DescriptionVacancy is in the Department of Health and Human Services. Under general supervision, prepares, reviews, and tracks grant proposals, applications, and budgets. Coordinates and participates in the selection, monitoring, and administration of a variety of grants and service providers in support of a program or division. Researches and identifies competitive funding opportunities that relate to City priorities. Reviews grant guidelines for eligibility requirements, restrictions, deadlines and feasibility. Perform cost/benefit analysis of each; makes recommendation to Department Head. Writes and edits grant proposals, applications and budgets or components of grant proposals. Supervises the submission of grant applications, tracking of applications, awarded grant schedules, reporting, revenue collection and expenditures for assigned City departments to ensure each grant-funded project is meeting proposal conditions and expectations. Manages partnerships with community providers. Performs related work as required.
This is a HMEA union position. The hours of this position are 40 per week. Note: This is a grant-funded position renewable on an annual basis. The City of Hartford is not obligated to fund this position upon termination of funding.
Knowledge, Skills & AbilitiesThe examination will consist of rating your training and experience as contained on your application. It may also include a written test, an oral test, or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination will be designed to measure the following:
Knowledge of:- Grant application process and writing of applications
- MUNIS or similar financial package
- General principles, practices, and procedures of public and business administration
- Grant accounting principles and practices
- Principles and practice of grant funding sources
- Grant regulations and requirements including financial reporting requirements
- Principles and practices of project management.
Ability to:- Coordinate multiple grant programs and project activities in various stages of implementation and coordinate activities with other entities
- Work under pressure to meet deadlines for grant opportunities
- Communicate effectively orally and in writing
- Establish and maintain effective working relationships
- Operate computers and use a variety of software including Mircrosoft suite.
Physical Demands and Working ConditionsWork is performed primarily in an office environment with some travel to different sites; incumbents may be required to work extended hours including evenings and weekends.
QualificationsOpen to all applicants who meet the following qualifications:Bachelor's degree with major coursework in English, public administration, business administration, or a closely related field
AND five (5) years of increasingly responsible public sector or non-profit administration experience in grant writing or an equivalent combination of training and experience.
Experience in youth development, contract development, data management principles and software systems is preferred .
