    Minimum Qualifications

    70.1 TRANSFER QUALIFICATIONS:
    One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 11 or higher eligible for transfer and determined to be similar by Civil Service.

    52.6 TRANSFER QUALIFICATIONS:
    One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 11 or higher eligible for transfer and determined to be administrative by Civil Service.

    70.4 TRANSFER QUALIFICATIONS:

    SUBSEQUENT 55B/C QUALIFICATIONS:
    A subsequent 55b/c appointment may be considered if you have one year of permanent, contingent-permanent, or 55B/C service in an eligible position allocated to Grade 16. To be considered, you must provide a copy of your letter of eligibility with your response.

    55 B/C QUALIFICATIONS:
    Current permanent non-competitive state employees certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered.     You must meet the open competitive qualifications from the most recent examination announcement. The open competitive minimum qualifications are:
    A bachelor's or higher degree.

    Non-Competitive (HELPS):

    This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

    To be considered for appointment through NY HELPS, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

    A bachelor's degree or higher.

    Advanced placement to the trainee 2 or SG-18 level may be possible depending on education and experience and subject to agency approval.

    Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

    Duties Description

    The Office of Parks, Recreation and Historic Preservation is seeking to hire a Budgeting Analyst Trainee 1 in the Finance Budget Unit. The position will be responsible for a variety of budget related functions which will include but is not limited to:
    • Perform analysis of assigned program areas to develop budget estimates and justifications.
    • Prepare budget request documents for submission to the Division of the Budget (DOB).
    • Discuss results of this analysis and recommendations to higher-level staff within the Finance Bureau.
    • Communicate with program staff and DOB on issues related to budget requests.
    • Develop allocation recommendations for assigned program areas.
    • Discuss the methodology and justification with the higher-level staff within the bureau.
    • Participate in discussions with program staff related to their budget allocations.
    • Monitor spending in program areas; prepare reports on personal service and non-personal service spending, including projections of future spending. Perform analysis to determine if savings can be realized.
    • Manage the availability of resources.
    • Review spending activities against spending plans so that issues can be identified.
    • Prepare budget journals and general ledger journals in SFS to resolve funding problems.
    • Supports regional budget offices in allocation of funds upon approval of budget.
    • Analyzes assigned new legislation, new acquisitions, program enhancements and facility operations for fiscal impacts.
    • Collaborates with the National Heritage Trust to coordinate and manage joint programs and funds.
    • Assists ABA in conduct of research, surveys, and development of reports regarding the financial condition of OPRHP for presentation to executive staff.
    • Oversees expenditure of federal funds and provision of matching funds for assigned federal grants and programs.

    Additional Comments

    Preferred candidate will have:
    Knowledge of (or ability to learn) the Statewide Financial System.
    • Knowledge of (or ability to learn) Office of the State Comptroller (OSC) and Office of General Services (OGS) procurement guidelines.
    • Customer service oriented.
    • Strong organizational skills.
    • Proficient in Microsoft Office Suite.

    *For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

    At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
