Pay Range: $36.21/hr. - $47.07/hr.

A Consumer Health Program Manager job is available with the City of Fort Worth Environmental Services Department Consumer Health Division. This position directs, manages, supervises and coordinates the investigation and inspection of food service establishments (fixed, temporary, mobile), child care facilities, public swimming pools and spas, hotels, motels, and the regulation of the Tobacco Free Ordinance. The position also coordinates vector control, plans review, and emergency response programs, and maintains related partnerships. The position oversees a budget of $4M in revenues and expenses, coordinates assigned activities with other divisions, departments, and outside agencies, and provides complex administrative support to the Director.

Minimum Qualifications:
  • Bachelor’s degree from an accredited college or university.
  • A valid Texas registration as a Professional Sanitarian or equivalent is required.
  • Five years of experience in any combination of the following disciplines: Animal Services/Control, Code Compliance, Health Inspection, Environmental Pollution, Solid Waste, Building/Construction, or related experience.
  • Two years of administrative and supervisory experience
  • Valid Texas driver’s license

Preferred Qualifications:
  • Valid State of Texas Code Enforcement Officer Certificate
  • Valid Certified Pool Operator’s License
  • Ability to communicate in Spanish

The Consumer Health Program Manager's job responsibilities:
  • Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary decisions or recommendations.
  • Monitors and evaluates the quality, responsiveness, efficiency and effectiveness of assigned programs, service delivery methods and procedures; and works with employees on the continuous improvement of departmental services.
  • Interprets codes and regulations to resolve controversial issues and complex service delivery problems with community organizations and the general public.
  • Manages contracts for professional and contracted services; writes specifications and develops requests for proposals; reviews and evaluates bids; prepares recommendations for City Council; negotiates services and costs with consultants or contractors; and monitors contract performance and compliance with regulatory and city requirements.
  • Oversees and participates in the development and administration of the division's annual budget; participates in the forecast of funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; and implements adjustments.
