General Description and Classification Standards:

The Department of Watershed Management (DWM) Sr. Data Analyst or Mgmt. Analyst will serve as a key knowledge analyst leading critical initiatives for the department and responsible for all operational facets of the DWM to ensure targeted service levels are met and cost savings are achieved through the optimization of people, processes, and technology. This is a strategic and analytical position responsible for supporting DWM Leadership on all operational engagement, technical initiatives, and key projects. Responsible for ensuring the detail completion of all standard work or assigned task in an organized professional fashion. Communicates effectively and professionally to keep all parties engaged, working towards the common goal. In addition, they organize reporting, plan meetings, and provide updates accordingly. They communicate clearly and concisely, both orally and in writing; establishing and maintain effective working relationships to the benefit of the organization.

Supervision Received:

This position receives guidance regarding overall mission, short and long-term objectives, scheduling, unusual priorities, and is expected to structure their workday to accomplish established goals for self. This position can work independently or part of a team that collaborates on key initiatives and explores critical technologies for operation progress. Direction received is very general and focuses on strategic objectives and is typically collaborative.

  • As a key knowledge worker, be committed to work harmoniously with others in the Department and other organizations and ensuring that the day-to-day activities are handled.
  • Develop recommendations to streamline processes, improve resource allocation, and leverage technology.
  • Develop and implement standardized best practices across all workforce functional areas including capacity planning, forecasting, scheduling, and real-time monitoring using a variety of software.
  • Work on cross-functional projects and initiatives using analytical techniques to discover insights that will guide strategic decisions and uncover optimization opportunities.
  • Monitor, record and coordinate daily DWM operations to analyze patterns and historical trends to develop best practices and capacity planning with user divisions.
  • Liaising with departmental teams to identify and define operational requirements, project scope, and objectives; ensuring that all operation needs are met to drive efficiencies throughout.
  • Administer and organize all types of key initiatives, from simple activities to more complex plans, working closely with management.
  • Perform various coordinating tasks, like scheduling and risk management, along with administrative duties, like maintaining documentation and proper filing structure.
  • Have excellent time management and communication skills, as you’ll collaborate with external and internal teams to deliver results on deadlines.
  • Ability to recognize trends that impact the organization, and prepare reports for the management stating trends, patterns, and predictions as to drive operational efficiency.

  • Provides input regarding decisions that impact projects and initiatives.
  • Follows standardized procedures and written instructions to accomplish assigned tasks.
  • Applies organizational policies; recommend strategy or policy changes.
  • Provides guidance as required to less experienced staff, interns, temporary employees, etc.

Leadership Provided:

Does not have formal supervisory authority over a specified work group. However, routinely provides knowledge-based guidance, and/or training to less experienced staff in relation to projects and key departmental initiatives.

Requirements (Knowledge, Skills & Abilities):
  • Good communication, including writing, speaking and active listening.
  • Good business management skills, including organization, planning, time management and prioritization
  • Good problem-solving skills having accuracy and attention to detail. Team-working skills with good verbal and written communication having ability to organize and manage time effectively, demonstrating accountability and dependability.
  • Self-starter, self-motivated with demonstrated ability to work independently. Has critical thinking skills with effective judgement and decision making.
  • Working knowledge and understanding of Microsoft O365.
  • Multitasking skills, ability to work under pressure. Ability to handle deadlines and avoid schedule conflicts

Minimum Qualifications - Education and Experience:
  • Have an applicable Associate or Bachelor degree in Business, Management, Economics, Math, Statistics, Computer Science, or Technology related fields.
    • Extensive experience (5+ yrs.), critical training completions, related course(s) completion, and pertinent certification(s) may serve to substitute collegiate degree obtainment.
  • Minimum of 3 years’ experience in project management or administration experience is required.
  • Technologically advanced skills in Microsoft Office Suite (Outlook, Teams, Excel, PPT, Word, Access etc.) Visio, PowerBI, and SharePoint.

Nice to Have - Noted as a Plus:
  • Master’s degree in business or technology related field. Advanced degrees in relevant areas are welcomed such as MA, MS, MBA, MPA, etc.
  • Extensive Knowledge in Microsoft Office Suite.
  • Extensive Knowledge of Software Systems-Calabrio, ServiceNow, PowerBI, Hansen, Accela, enQuesta, DextrFlex, and Calabrio.

Essential Capabilities and Work Environment:

This hybrid work position is considered essential and thereby requires, on occasion, that the incumbent work outside of normal operating hours, which may include evenings, weekends, and holidays, as well as during inclement weather and/or times when the city would otherwise be closed.
