    This recruitment will establish an employment list to fill current and any future vacancies for those County departments that have this position.     Current vacancy is with the Health and Human Services Agency located in Visalia.

    Dept. HR Analyst I: $4,732-$5,767 Monthly
    Dept. HR Analyst II: $5,340-$6,509 Monthly

    Typical Duties

    Research and analyze procedures, policies, legal requirements and/or costs of an existing system or procedure to determine if improvement opportunities exist; research, write and prepare comprehensive and statistical reports, grants, quotes, proposals, correspondence, procedural manuals, and forms; directs and oversees a quality management process that includes establishing goals and objectives, enhancing staff, and resource and development; supervise, train, and maintain standards of practice and evaluate employee performance and competency; communicate to staff and others information concerning rules, policies, regulations, payroll data, leave of absence, accommodation, and workers' compensation; meet with executive management, to interpret and explain personnel functions and to discuss personnel issues; act as a liaison between staff and Human Resources and Development, Auditor's Payroll Division, and Risk Management; monitor and evaluate programs as to their effectiveness and prepare recommendations as to improvements; assist with analyzed, ongoing reports on a wide variety of topics to assist in daily decisions and monitor ongoing functions within the department/agency; coordinate and facilitate meetings to discuss county budget timelines and enter data into a County-wide budget software; analyze, generate reports, prepare, and justify the need for budget-related items; contact other agencies to gather information and recommend revisions or improvements; may coordinate the department/agency safety program with the County-wide safety program; coordinate with Risk Management on workers compensation claims, accommodations, and ergonomic evaluations; administer and manage employees leave of absences including communication with the employee and supervisor, eligibility determination, designation noticing, tracking of hours used and data entry into the human resources information system; prepare accounting entries to record the payroll to the County accounting system and generate reports to other governmental and outside agencies; calculate deductions, attachments, prepare payments for various organizations, and balance amounts with payroll; complete reconciliation of various department/agency budget and payroll items; work in conjunction with managers/supervisors, HRD and/or department/agency staff to develop recruitment goals and strategies based on the needs of the department/agency; coordinate with HRD and the department/agency hiring manager(s) on vacant positions to generate recruitment material and to screen resumes and job applications received; coordinate job interviews, perform reference checks, extend offers for positions, and coordinate the onboarding process for new hires; develop, conduct, and coordinate HR training; attend various seminars, training, and workshops to maintain and update job knowledge; periodically review and analyze existing electronic data processing systems to determine if systems are currently operating or can be changed to operate at maximum efficiency for minimum cost. Level II: Write policies and procedures as requested to implement changes or new programs/services.

    Minimum Qualifications

    Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

    Education: Equivalent to graduation from an accredited college or university with a bachelor’s degree in human resources, business, public administration, or a closely related field.

    Experience: Level II: One (1) year of responsible experience working in human resources, specializing in recruitment, leaves of absence, analytics, safety, payroll, and/or disability management programs.

    Knowledge of : Federal and state laws on Human Resources such as recruitment, Cal-OSHA, payroll processing activities, garnishment, wage attachment rules, leave of absences, and medical accommodations, such as FLSA, ADA, FEHA, FMLA, CFRA, and PDL; principles and practices of administration including organizational patterns and analysis, fiscal and personnel management; tools, practices, and resources to gather and research data; descriptive statistics sufficient to reflect results of research; principles and methods of supervision, including evaluation, counseling, motivation, and training; customer services practices, tools, and trends; relevant resources, technology, and practices of human resources and personnel practices; office practices, methods, forms, equipment, and management principles including automated systems to assess need, capacity, and cost effectiveness. Level II: Current personnel, payroll, and leave practices, policies, and procedures; legislative and program trends at local, State and Federal levels related to personnel, payroll, and leaves; principles and practices of government budget preparation; customer services practices, tools, and trends; relevant resources, technology, and practices of human resources and personnel practices.

    Skill/Ability to: Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles, attitudes, and behaviors of both clients and co-workers; operate office equipment inclusive of computer, keyboard, and all appropriate electronic equipment; communicate sufficiently to interpret and explain technical information to others; read, understand, and interpret laws, regulations, personnel policies, memoranda of understanding, and other changes that apply to payroll, risk, and leaves; strong interpersonal skills that include providing patience, tact, and courteous service when working with others; perform highly technical fiscal and statistical recordkeeping; research, collect, and organize material into a manageable form; analyze and evaluate effectiveness and provide feedback of programs, procedures, and policies; establish rapport and maintain effective working relationships with those contacted in the course of work; communicate clearly and concisely, verbally and in writing; write clear, concise, grammatically correct reports, grants, letters, and other documents; read and understand verbal and written instructions and information, both general and technical, and convey clearly to others; coordinate training and instruction for staff in payroll, leaves, and other personnel practices, policies, and procedures; establish and maintain a cohesive team-oriented environment; learn the principles and practices of budget preparation; complete multiple priority projects with strict deadlines; recognize and maintain confidentiality of information in compliance with laws and regulations; handle confidential matters discreetly and effectively. Level II: Apply the principles and practices of budget preparation.

    License or Certificate

    Possession of, or ability to obtain, an appropriate, valid California driver's license.

    DESIRABLE EMPLOYMENT STANDARDS

    Experience: Experience working in human resources, specializing in recruitment, leaves of absence, analytics, safety, payroll, and/or disability management programs.

    License/Certificates:

    Possession of Certificated Safety Professional (CPS) certificate or OSHA (30 Hour) Certified Professional Disability Manager Certification; SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential; IPMA-HR Certified Professional (IPMA-CP) or IPMA-HR Senior Certified Professional (IPMA-SCP) credential.

    Conditions of Employment

    Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.     Benefit Amount: An annualbenefit amountis provided and may be applied towards health insurance premiums (medical, dental, vision, life and long-term disability).This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance: A choice of PPO and HMOmedical plans which include PPOand HMO dental plans andinclude dentalandvision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, andVision Services Plan (VSP).

    Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave : 12 set days and 1 personal holiday.

    Vacation Accrual :
    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours.

    FLSA exempt employees accrue an additional 5 days of vacation per year.

    Sick Leave Accrual : 12 days per year with unlimited accumulation, 48 hours of which may be used toward family sick leave.

    Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

    Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.

    Employees are covered by State Disability Insurance. The premium is paid by the employee.

    Deferred Compensation : A voluntary deferred compensation plan is available.
