General Description and Classification Standards:

The Department of Watershed Management (DWM) Watershed Manager I will serve as a key knowledge worker driving and leading critical initiatives for the department. This is a strategic and analytical position. The Project Manager is responsible for supporting DPW Leadership on all operational engagements, key departmental initiatives. and formal projects. The Project Manager is responsible for ensuring the schedule, budget and details of a given task are well organized. They communicate to keep teams aligned and all key resources engaged for operation success and execution of project plans. In addition, they organize reporting, plan meetings, and provide updates to stakeholders and leadership. They communicate clearly and concisely, both orally and in writing; establishing and maintain effective working relationships to the benefit of the organization. The Project manager properly plans and designates project resources, lead teams, help prepare budgets, and monitor progress of key resources throughout. This is all done having the perspective and understanding of DPW’s goals and vision.

Supervision Received:

This position receives guidance regarding overall mission, short and long-term objectives, scheduling, unusual priorities, and is expected to structure their workday to accomplish established goals for self. This position can work independently or lead team that engages on critical projects, key technologies, and overall departmental operations. Direction received is very general and focuses on strategic objectives and is typically collaborative.

  • As a key knowledge worker, be committed to work harmoniously with others in the Department and other organizations and ensuring that the day-to-day activities are handled.
  • Develop recommendations to streamline processes, improve resource allocation, and leverage technology.
  • Lead or work as a contributor to cross-functional projects using analytical techniques to discover insights that will guide strategic decisions and uncover optimization opportunities.
  • Leading or liaising with departmental teams to identify and define project requirements, scope, and objectives; ensuring that all needs are met as the project evolves.
  • Lead Teams and resources on all types of department initiatives and projects, from simple activities to more complex plans, working closely with senior management.
  • Perform various project coordination and management tasks, like schedule and risk management, along with administrative duties, like maintaining project documentation and filings.
  • Have excellent time management and communication skills, as you’ll collaborate with external and internal teams to deliver results on deadlines.
  • Create long- and short-term plans, including setting targets for milestones and adhering to deadlines.
  • Perform quality control on the project throughout development to maintain the standards expected throughout project lifecycle.

Decision Making:
  • Provides input regarding decisions that impact projects relating to the Department of Customer Service.
  • Follows standardized procedures and written instructions to accomplish assigned tasks.
  • Applies organizational policies; recommend strategy or policy changes.
  • Provides project guidance as required to less experienced staff, interns, temporary employees, etc.

Leadership Provided:

This role can function as a Key Individual Contributor or may have Team Lead, Supervisory, or Management responsibilities of a work group. Routinely provides knowledge-based guidance, and/or training to less experienced staff in relation to projects and key departmental initiatives. Additionally, this role may act as a key leader in the absence of a Senior Manager or Director.

Requirements (Knowledge, Skills & Abilities):
  • Detail oriented with excellent communication, including writing, speaking and active listening.
  • Good leadership and project management skills, including organization, planning, time management and prioritization
  • Proven ability to solve problems creatively, having accuracy and attention to detail. Team-working skills with good verbal and written communication having ability to organize and manage time effectively, demonstrating accountability and dependability.
  • Ability to motivate others and lead, but must be a Self-starter, self-motivated with demonstrated ability to work independently. Has critical thinking skills with effective judgement and decision making.
  • Strong familiarity with project management software tools, methodologies, and best practices.
  • Experience seeing projects through the full life cycle
  • Proven ability to complete projects according to outlined scope, budget, and timeline
  • Working knowledge and understanding of Microsoft O365.
  • Multitasking skills, ability to work under pressure. Ability to handle deadlines and avoid schedule conflicts.

Minimum Qualifications - Education and Experience:
  • Have an applicable Associate or Bachelor degree in Business, Management, Economics, Math, Statistics, Computer Science, or Technology related fields.
  • Extensive experience (5+ yrs.), critical training completions, related course(s) completion, and pertinent certification(s) may serve to substitute collegiate degree obtainment.
  • Minimum of 3 years’ experience in project management or administration experience is required.
  • Technologically advanced skills in Microsoft Office Suite (Outlook, Teams, Excel, PPT, Word, Access etc.) Visio, PowerBI, and SharePoint.

Nice to Have - Noted as a Plus:
  • Master’s degree in business or technology related field. Advanced degrees in relevant areas are welcomed such as MA, MS, MBA, MPA, etc.
  • Extensive Knowledge in Microsoft Office Suite.
  • Extensive Knowledge of Software Systems-Calabrio, ServiceNow, PowerBI, Hansen, Accela, enQuesta, DextrFlex, and Calabrio.
  • Extensive Knowledge in Microsoft Project or other Project Management Software.

Six Sigma (White, Yellow, Green, or Black)

Project Management Professional (PMP)

Licensures and Certifications: None required.

Essential Capabilities and Work Environment:

This hybrid work position is considered essential and thereby requires, on occasion, that the incumbent work outside of normal operating hours, which may include evenings, weekends, and holidays, as well as during inclement weather and/or times when the city would otherwise be closed.
