    Manager of Financial Systems

    Office of Performance & Strategic Planning

    12 Months, Full-Time

    Exempt, Pay Grade 36

    Job Summary/ Objective:

    Evaluates, analyzes, manages, and assists in maintaining the systems of the Department of Finance and Budget and other financial systems. Partners with representatives in Information Technology, Community Development, Human Resources and others in Performance & Strategic Planning on system configurations, project management and process improvements of related systems.

    Essential Functions:
    • Acts as the operational liaison with Department of Finance and Budget and the Information Technology Department. Assists in prioritizing and planning regular system updates, resolving system defects and implementing system enhancements.
    • Serves as a project leader to work with end users, information technology staff, other system managers, and other team members to capture capability needs and drive quality business solutions on complex issues. Manage deliverables such as requirements, testing plans, scenarios, outcomes, usability testing, personalization to different customer groups, and contribute to user interface design. Oversee the requirements testing process to ensure minimal production defects are realized and analysis of results are tied to customer impacts.
    • Research appropriate technology advancements that would improve the efficiency and productivity of the Department of Finance and Budget staff, business workflows and systems to develop strategies for implementation;
    • Identifies, writes, and implements procedures related to the support of Finance and Budget department technology; Maintain accurate documentation of processes, and workflows for operational continuity and compliance.
    • Facilitates and establishes training and production support for Financial Management System end users from all entities; Determines education and training needs based on the Financial Management System and other technology upgrades and individual team member needs assessed. Prepares training and informational materials regarding the Financial Management System and other technology to promote concepts and encourage participation by end users;
    • Serves as project manager as assigned, facilitating project planning, collaboration among project team and stakeholders, while ensuring quality of deliverables and proactive communication with all stakeholders.
    • Coordinate with other departments, external vendors, and service providers to support contract negotiations and ensure service quality.
    • Works with all end users for continuous improvement in business processes and application practices to include making managerial-level recommendations and decisions for system-related business processes and technologies; Performs continuous quality and system performance testing of the ERP System and related technology systems;
    • Performs independent work in the development of studies, analysis, and recommendations in connection with finance and budgeting department processes
    • Other duties as assigned.

    Competency: Knowledge/ Skills/Abilities:
    • Ability to perform complex technical work focused on Financial Management and Real Estate Assessment systems;
    • General knowledge of all finance and budget business processes with specific knowledge of how these business processes utilize the Financial Management system, Real Estate Assessment system, and related technology;
    • Ability to assist in developing and executing the roadmap for financial system operations and supporting ACIT (Albemarle County Information Technology);
    • Ability to prioritize and assist with planning regular system updates, system defects, and system enhancements;
    • Ability to perform complex technical and functional work involving designing, testing and executing system changes and enhancements in conjunction with Albemarle County Information Technology, Finance, Albemarle County Public Schools, and other County department staff;
    • Evaluates opportunities within Finance and Budget business processes to create a more efficient and effective technology solution and evaluates work of staff for accuracy and conformity with established procedures;
    • Applies knowledge in the development and maintenance of Finance and Budget department business processes;
    • Monitors Department of Finance and Budget systems’ performance to improve efficiency of applications and troubleshoots system errors;
    • Provides Department of Finance and Budget systems’ end users from all entities training and production support.

    Required Education and Experience:
    • Any combination of training and experience equivalent to a Bachelor's degree from an accredited university or college in Accounting, Economics, Information Systems, Business Management, Public Administration, or a closely related field required.

    Preferred Qualifications/Certifications:
    • Bachelor’s degree preferred.

    Physical and Mental Requirements:
    • Work typically performed in an office setting;
    • Regular use of computer;
    • Ability to operate a vehicle for off-site meetings;
    • Regular contact with individuals at various levels of the organization, the Albemarle County Public Schools, and other outside organizations on a variety of business process and product issues;
    • Usually there is a need to guide or assist individuals.

    Remote Work:

    This position is eligible for a hybrid remote work schedule that is in compliance with the County’s Remote Work Policy and meets the operational and service needs for the position. All County staff must maintain residence within the Commonwealth of Virginia.

    The Salary Range:

    The hiring range for this position is $42.81 - $47.31 per hour (approx. $89,039 - $98,411 per year). Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
