About the Role:
The Department of Natural Resources and Parks - Wastewater Treatment Division is recruiting for a Plant Engineer IV (Mechanical) to join the West Section Operations Engineering group. This position will serve as the technical liaison and project coordinator, emphasizing on plant mechanical engineering support of the West Section's offsite pump stations, regulator stations, combined sewage overflow stations (CSO's), and the West Point Treatment Plant (WPTP). These facilities pose unique challenges due to the various mechanical equipment and operational strategies commonly deployed. The successful candidate will also serve as an in-house expert on equipment / system troubleshooting and Root Cause Analysis efforts.

This is a temporary mission-critical position designed to provide direct Operations & Maintenance (O&M) engineering support and operational coordination for the offsite level controls facility upgrade project. This multi-year project encompasses over 100 regional conveyance facilities with the objective of standardizing both technical and operational elements in nearly all aspects of conveyance facility monitoring and control. The successful candidate will act as the primary O&M engineering representative on this project, representing O&M's interests concerning engineering decisions and serving as a communication bridge between the project teams and key internal stakeholders to ensure standards, specifications and project sequencing meet O&M's needs from design through commissioning.

The successful candidate may be expected to monitor and provide engineering coverage on other related offsite capital projects across the region, providing critical input throughout the design.

This role is crucial in ensuring that O&M's perspectives and engineering needs are considered throughout the lifecycle of applicable capital projects, fostering a strong collaborative relationship between O&M and capital project teams.

Job Duties
What You Will Be Doing:
  • Act as the plant mechanical engineering technical expert for multiple projects - both internal and external - with emphasis on West Section (WPTP and offsite) mechanical system maintenance and process improvement.
  • Provide plant engineering representation and technical lead support for mechanical aspects of systems and facilities from design through commissioning.
  • Participate in review, update and development of WTD mechanical standards and Guide Specifications as directed.
  • Develop, maintain and archive engineering documentation in the Engineering Content Management System (ECMS) using current standards.
  • Act as plant Technical liaison and consultant support for new projects; prepare, review, and approve of new design and contract documents.
  • Act as point of contact for WPTP and craft teams for engineering resource support and maintain the continuity of operation including field work and troubleshooting support.
  • Act as the plant O&M mechanical engineering resource for capital projects. Provide technical expertise in evaluation and analysis of complex, sensitive and political issues. Provide technical supervision and quality control for those projects requiring mechanical engineering discipline oversight.
  • Perform functional research and make recommendations on equipment selection or modification/improvements; develop purchase justifications, manage vendor/contractor relationship during project execution.
  • Review plant engineering design-build proposals prepared by internal/external sources, preparation of contract, change orders, interpret contract requirements, and monitor compliance.
  • Act as technical lead for multiple related mechanical projects/programs.

Experience, Qualifications, Knowledge, Skills
Qualifications You Bring:
  • Engineering Degree in Mechanical, Hydraulics or other similar engineering discipline.
  • Experience in engineering design and construction preferably in a water/wastewater environment.
  • Knowledge of Wastewater treatment and conveyance process.
  • Knowledge of industrial mechanical equipment.
  • Knowledge of large scale project management fundamentals concerning project controls, construction management, commissioning and certification.
  • Self-starter with the ability to identify process/equipment issues and provide suitable alternatives to address.
  • Ability to create and interpret engineering drawings in conjunction with project engineers, O&M staff, and consultants. Coordinate and guide the effort to enforce county standards between facilities.
  • Knowledge, skill, and ability to identify and evaluate cost effective process control change.
  • Ability to write and edit engineering specifications for mechanical system and equipment.
  • Strong familiarity w/ AutoCAD usage in design-build projects.
  • Ability to effectively work with contractors, consultants and internal teams to maintain satisfactory working relationship with staff, peers and supervisors, and to work in a team environment at various sites.
  • Familiarity with large stand-alone projects in a regional utility including project deployment processes and phases governing design and construction.
  • Perform other duties as assigned.

  • Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible.
  • Union Representation: This position is represented by Teamsters Local 117 WTD (PT&A).
  • Duration: This recruitment aims to fill a Term-Limited Temporary (TLT) position with an anticipated duration of up to 2 years. If the position is filled by a King County employee who has successfully completed their initial probation, they will be offered the role as a Special Duty Assignment.
