    About the Role:

    As a Voucher Incentives and Data Quality Manager in the Business Services Program, you'll:

    • Champion environmental protection and public health while advancing racial equity

    About the Team:


    The Business Services Program (BSP) is dedicated to helping customers in reducing liability, protecting health, and preventing pollution from hazardous materials and waste. Our mission integrates racial equity into all operations, ensuring our services effectively reach diverse, multilingual communities. BSP responds to customer requests complaints, and referrals from partners such as EnviroStars.

    The Hazardous Waste Management Program is a regional coalition working to protect public health and the environment. The Program serves King County’s 2.3 million residents and 60,000 businesses, with an annual budget of $21 million and approximately 70 staff. The Program’s mission is to protect and enhance public health and environmental quality by helping residents and businesses reduce the threat posed by the production, use, storage, and disposal of hazardous materials.     The Program is a collaborative effort of several participating agencies. This position will be hired by the Water and Land Resources Division (WLRD) of the King County Department of Natural Resources and Parks, which is one of the participating agencies. The Water and Land Resources Division (WLRD) is at the forefront of King County’s efforts to protect and restore clean water and healthy habitat and strengthen the resilience of communities, environment, and infrastructure in the face of climate change. WLRD has a strong track record of developing innovative strategies for protecting working farms and forests, restoring habitat, and ensuring the county residents have equitable access to green space. We reduce flood hazards, manage stormwater, reduce toxic threats, and provide other natural resource management services throughout King County.     Job Duties

    What You Will be Doing:

    • Manage the scope, schedule, and budget of the financial incentives program. Maintain applicable rules, processes, and forms to align with policy changes, technological advancements, and shifting priorities.

    • Review, submit and facilitate prompt payment of financial incentives to small quantity generators.

    • Prepare regular financial incentives reports to management on objectives, accomplishments, and expenditures.

    • Monitor and report on key performance indicators, including service equity metrics and health and environmental improvements.

    • Deliver presentations about financial incentives and hazardous waste program services for small quantity generators.

    • Conduct onsite work in the field with small quantity generators.
    • Analyze field team data to assess Business Services team performance measures with a focus on equity and service enhancement Prepare comprehensive reports highlighting positive community impacts and identifying potential opportunities for improvement.


    Experience, Qualifications, Knowledge, Skills

    Qualifications You Bring:

    At least three (3) years of experience in the following areas:

    • Advanced proficiency in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, and SharePoint)

    • Data collection, analysis, and interpretation using common tools (databases, spreadsheets, GIS maps)

    Minimum of two (2) years of experience in each of the following:

    • Project or Program management experience. Planning and monitoring schedule, scope, and budget. Implementing, evaluating, and reporting on project/program work

    • Experience navigating procurement procedures (in business or institutions) to successfully order materials, manage contracts, request payments and track transactions.

    • Experience verifying goods/services against purchase orders/contract specifications. Documenting three-way match (purchase order, invoice, receipt)

    • Effectively reaching diverse communities where English is a second language, with culturally appropriate approaches.

    • Basic understanding of current environmental regulations applicable to small business operations.

    It Would Be Nice if You Also Bring:

    • Experience with issuing or managing grants and contracts.

    • Ability to speak, read or write, any language other than English.


    Supplemental Information

    Working Conditions:
    • Remote and Onsite Work Details: The work associated with this position will be performed remotely on a permanent basis. There will be situations (roughly monthly) when the employee is required to report to a King County worksite as informed by business needs. Employees will have access to shared workspaces at the King Street Center 201 S. Jackson St., Seattle WA. This work arrangement promotes work-life-balance and reduces carbon footprint under the department’s vision of Green Where We Work .
    • Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.

    • Work Schedule: This full-time position works a 40-hour work week. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible.
    • Union Representation: This position is represented by Council 2, Local 1652R .
