We have an opening for the position of Wastewater Treatment Plant Operations Supervisor in our Utilities Department/Wastewater Division.     Under direction, oversees the daily operation of the Wastewater Treatment Plant; plans, coordinates, supervises, and train the operations crew. On an as needed basis, participates in the operation of the wastewater treatment, disposal and reclamation facility.

    Key Responsibilities

    The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

    Supervises, trains, schedules and evaluates operation staff in the wastewater treatment plant.

    Oversees daily operation of the HARRF and MFRO facility.

    Inspects plant machinery, equipment, grounds and facilities to determine need for repair or corrective actions.

    Keeps time records, prepares and submits reports and schedules work staff.

    Estimates materials and supplies needed.

    Investigates and responds to complaints.

    Responds to emergencies.

    Directs and may participate in the safe and efficient operation of vehicles and equipment.

    Inspects and monitors performance of contractors when assigned.

    Participates in budget preparation.

    Obtains necessary permits to perform required work.

    Enforces safety regulations.

    May act as Operations Manager during Manager's absence.

    May fill in as Chief Plant Operator and Designated Operator In Charge as needed.

    May fill in as plant operator on an as needed basis.

    Responsibility for after-hour emergencies.

    Performs related duties as needed.

    QUALIFICATIONS
    Knowledge of:
    Methods, techniques, materials, tools and equipment used in wastewater facilities.
    Principles and practices of effective supervision and scheduling work assignments.
    Safe and proper use of various power tools, light trucks and power-driven equipment.
    Diagrams and blueprints.
    Operation of an activated sludge wastewater treatment facility and lift stations.
    Materials, tools, methods, and techniques used in general construction, maintenance, and repair of wastewater treatment plants and equipment.
    Basic mathematics.
    Computer software used in wastewater facilities.
    Principles of customer service.
    Safety principles and practices related to wastewater utility operations.

    Ability to:
    Direct and assist subordinates in performing duties and completing projects.
    Supervise and prepare evaluations of crew members working in a variety of functions.
    Drive or operate assigned equipment and vehicles.
    Establish and maintain effective working relationships with City employees, contractors and public, and contribute to a successful team effort.
    Give clear written and verbal instructions.
    Operate a personal computer effectively.
    Prepare and maintain accurate records and reports.
    Read and interpret plans and specifications.
    Estimate time, materials, equipment, and costs needed to perform various work.
    Read and interpret a variety of charts and gauges.
    Demonstrate an awareness and appreciation of the cultural diversity of the community of Escondido.
    Respond to 24-hour emergency callback and may require working overtime, varying hours, weekends and holidays.

    Minimum Requirements

    Education/Training:
    Graduation from high school or equivalent. College level training or experience in supervision is highly desirable.

    Experience:
    Five years (full-time equivalent) experience in the operation and maintenance of an activated sludge wastewater treatment facility. At least two years (full-time equivalent) of the experience at the level equivalent to Senior Wastewater Treatment Plant Operator and Grade V Wastewater Treatment Plant Operator Certificate is highly desirable.

    License and Other Requirements:
    In compliance with Title 23, California Code of Regulations Division 4, Sections 3670-3718, must possess a Grade IV Wastewater Treatment Plant Operator Certificate issued by the State Water Resources Control Board at time of application. Must possess a valid CA driver's license at time of application.

The City of Escondido is committed to a drug and alcohol free workplace. All applicants will be subject to fingerprint investigation before a conditional offer of employment is extended. A pre-employment medical examination will be conducted following a conditional offer of employment for all positions. Safety sensitive positions will include a pre-employment drug screen. Positions subject to the Department of Transportation (DOT) regulations will be subject to DOT pre-employment drug testing and random drug and alcohol testing.

    SELECTION PROCEDURE

    Applications will be screened and the most qualified candidates will be invited to appear for testing. All positions require the ability to read, write and speak English. Types of tests may include written and/or oral examination, physical agility, practical exam or other appropriate job-related selection process. When testing is completed, candidates will be ranked on an eligibility list in the order of their test score. Selection for appointments is made from names certified on the eligibility list.

    All appointments are subject to the successful completion of background investigation including LIVESCAN fingerprinting, and will be required to submit verification of the legal right to work in the United States. Qualification by a medical examination will be required at the time of appointment. After appointment, classified employees must satisfactorily complete a probationary period to be eligible for regular status. In accordance with the Immigration Reform and Control Act of 1986, all new employees must produce proof of eligibility to work in the United States within the first three days of their employment. The City of Escondido participates in E-Verify®.

    The Loyalty Oath will be administered to all new employees on their first day of hire. New employees hired into positions that require a driver's license must provide proof of a valid California Driver's License of the appropriate class level on their first day of employment.

    VETERANS' PREFERENCE

    Eligible individuals are those who meet the following criteria:
    • Served in the U.S. armed forces
    • Received an honorable discharge
    • Did not retire from military service

    Guard and Reserve active duty for training purposes does not qualify for veterans' preference. Proof of eligibility (copy of DD-214) must be submitted at time of application, or later if the promulgation of the eligibility list will not be delayed. Veterans' preference credit will only be applied to eligible applicants who attained a passing grade (total score exclusive of credit) on the final open examination.
