    This recruitment will establish an employment list to fill current and any future vacancies within Tulare County Information & Communications Technologies Department. The anticipated life of the employment list is six months. If interested in employment for this position for current or future vacancies, please submit an online application for consideration.

    Current vacancy is with Tulare County Information & Communications Technologies Department located in Visalia.

    Typical Duties

    Manages technical staff in support of Service Desk and field support of end-user devices. Manages roll out of new end-user technologies. Documents system information, instructions, and trains staff as required for end-user support and customer service. Manages documentation and timing of all systems, networks, and impactful changes. Perform system hardware and software installations, updates, modifications, monitoring, diagnosis, and problem resolution. Perform or assign troubleshooting. Essential job duties may be assigned that are not listed above but are relative to this job classification.     Minimum Qualifications

    Education : Graduation from an accredited four-year college or university with a bachelor’s degree in computer science or a closely related field. Equivalency for Education: Job-related experience may substitute for the required education on a year-for-year basis up to a maximum of two (2) years of the educational requirement.

    Experience : Four (4) years of work experience in supervision of technical staff supporting end-user devices. To include device rollout and maintenance of devices as well as possessing strong customer service skills.

    Knowledge of: Principles and practices of supervision. Methods of long-term strategic technical planning. Personnel policies and procedures. Principles of operating computers and peripheral equipment. Principles and techniques of software and systems quality assurance and control. Principles, processes, techniques of project management and related software. Principles, practices and techniques of providing customer service.

    Skill/Ability to: Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers. Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment. Plan, organize and manage the staff activities in the design, development and maintenance of computer systems, databases, and applications. Supervise, train, coach, and evaluate staff. Supervise, coordinate, and manage information technology related activities. Manage resources of a unit within budget and policy parameters. Estimate labor, material, and equipment requirements for projects. Recognize problems, develop recommendations and solutions. Analyze and assess policies and operational needs and make appropriate recommendations. Work effectively with managers, clients, vendors, peers, and subordinates. Communicate effectively, orally and in writing. Understand highly complex information technology systems and issues.

    DESIRABLE EMPLOYMENT STANDARDS: Completion of any of the following certification programs: CompTIA A+, CompTIA Network+, CompTIA ITF+, CompTIA Security+.

    Conditions of Employment
    Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.     Benefit Amount: An annualbenefit amountis provided and may be applied towards health insurance premiums (medical, dental, vision, life and long-term disability).This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance: A choice of PPO and HMOmedical plans which include PPOand HMO dental plans andinclude dentalandvision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, andVision Services Plan (VSP).

    Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave : 12 set days and 1 personal holiday.

    Vacation Accrual :
    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours.

    FLSA exempt employees accrue an additional 5 days of vacation per year.

    Sick Leave Accrual : 12 days per year with unlimited accumulation, 48 hours of which may be used toward family sick leave.

    Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

    Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.

    Employees are covered by State Disability Insurance. The premium is paid by the employee.

    Deferred Compensation : A voluntary deferred compensation plan is available.
