Pay Range: $82,319 - $107,014 annual compensation

A Contract Management Manager job is available with the City of Fort Worth Development Services / Contract Management Section.

The Development Services Department seeks to make Fort Worth the most livable city in Texas by promoting orderly growth and development, safe construction and neighborhood vitality. The Contract Management Section is responsible for managing community facilities agreements (CFA) for the developer-led installation of public infrastructure (roads, water lines, sanitary and storm sewers, etc.) to serve new development, unified sign agreements in order to promote site development signage standards, stormwater facilities maintenance and general maintenance agreements to allow for the upkeep of public infrastructure on private property, and encroachment agreements and vacations that are intended to manage certain real property interests held by the City. This section is also responsible for handling associated fee payments and financial securities associated with these contracts; for creating M&C’s related to public-private partnerships whereby the City elects to participate in a developer’s CFA to oversize public infrastructure; and for the financial reconciliation of every contract file upon project completion.

Minimum Qualifications:
  • Master’s Degree from an accredited college or university with major course work in Planning, Public Administration, Business Administration, Real Estate Development, Accounting, or a related field
  • Five (5) years of experience in contract management, planning, urban design, real estate transactions, title examination, real estate funding, or a related field
  • Two (2) years of supervisory responsibility
  • Valid Driver's License

Preferred Qualifications:
  • Clear understanding of the City of Fort Worth’s development process
  • Demonstrated knowledge of various municipal and other regulatory requirements for public infrastructure projects
  • Accela Automation skills or similar permitting software
  • GIS experience
  • Microsoft Office skills

The Contract Management Manager job responsibilities include:
  • Lead, direct and coordinate activities of the section, which includes the production and delivery of a variety of development agreements including: community facility agreements, stormwater facilities maintenance agreements, unified sign agreements, maintenance agreements, encroachments, and single instrument processing of easements; ensures compliance with federal, state, and local laws, regulations, codes, and/or standards related to the execution of the agreements.
  • Establish challenging and measurable goals and objectives for each member of the section; and motivate and monitor performances.
  • Evaluate the quality, responsiveness, efficiency and effectiveness of the section; work with co-workers on the continuous improvement of the section; responsible for making the section more effective.
  • Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary decisions or recommendations.
  • Assesses and monitors work load, administrative and support systems and internal reporting relationships; identifies opportunities for improvement; and directs and implements changes.
  • Participates in the development and administration of the section’s budget; forecasts funds needed for staffing, equipment, materials and supplies; and approves expenditures, as needed.
  • Represents the Development Services Department to other departments, developers, outside agencies and the general public; coordinates assigned activities with other departments, outside agencies and organizations.
  • Provides staff assistance to the Development Services Assistant Director and other executive level staff as appropriate.
