    Description

    Vacancy is in the Housing Division of the Department of Development Services. Under general direction, participates in the operation of the Housing Division by preparing building specifications for property improvement programs. Acts as a liaison between property owners and contractors. Prepares detailed job specifications and cost estimates, prepares and distributes bid forms to contractors, and evaluates bids and award contracts. Supervises and inspects work in progress and, upon completion, determines conformance with the contract. Assists and cooperates with building and code officials in obtaining compliance with code ordinances. Works with property owners and applicants regarding the design, building, and rehabilitation requirements and the overall construction progress. Monitors and documents construction progress, financial accountability, and the authorization of funds for work completed in accordance with the construction contracts. Reviews building plans and specifications of outside housing organizations to ensure conformance with established housing policy. Performs housing quality inspections for various federal, state, and locally funded programs. Enters inspection data and outcomes into the City’s data entry and retrieval systems. Performs related work as required.

    This is a HMEA Union position. The hours of work are 40 per week and the above salary includes 5% in lieu of overtime.

    Knowledge, Skills & Abilities

    The examination will consist of rating your training and experience as contained on your application. It may also include a written test, an oral test, or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination will be designed to measure:

    Knowledge of:
    • General principles and practices of building construction and maintenance and the home improvement industry.
    • Basic principles and practices of housing and urban renewal.

    Ability to:
    • Estimate costs of materials and labor for improvements, alterations, and additions to residential and non-residential structures.
    • Read and interpret plans, blueprints and specifications for structural improvements and mechanical installations.
    • Design and prepare detailed blueprints for residential and non-residential structures.
    • Prepare job specifications for contracts.
    • Make inspections and surveys, and to issue orders firmly, tactfully, and impartially.
    • Establish and maintain effective working relationships with contractors, City personnel and the public.
    • Communicate clearly and concisely, orally and in writing.


    Qualifications

    Open to all applicants who meet the following qualifications:

    Graduation from high school or vocational school with coursework in drafting and at least two (2) years of college with emphasis on drafting, architectural designs or a closely related field AND six (6) years of responsible experience at the journeyman level in the building construction or home improvement industry, at least two (2) years which must have been in the preparation of architectural designs, one (1) as a supervisor or in a lead capacity.
    A COPY OF YOUR DIPLOMA OR TRANSCRIPT MUST BE SUBMITTED WITH YOUR APPLICATION. A DIPLOMA OR TRANSCRIPT SUBMITTED WILL BE VERIFIED BY THE HUMAN RESOURCES DEPARTMENT.

    HARTFORD RESIDENCY PREFERRED: A completed CITY OF HARTFORD RESIDENCY AFFIDAVIT including proof of residency as indicated on the RESIDENCY AFFIDAVIT may be submitted.

    If selected, you will be required to pass a physical examination administered by a City physician, a drug and alcohol screening examination, and a background check. If appointed, you will serve 3-12 months of probation. This examination and employment process is subject to all federal, state, and municipal laws, rules and regulations.
