Supervising Engineer - Building/Code Enforcement Division

The Position

The City of Santa Rosa is seeking qualified internal applicants for the position of Supervising Engineer. The Planning & Economic Development has a current opening in the Building/Code Enforcement Division.

About the Position
The Supervising Engineer works primarily in the office to ensure construction plans submitted by the public, City, contractors, owner-builders, and design professionals meet state and local requirements for health, life-safety, green building standards, energy efficiency, emergency/hazard resiliency, and other environmental factors. This position supervises the Building Division plan-check team and assists the Chief Building Official in managing contract plan review services, budgeting, code adoption and updates, and other duties as assigned.
 
The Ideal Candidate
The successful candidate will have a bachelor's degree in civil engineering or a related area; possession of, or ability to obtain, a license as a professional engineer in civil engineering in the State of California; and extensive professional engineering experience planning and managing multiple projects, designing infrastructure, and conducting permitting review for residential and commercial projects. Excellent written and verbal communication skills and a proficiency in a variety of computer programs are vital. In addition, successful candidates will possess:

• Experience presenting complex subjects to policy makers and members of the public. 
• The ability to build strong relationships with internal and external stakeholders.
• Experience developing and managing section budgets. 
• Strong technical analysis, problem solving, and project management skills.  
• The ability to manage multiple complex projects.
• Experience supervising, coaching and mentoring staff.

Examples of Duties and Responsibilities

Essential Duties:

The following duties are examples of those performed by Supervising Engineers across the City:

• Supervise, select, train and evaluate professional and technical staff in an assigned section of Engineering Services or Building and Code Compliance Division;
• supervise and participate in the development of plans, specifications, estimates and work orders for the construction of public works and City projects;
• initiate and conduct engineering planning studies to identify infrastructure needs; manage construction contract administration;
• review and make recommendations on technical reports and studies;
• check computations and specified materials for accuracy and conformance with regulations;
• inspect project sites to assist in solution of difficult problems;
• coordinate engineering related activities with other City departments, divisions and sections and with outside agencies;
• research, interpret and apply the City code, and State and Federal laws and regulations related to City infrastructure projects;
• interpret specifications and City policy and make change orders;
• participate in the selection and supervision of private professional engineers for the development of plans and specifications, studies and reports;
• supervise, review and participate in the preparation of environmental assessments, studies and reports;
• serve as staff and make presentations to the City Council, Planning Commission, Board of Public Utilities, other boards and commissions, committees, outside agencies, and property owners on City infrastructure systems and building construction engineering matters; develop and manage section annual budgets;
• sign and stamp civil engineering documents including studies, reports, plans and specifications;
• in the absence of the incumbent, act as City Engineer, Deputy Director or Chief Building Official depending upon area of assignment;
• and perform related duties as assigned.

In addition to the duties listed above, the following duties are performed in the Building Division:

• Supervises the plan review of building permit applications for compliance with City, State and Federal codes. 
• Performs plan reviews when requested by the Chief Building Official. 
• Participates in or oversees the division's review of Tentative Maps, Lot Line Adjustments, Lot Mergers, Design Review, Hillside Development Permit and Conditional Use Permit applications, and recommends conditions of approval in compliance with City Code and applicable State regulations. 
• Participates in or oversees the division’s review and approval of private development Public Improvement Plans and Subdivision Maps in compliance with City, State and Federal codes. 

Required Qualifications

Knowledge of:  Principles and practices of engineering; modern methods and techniques used in the design and construction of a wide variety of infrastructure engineering projects and/or design, construction and rehabilitation of a wide variety of building projects; modern developments, current literature and sources of information regarding the assigned area of engineering; applicable laws and regulatory codes relevant to design and construction in the area of assignment; principles of supervision, training and performance management.

Ability to: Make complex engineering computations and check, design and supervise the construction of a wide variety of public and private facilities; communicate clearly and concisely, orally and in writing; use a variety of drafting and engineering apparatus; supervise, train and evaluate professional and technical subordinates.

Experience and Education:  Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying.  A typical way to obtain the knowledge and abilities would be: Experience:  Sufficient years of experience in professional engineering work in the area of assignment to demonstrate possession of the knowledge and abilities listed above, including some supervisory experience; Education:  Equivalent to a Bachelor's degree from an accredited college or university with major work in civil engineering or a related discipline.

License or Certificate:

Possession of or ability to obtain a certificate of registration as a professional engineer in civil engineering in the State of California. For positions in the Planning and Economic Development Department, Building and Code Compliance Division certification as a Certified Building Official, certification as a Plans Examiner and/or Building Inspector as issued by the International Code Council is desirable.

Additional Information

Working Conditions:  

A Supervising Engineer works primarily indoors, sitting for extended periods of time with the ability to change positions. Using a computer, calculator and other standard office equipment requires making continuous or repetitive arm-hand movements. Books and plans weighing less than 20 pounds are carried more than 20 feet. Part of the work involves inspecting development and construction sites which requires the ability to walk over rough, uneven or rocky surfaces, jumping over trenches and other obstacles and working in a variety of weather conditions with exposure to the elements. Inspecting sites requires the ability to hear alarms and operation of construction equipment. Use of a computer mouse with computer aided design programs requires making fine, highly controlled muscular movements to adjust the positions of a control mechanism. Using survey equipment during inspections involves measuring distances using calibrated instruments. Inspecting bridges requires working at heights above 10 feet. Conducting inspections requires the individual to climb ladders or scaffolding, ranging up to 50 - 60 feet, in order to access and walk on roof tops. A sense of balance is required to walk on 6/12 pitched roof tops. The job requires the ability to access and enter cramped quarters such as crawl spaces which may bring the incumbent into contact with reptiles, insects, and/or rodents.
