Assesses engineering plans by reviewing engineering plans to verify if they meet City standards, specifications, and policies; and coordinating the review of the plans with other City departments for their input in the review. Prepares right-of-way deeds and easements by securing field data from survey crew; identifying the right-of-way needed; preparing metes and bounds descriptions; signing and sealing the metes and bounds; and submitting papers to the right-of-way agent to be recorded. Manages project coordination for capital improvement projects including design, scope of work, cost estimating, contract administration, budgets, and schedules. Analyzes and interacts with various City departments on the intent of the capital improvement project and project scope. Reviews, develops, and writes scopes of work for design and construction contracts between the City, consultants, and construction contractors. Manages the work of consultants and contractors through the development of project requirements including project strategies, budget, schedule, land acquisitions, permitting requirements and compliance with City policies, procedures, design and construction standards, regulations, and codes. Requests, evaluates, negotiates, and manages consultant proposals, sets project schedules, design review elements, agency coordination, owner reviews, regulatory agency compliance, budgeting considerations in accordance with appropriate engineering standards. SUMMARY PURPOSE OF POSITION The primary purpose of the position is to support the annual State of Good Repair (SGR) program at Metrolink, which includes the preliminary project planning phases, through design and construction of funded projects. This may also include the support of grants funded outside of the annual budget process or support new capital projects where a major component of the project incorporates SGR improvements. ACCIDENTAL DEATH & DISMEMBERMENT: SCRRA provides for an amount equal to one (1) time your annual salary, rounded to the nearest $1,000, up to a maximum of $200,000. Your AD&D insurance benefit will reduce to 65% at age 65 and 55% at age 70. In addition, SCRRA offers a voluntary plan, which may be purchased in increments of $10,000, subject to a maximum of the lesser of 5 times your annual salary or $500,000. Dependent AD&D options are also available. Eligibility begins the first of the month following hire date or qualifying event. SHORT TERM DISABILITY: You are covered under the California State Disability Insurance (SDI) Program. Your maximum benefit amount is 52 times your weekly benefit amount or the total wages subject to SDI tax paid in your base period, whichever is less. VOLUNTARY BENEFITS: SCRRA offers the following employee-paid voluntary benefits, provided by Aflac: Group Accident Insurance helps pay for out-of-pocket costs that arise from covered accidents, such as fractures, dislocations, and lacerations. Approval from your supervisor, chief and HR is required to participate in the 9/80 AWS program. TELECOMMUTING SCHEDULE: SCRRA offers employees the option to telecommute up to two (2) days per week. RETIREMENT PLAN: The SCRRA contracts with the California Public Employees' Retirement System (CalPERS). You pay a 8.00 percent employee contribution and SCRRA pays an employer contribution, which varies each year. To be eligible for service retirement, you must be at least age 52 and have a minimum of five (5) years of CalPERS-credited service. Upon retirement you are entitled to a monthly retirement benefit based on your years of credited service, age, and average compensation during your last three (3) years of service (“final compensation”). EXAMPLE OF ESSENTIAL RESPONSIBILITIES
Serve as an assistant project engineer/ project participant (based on experience) on transportation engineering projects including multimodal/complete streets corridor projects, freeway interchange modernization projects, rail grade separation and crossing safety improvements, and other regionally significant projects.
Review and develop drafts of project study reports, project reports, environmental documents, and other technical documents.
Review plans, specifications, estimates, and technical reports for consistency with applicable codes and standards and requirements of Caltrans, local jurisdictions, and other agencies.
Perform Quality Control checks on technical work products from consultants.
Provide input into project designs (based on experience) and technical analyses to best meet project purpose and need and manage scope as overseen by Project Managers.
Review drafts of contract terms and amendments; ensure consultant/contractor compliance with agency terms and conditions, standards and specifications, and time and budget estimates; review and track deliverables and action items; monitor project schedule and cost adherence. Investigate problems related to scope of work or cost issues. Support project manager to ensure that projects are completed on time and within budget.
Analyze and report on project schedules and project expenditures as directed by the Director of Project Delivery.

THE IDEAL CANDIDATE WILL HAVE:
Knowledge of civil and transportation engineering principles, concepts, and standards to help successfully deliver capital projects located on the state highway system, arterials or rail crossings.
Ability to learn project controls, cost control, and project reporting.
Aptitude to understand Federal, State, and local laws, regulatory codes, ordinances, design standards, and procedures relevant to assigned area of responsibility.
Knowledge of practices researching engineering and design issues, evaluating alternatives, and reporting analysis.
Skills collaborating and building strong partnerships with a wide variety of local agencies and consultants.
Strong work ethic; ability to prioritize a variety of projects and multiple tasks in an effective and timely manner and meet critical deadlines; detail-oriented approach to work.
Knowledge or experience with grant application development.
Knowledge of capital project development processes/phases.
