    Business Analyst, Sr. (Contract Configuration)

    CalOptima Health is seeking a highly motivated an experienced Business Analyst, Sr. (Contract Configuration) to join our team. The Business Analyst Sr (Contract Configuration) will oversee, maintain and manage system enhancement on behalf of the Contracting department's contract management system. The incumbent will be responsible for program provider contracts with system designed mail merge fields, alternant terms options and custom exhibits that support the provider type. The incumbent will build custom forms which populate contract reimbursements, payment terms, provider type(s), sub-specialties, services and metadata. The incumbent will maintain updates to pre-approved templates and the language library and oversee the end-to-end contract life cycle system management processes. The incumbent will administer regular and ad-hoc reporting, oversee the deployment of bulk contracts, support the return of outstanding contracts and perform user acceptance testing after system updates. The incumbent will provide training to end users and assist Information Technology Services (ITS) with system enhancements and support requests from leadership and the board of directors and as required by the Department of Health Care Services (DHCS).

    Duties & Responsibilities:
    • 70%% - Contract Management System (CMS)
      • Oversees, manages and maintains the department's contracts database, codes and programs documents, administers bulk distribution of contracts and amendments and maintains template updates and history.
      • Manages contract templates and incorporates appropriate styles, autonumbering, font/font size, pagination and standard headers and footers.
      • Reviews new templates for consistency, language alignment and configuration.
      • Develops custom forms that populate contracts, payment terms, provider types, cover letters, routing forms and metadata.
      • Develops supporting documents (exhibits) to complement contract templates.
      • Loads, tests and audits setup of contracts, amendments and supporting data fields, exhibits and forms in the contracts database.
      • Provides feedback on system limitations or expansion needs as a user of the contract database.
      • Participates in testing and validation of system changes and improvements.
      • Develops contract activity trend reports processed through CMS monthly, quarterly and annually.
      • Performs regular audit of contract builds and provides training to end users.
      • Develops back-end quality control reports to monitor data entry requirements and integrity.
      • Oversees end-to-end system management, validates system upgrades and ensures business needs are met.

    • 25%% - Department Support
      • Participates in a mission-driven culture of high-quality performance, with a member focus on customer service, consistency, dignity and accountability.
      • Assists the team in carrying out department responsibilities and collaborates with others to support short- and long-term goals/priorities for the department.
      • Serves as subject matter expert to ITS and other departments for overall database configuration and reporting.
      • Develops and maintains the department's required regulatory reports, metrics and completion factors (returned contracts/amendments).
      • Provides cross training and mentors support staff on system development and template management.
      • Serves on committees, work groups and other process improvement teams to assist in improving contract configuration.
      • Recognizes and alerts management of trends that fall outside of contract parameters.

    • 5% - Completes other projects and duties as assigned.

    Minimum Qualifications:
    • Bachelor's degree in health care administration, business administration, computer science or a related field PLUS 3 years of experience managing complex provider contract negotiations, including fee for service and capitated reimbursements, developed base agreements and custom terms/provisions required; an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position such as those listed above may also be qualifying.
    • Experience working within a contract management system required.
    • Experience in a managed care environment required.
    • Proficient in Excel and Word with successful completion of skills assessments required.

    Preferred Qualifications:
    • 1 year of experience as a business data analyst in the health care industry.

    • Utilize computer and appropriate software (e.g., Microsoft Office: Word, Outlook, Excel, PowerPoint) and job specific applications/systems to produce correspondence, charts, spreadsheets, and/or other information applicable to the position assignment.

    • Work is typically indoors and sedentary and is subject to schedule changes and/or variable work hours, with travel as needed.
    • Employee will occasionally work outdoors in varied temperatures.
