE
    Choice of CalPERS Medical Plans. City pays coverage up to the Kaiser rate (currently $2,228.36/mo. for family). Employees who waive health coverage are eligible to receive $125 per month in lieu of medical plan coverage with proof of other coverage.

    RETIREE MEDICAL
    Employees are eligible upon CalPERS retirement from the City to receive up to 100% retiree medical coverage (currently based on the Kaiser health rate), based on years of service.

    DENTAL & VISION
    City provides full family coverage for Delta Dental and MES Vision at no cost to the employee.

    LIFE INSURANCE
    City provides $50,000 term policy. Supplemental employee-paid life insurance is available up to $500,000, based on carrier acceptance.

    DISABILITY INSURANCE
    City provides a Short-Term Disability plan similar to State Disability Insurance (SDI) coverage. Employees do not participate in SDI. Long-Term Disability coverage of 60% of base salary up to $1,500 per month is available after a 60-day waiting period. Additional buy-up options for LTD are available up to $6,000 per month.

    VACATION
    Hourly employees earn 11-31 days of vacation per year based on years of service.

    HOLIDAYS
    Employees receive 12 paid holidays and one (1) floating holiday per year.

    SICK LEAVE
    Employees earn 12 days annually.

    TUITION REIMBURSEMENT
    Employees are eligible to receive up to $1,400 per fiscal year in tuition reimbursement.
