The Senior Crime Analyst in the Community Safety Services division offers an opportunity to better the community by coordinating with citizens, neighborhood groups, City Council staff, City Departments and outside agencies to develop equitable solutions to difficult problems.
Distinguishing characteristics of this position include, but are not limited to:
- Responsibility for converting raw data into valid criminal analysis.
- Collecting information and statistical data about crime activity.
- Analyzing and determining trends in criminal activity and patterns of crime and conveying this information in various formats to appropriate department personnel.
Essential Job Functions(May include, but are not limited to, the following):
- Converts raw data into valid criminal analysis.
- Collects information and statistical data about crime activity.
- Analyzes and determines trends in criminal activity, identifies criminal offenders, trends, and patterns of crime; conveys this information in various formats to appropriate department personnel.
- Performs probability studies and statistical analysis such as random samplings, and correlation and regression analysis to correlate and analyze crime information.
- Responds to requests for crime analysis and information.
- Develops and maintains liaisons with other criminal justice agencies.
- Assists operations and management personnel in planning the deployment of resources for the prevention and suppression of criminal activity.
- Maintains a consistent and current understanding of laws and technology in the assigned area of responsibility.
- Analyzes and develops process, procedures, work simplification, computer applications and methods of achieving intended outcomes.
- Searches files for comparisons with those of known suspect.
- Requests latent and inked print searches and comparisons using the CAL-ID system and manual methods.
- Develops and implements work related procedures to satisfy requirements of local, state, and federal laws.
- Prepares courtroom exhibits as directed.
- Testify in court.
- May attend regional meetings and/or trainings for law enforcement personnel and share information on crime statistics.
OTHER FUNCTIONS- Maintains specialized equipment in good working condition.
- May supervise and train support staff as assigned.
WORKING CONDITIONSPosition requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in using a computer keyboard. Additionally, the position requires near and far vision in reading reports and work related documents and using a computer. Acute hearing is required when providing phone and personal customer service. The need to lift, drag and push files, paper, and documents weighing up to 10 pounds is also required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodation.
Minimum QualificationsEducation and ExperienceThe minimum qualifications for education and experience can be met in the following way:
A Bachelor's degree from an accredited college or university in Political or Social Sciences, Criminal Justice, Public Administration, or a related field; AND
Three years of increasingly responsible analytical work experience including a minimum of two or more years in a law enforcement agency.
Candidates will be required to pass a comprehensive background examination, including fingerprinting, and may include psychological and polygraph screening.
Knowledge, Skills, and AbilitiesThorough knowledge of:- Organizing, maintaining, and retrieving data from electronic files.
- Research methods as they apply to crime analysis.
- Statistical analysis techniques.
- Probability theory.
- Federal, state, and local laws as they relate to the essential functions of this position.
- Specialized computer software (GIS and crime analysis applications).
Skill in: - Accurately and effectively designing comprehensive reports, crime bulletins, charts, graphs, schedules, maps, and other media related to crime patterns and trends.
- Planning, organizing and prioritizing responsibilities so that projects and reports are completed in a timely and accurate manner.
- Performing highly complex analyses utilizing current industry standard methodologies.
- Collecting, interpreting, and evaluating narrative and statistical data pertaining to public safety matters and translating these results into coherent, well-written reports with effective recommendations.
- Using independent reasoning to solve complex problems.
- Establishing and maintaining effective working relationships and demonstrating customer service orientation with peers, departmental representatives, elected officials, representatives of other governmental agencies and the public.
- Focusing on service to provide customer valued results.
Ability to:- Operate personal computer with proficiency including spreadsheet expertise and familiarity with law enforcement software.
- Communicate effectively orally and in writing.
- Take initiative and be creative in order to accomplish objectives.
- Function effectively with minimal supervision.
- Work irregular hours as necessary to meet deadlines and achieve objectives.
- Work in a multi-task environment and coordinate several assignments simultaneously.
LICENSES/CERTIFICATESPossession and continued maintenance of a valid class C California driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.
DESIRABLE QUALIFICATIONS- Certification as a Law Enforcement Analyst (CLEA) through the International Association of Crime Analysts (IACA).
- Experience with Tiburon Records Management.
- Knowledge of crime analysis.

SELECTION PROCESS
Those candidates that receive a passing score on the examination will be placed on an eligibility list for up to one year, in accordance with the City's Civil Service Rules and Administrative Policies. Top candidates on the eligibility list will be invited to participate in a selection interview with the department. Any candidate that is selected by the hiring department will be required to successfully complete a pre-employment process, which may consist of a background history check, as well as a medical exam(s) administered by a City selected physician(s) before hire. Prior to starting work, all newly-hired employees will be fingerprinted to check conviction history. A conviction history will not necessarily disqualify an applicant from appointment; however, failure to disclose conviction history will result in refusal of employment or termination. Positions which are covered by the Department of Transportation regulations are required to submit to a pre-employment drug test and to random drug and alcohol testing.
