    Essential Job Functions

    A Traffic Signal Electrician, Public Works is responsible for performing a combination of the following essential job functions:

    • Installs traffic signal controller cabinets, service pedestals, and traffic signal poles by digging and pouring concrete foundations, setting pull boxes, laying conduit, and pulling wires through the safe operation of necessary tools (e.g, hand tools, battery operated power tools, etc.), mobile equipment, and vehicles (e.g., dump trucks, mobile cranes, etc.) to ensure traffic signals, highway lighting, and related systems across Los Angeles County are put in place and functioning safely and effectively.
    • Supervises crew of skilled and semi-skilled technicians (eg., Traffic Technicians I & II) by exercising technical supervisory responsibilities (e.g., advising, overseeing, and inspecting installation and repair projects, etc.) to guarantee all traffic signal control mechanisms, lighting conduits and equipment are operating properly and efficiently, and are in compliance with the National Electrical Code (NEC) and departmental procedures and guidelines.
    • Installs, modifies, maintains and repairs traffic signals, highway lighting and related electronic and digital electronic systems (e.g., micro-processor based controllers, printed circuit boards, solid state and mechanical switches, detectors, time clocks, flashers, lighting conduits, etc.) independently at a journeyman level, by following prescribed plans, specifications, and manufacturer instructions; adhering to the National Electrical Code (NEC); and utilizing necessary tools and equipment (e.g., hand tools, battery operated power tools, electrical/electronic test equipment, etc.) to ensure traffic signals, highway lighting, and related systems across Los Angeles County are functioning safely and effectively.
    • Tests and inspects all traffic signal equipment (e.g., traffic signal controllers, printed circuit boards, etc.) by operating various types of instruments (e.g., prom programmers, ammeters, Volt-ohmmeters, oscilloscopes, and signal generators, etc.) and inspecting the installation work of subordinates (eg., Traffic Technician I & II, Electrical Helpers, Road Laborers, etc.) to ensure traffic signals, highway lighting, and related systems across Los Angeles County are in conformance with the National Electrical Code (NEC) and functioning safely and effectively.
    • Maintains accurate work and supply records by tracking and documenting assignment status (i.e., detailing what work was performed at a given location and when), resource requirements, and usage (e.g., tools, equipment, etc.), via handwritten logs to accurately capture historical data and allow for the planning and evaluation of projects and inventory control of available materials.
    • Safely operates Los Angeles County automotive equipment (e.g., truck, manlift/platform, combination truck unit with trailer, etc.) to and from work sites by maintaining a valid California Class C driver license and ensuring the safe and responsible operation of vehicles to transport necessary tools, equipment, materials, and personnel to and from work sites.


    Requirements

    MINIMUM REQUIREMENTS:

    TRAINING AND EXPERIENCE:
    Option I: An Associate's degree in Digital Electronics* from an accredited college** and two years of experience in repairing the component level of microprocessor-based computers and related equipment. An associate's degree is equivalent to 60 semester or 90 quarter units.
    Option II: Completion of a military service electronics school training program and two years of experience in repairing the component level of micro-processor based computers and related equipment.
    Option III: Five years in the electrical trade with at least one year at the journey-level*** in construction or maintenance of traffic signals.
    Option IV: Completion of at least four years of a recognized electrical apprentice training program ****.
    Option V: Two years of experience as a Traffic Technician I ***** or one year at the level of Traffic Technician II ****** with the Los Angeles County Department of Public Works.

    LICENSE:
    A valid California Class C Driver License is required. Some positions in the class may require possession of a valid California Class A Driver License.

    License Information: Successful applicants for positions that require driving must obtain and present a copy of his/her driving record from the California State Department of Motor Vehicles before final appointment. Applicants should not present a copy of their driving history until asked to do so by the hiring department. The County will make an individualized assessment of whether an applicant’s driving history has a direct or adverse relationship with the specific duties of the job. License must not be currently suspended, restricted, or revoked.

    PHYSICAL CLASS:
    4 - Arduous: Involves frequent heavy lifting over 25 pounds, often combined with bending, twisting, or working on irregular surfaces; and occasionally requires extraordinary physical activity.

    OTHER REQUIREMENTS:
    VISION: Keen color perception.

    SPECIAL REQUIREMENT INFORMATION:
    *Applicants who expect to qualify through the completion of two years (60) semester units or 90 quarter units in an accredited college in Digital electronics MUST attach legible copies of their unofficial or official transcripts showing proof of the required degree/units to the application within five (5) calendar days from the day of filing application.
    **Accredited colleges and universities include all four-year colleges and universities, and two-year colleges (i.e., community or junior colleges) that meet the accreditation guidelines indicated on the bulletin.
    Accredited institutions are those listed in the publication of regional, national, or international accrediting agencies which are accepted by the Department of Human Resources. Publications such as American Universities and Colleges and International Handbook of Universities are acceptable references. Also acceptable, if appropriate, are degrees that have been evaluated and deemed to be equivalent to degrees from united States accredited institutions by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services or the Association of International Credential Evaluation, Inc. (AICE).
    ***Journey-level experience is defined as possessing the required knowledge, skill, and training to perform a full range and diversity of work independently and reliably. Positions at this level operate with fairly significant freedom from day-to-day supervision and need little or no guidance on such matters as selecting appropriate problem solving methods and techniques, locating appropriate regulations, or applying proper procedures to carry out work.
    **** Recognized by Public Works Operational Services Division, Chief Electrician or Principal Engineer.
    *****Experience at the level of County of Los Angeles class of Traffic Technician I is defined as: Under close supervision of a Traffic Signal Electrician, Public Works (PW) or higher level technical supervisor, learns to perform work related to the installation, modification, maintenance and repair of traffic signals, street lighting and other electromechanical and electronic equipment.
    ******Experience at the level of County of Los Angeles class of Traffic Technician II is defined as: Provides skilled assistance to a Traffic Signal Electrician, PW or higher level technical class in connection with the installation, modification, maintenance, and repair of traffic signals, street lighting, and other electromechanical and electronic equipment.

    This examination will consist of two (2) parts:
    part I: A multiple choice and/or simulation assessment(s), weighted 30% assessing:

    Applicants must achieve a passing score of 70% or higher on Part I - Multiple Choice Test in order to proceed to Part II - Job Knowledge Test.

    Part II: A job knowledge test weighted 70% assessing:

    • Mechanical Insight
    • Professional/Technical Knowledge of the National Electrical Code (NEC)
    • Professional/Technical Knowledge of Electrical/Electromechanical Theory & Equipment
    MULTIPLE CHOICE AND/OR SIMULATION ASSESSMENT(S) ARE NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19

    APPLICANTS MUST MEET THE MINIMUM REQUIREMENTS AND MUST ACHIEVE A PASSING SCORE OF 70% OR HIGHER ON EACH WEIGHTED PART IN ORDER TO BE PLACED ON THE ELIGIBLE REGISTER.

    TRANSFER OF TEST COMPONENTS:
    • Applicants who have taken identical components recently for other exams may have their responses automatically transferred to this examination.
    • This examination contains test components that may be used in the future for new examinations and your test responses may be transferred.
    • Applicants who are concurrently applying to Traffic Technician II (Exam No. C3685K) will take the Job Knowledge Test one time only.

    ELIGIBILITY INFORMATION:
    The names of candidates receiving a passing grade in the examination will be placed on the eligible register in the order of their score group for a period of twelve (12) months following the date of promulgation.
