As a member of the department’s budget team you will assist in the analysis of the financial needs of the DHEWD programs and Missouri’s Higher Education Institutions. You will process and evaluate requests from Higher Education Institutions for reimbursement while maintaining accuracy, and compliance with procedures, regulations, and policies. Also, during budget hearings, you will monitor the hearings online, taking notes of DHEWD related discussion and questions asked by committee members. These hearings may occasionally require working later into the evenings.

- Examines budget and allocation requests for completeness, accuracy, and conformance with procedures, regulations, and policies; evaluates needs and priorities of agencies to determine where funds may be reduced and where additional funds may need to be requested; and examines alternatives available in funding agency programs
- Identifies and corrects errors in calculations from program submissions
- Reviews and analyzes performance measurement data to ensure effective budget requests
- Analyzes agency budgeting and accounting reports for the purpose of monitoring and maintaining expenditure and program controls; recommends budgetary and allocation adjustments as needed
- Provides technical advice and assistance to agency officials in the preparation of budgets and allocation requests; provides recommendations on budget/financial objectives and ensures that objectives are implemented
- Assembles fiscal and statistical data for use in budgetary and program evaluations and budget hearings; maintains files of budgetary information
- Tracks policy legislation and appropriation bills concerning assigned agencies; attends hearings, prepares reports on status of bills, reviews bills passed by the General Assembly, and prepares responses to budget questions
- Analyzes appropriations bills and evaluates the possible effects on programs and agencies
- Researches and analyzes current and proposed policy issues related to assigned agencies and programs to develop recommendations
- Reviews and assists in the preparation of reconciling documents for budget tracking prepared within the agency; codes core budget reconciliation items and new decision items into the budgeting system
- Exercises independence in carrying out assignments within established work procedures and policies; finished work is reviewed for completeness, clarity, and results
- Supports DHEWD fiscal affairs section as a SAM II backup and tracks, reviews, and processes payments for capital improvements, community college payments, and special projects, etc.

- Beneficial education and/or work-related experience includes technical or professional education and/or experience in accounting, business, finance or public administration or closely related area.
- Supportive skills include: knowledge in the State of Missouri’s SAM II Financial System, MOVERS, budget administration, cost analysis, program analysis, operational analysis, excellent interpersonal and written communication skills, strong proficiency in Microsoft Excel, and other MS Office products as well as attention to detail and the ability to multitask
