    POSITION PURPOSE
    The Police Records Technician position is specialized clerical work of a complex nature that is responsible for all department criminal justice records. The incumbent must be able to work successfully in a team-oriented atmosphere that provides citizens and employees accurate information, excellent customer service, and human relations skills that support the department's mission. Police Records Technicians must be creative, innovative, and flexible, using extraordinary conflict resolution skills while assisting with the overall operations of the department, plus display positive behavior that builds trust, mutual respect, and cooperation.

    The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee’s level of proficiency and usage.

    This position supports the goals of the Police Department, which is "To Provide Law Enforcement Excellence in Community Safety and Service through Vigorous Policing, Professionalism, Leadership, and Innovation." The Department is responsible for enforcement of State Laws and Westminster Municipal Ordinances pertaining to criminal and traffic issues, and to uphold the Constitution of the United States, the State of Colorado, and the Charter of the City of Westminster. The Department is primarily focused on public safety, maintaining peace and order, prevention of crime, and the apprehension of criminals.

    • Demonstrate considerable knowledge of computer terminal procedures for the Colorado Crime Information Center (CCIC), the National Crime Information Center (NCIC), and the Police Department Records Management Information System


    JOB SPECIFIC FUNCTIONS

    Essential Job Functions, Duties, Responsibilities, and Tasks

    Must ensure compliance of unit with applicable governmental and related regulations and requirements, including:
    • Ensuring accurate routing of time-sensitive reports to County or Municipal Courts, District Attorney's Office, Department of Motor Vehicle (DMV), Investigations Section, Victim Advocates, and Property Evidence section
    • Demonstrating working knowledge of applicable City codes, and state and federal laws
    • Releasing records in accordance with policy and in accordance with any local, state, or federal laws
    • Determining specialized requirements of each document for distribution
    • Reviewing reports, assessing content, determining what is releasable, and redacting information as required
    • Properly routing all final bonding paperwork and payments
    • Providing information to the public concerning City regulations and procedures
    • Handling of confidential information
    Responsible for all aspects of report maintenance in the Police Records Unit, including:Classifying, filing, imaging, and purging of documents in accordance with policy and any local, state, or federal lawsPerforming data entry, maintaining, cancelling, and retrieving of data in the Colorado Crime Information Center/National Crime Information Center (CCIC/NCIC), Records Management System (RMS), Computer Aided Dispatch (CAD) system, Livescan fingerprint machine, and document imaging softwareReceiving and reviewing large volumes of reports to determine if all supporting documentation is attached, i.e., citations, accidents, incident reports, arrest affidavits, DUI forms, etc.Analyzing reports for entry of National Incident Based Reporting System (NIBRS) data into the RMS systemApplying policies, procedures, and codes established by the Federal Bureau of Investigation (FBI) and Colorado Bureau of Investigation (CBI)Analyze type of financial transaction and post to the correct revenue account, including:Accepting cash and/or surety bondsMaintaining daily cash balancesBalancing cash on hand against receiptsPreparing receipts for depositResponsible to effectively communicate both verbally and in writing while providing appropriate public service and interaction, including:Using appropriate oral and written communication to provide records management information and explanations to agencies and to the public as requestedMaintaining appropriate courtesy while with the publicAnswering calls placed to the City after regular business hours, weekends, and holidaysDirecting citizens to correct departments and providing general information about City operationPresenting a neat, clean, well-groomed, professional appearance and demeanorMaintains regular and punctual attendance Other Duties and Responsibilities
    Acting as a Deputy Court ClerkReceive, process, and distribute all Police Department mailIncumbent is accountable for all duties of this job, and other projects and responsibilities may be added at the City's discretion

    POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS

    Education, Experience, Skills, Formal Training, Licenses, and Certifications
    Required :

    • Graduation from high school or possession of a GED certificate
    • Reception, clerical, and office experience while providing high quality customer service
    • Knowledge of modern office procedures and practices
    • Possession of CCIC Operator certification is required within six (6) months of hire
    • Ability to type 30 words per minute accurately
    Preferred :
    • Two (2) years of college level course work
    • One (1) year experience in police records management
    • Actual experience in police records management while employed by a law enforcement agency
    • Knowledge of current police records techniques
    Any equivalent combination of education, training and experience, which would provide the required knowledge and skills, may be considered.
    Physical Requirements
    Work is sedentary in nature and requires sufficient physical stamina and strength for:
    • Constant sitting to perform daily office duties; frequent walking to store and retrieve records, and occasional standing
    • Occasional squatting to retrieve material from shelving below knee level; frequent bending, reaching overhead and below shoulder, and twisting to lift and store boxes of records on shelves at various heights
    • Constant fine manipulation and handling to sort through paper documents and files; occasional firm grasp and frequent light grasp to perform daily duties
    • Occasional stepping up and/or down to climb step stools and ladders
    • Constant near and/or far acuity and hearing is needed to do daily functions and communicate with staff and public
    • Occasional lifting of up to fifty (50) pounds from ground to waist to place boxes of records on roll cart; occasional carrying of up to twenty-five (25) pounds to move material from work area to storage; occasional pushing and/or pulling of up to 100 pounds to move roll carts of boxed records to storage area

    WORKING CONDITIONS
    Work is constantly performed indoor in a secure police department office setting. Majority of work is sedentary and performed on a computer with periods of physical activity to retrieve or store records and material.
    Required Materials and Equipment
    This position requires the use of personal computers, cash register, credit card machine, typewriter, fax machine, photocopier, multi-line telephone, document imaging equipment, paging system, and other office equipment as required.

    Employee Mandatory Contribution: 11.5% of your base pay. Contributions are pre-tax and fully vested.
